Pursuant to the provision of Article 235 of the Constitution of
Kenya 201 0 and the County Government Act No. I 7 of 201 2, the office of the
Governor, Mombasa County, invites applications from competent, results oriented
and self motivated citizens for the following positions:
Article 235 of the Constitution provides for staffing of the County Governments and pursuant to that provision the County Government Act 2012 section 58 establishes a County Public Service Boards and section 59 articulates its functions as follows:.
Key Functions of the County Public Service Board.
- To
establish and abolish offices of County Public Service including in the
boards of urban areas within the County and to confirm appointments.
- To
appoint persons to hold or act in offices of County Public Service
including in the Boards of Urban Areas within Mombasa County and to
confirm appointments.
- To
exercise disciplinary control over and remove persons holding or acting in
those offices.
- To
prepare regular reports for submission to the County Assembly on the
execution of the functions of the Board.
- To
promote in the County Public Service the values and principles referred to
in the Articles 10 and 232 of the Constitution of Kenya 2010.
- To
evaluate and report to the County Assembly on the extent to which the
values and principles referred to in the Articles 10 and 232 of the
Constitution of Kenya 2010 are complied within the County Public Service.
- To
make reports to the County Assembly on the execution of its mandate and
decisions made by the Board.
- To
facilitate the development of the coherent, integrated human resource
planning and budgeting for personnel emoluments ¡n the county;
- To
advice the County Government on human resource management and development;
- To
advice the County Government on the implementation and monitoring of the
National Performance Management System in the County.
- Make
recommendations to the Salaries and Remuneration Commission on behalf of
the County Government, on the remuneration, pensions and gratuities for
County Public Service employees;
Chairperson of the County Public Service Board (1 Post)
Duties and Responsibilities
The chairperson shall be the strategic leader of the Board and the specific duties and responsibilities shall be:
- Chairing
the County Public Service Board meeting.
- Provision
of policy direction relating to the County Public Service Board’s mandates
and its objects.
- Steering
policy formulation and implementation on the management of human capital
within the county.
- Ensuring
that the County Public Service Board executes its mandate in a timely
manner.
- Ensure
that the County Public Service Board arrives at clear decisions and full
participation of its members.
- Overseeing
the County Public Service Board’s Strategies and Plans for future
including direction of policy.
- Developing
the Board’s key relationships with County Government and other
stakeholders.
- Communicating
the role of County Public Service Board’s to the stakeholders.
- Ensure
the County Public Service Board and its members operate in accordance with
best practice and principles of governance and standards ¡n public life.
- Directing,
supporting and managing, agreeing on objectives and undertakings as well
as appraisal following consultation with other board members.
- Ensuring
the County Public Service Board effectively fulfills its statutory
objectives, general functions and duties and appropriately exercises its
legal power.
- Ensure
decisions of the County Public Service Board are implemented
appropriately.
- Participating
in the supervision and management of the County Public Service Board
members and secretariat.
- Fulfilling
duties of a representative and a spokesperson of the Board.
- Performing
any other duties as assigned by the Governor or any other written law.
Requirements for the Appointment.
For appointment to this position the candidate must:
- Be
a Kenyan citizen.
- Be
a holder of at least a relevant first degree from a recognized University
in Kenya accredited by Commission of Higher Education (CHE)
- Satisfies
the requirements of Chapter Six of the Constitution on Leadership and
Integrity.
- Have
knowledge and experience of not less than ten (10) years in the relevant
field.
- Understand
the social, cultural and economic diversity within the county.
- Have
excellent strategic leadership skills
- Be
capable of working under pressure and meeting strict deadlines.
- Have
strong intellectual and analytical ability.
- Have
excellent leadership qualities.
- Be
committed to providing a high quality public service to stakeholders.

a person of high personal integrity and attitudes consistent with
expectations of a senior public office.
- Ability
to exercise self leadership in the executing the mandate of the county service
board and his/her roles and responsibilities.

Secretary to the County Public Service Board. (1 Post)
Duties and responsibilities
Secretary shall be the chief executive officer and head of secretariat and specific duties responsibilities include:
- Being
the accounting officer of the county public service board to oversee the
management of finances, preparation and submission of the board’s annual
plans, programmes and estimates.
- Execution
of the decisions of the County Public Service Board.
- Ensure
compliance of the policies established by the County Service Board by the
users and all stakeholders.
- Day
to day administration and management of the affairs of the board including
development and welfare of staff.
- Ensuring
staff compliance with public service values, principles and high levels of
ethical standards.
- Being
a custodian of the board’s records.
- Providing
strategic leadership to facilitate effective delivery of board’s mandate
as per its mission, vision and strategic plan.
- Monitor,
co-ordinate and ensure that the Administrative and Fiscal Policies and
activities of the Board’s in conformity to laws currently in force.
- Give
effect to and notify other persons of the decisions of the board.
Ensure that all documents relating to any matter subject to consideration by a board are submitted timely to the board. - Co-ordinate
with Public Service Commission on matters to do with appeals and review on
the decisions made by the board.
- Determine
procedure for facilitation of appeal and reviews of decisions of the
county service board to the Public Service Commission.
- Performing
any other duties as assigned by the board or any other written law.
Requirements for the appointment.
For appointment to this position, the person should:
- Be
a Kenyan citizen.
- Be
in possession a first degree from a recognized university in Kenya
- Have
a working experience of not less than five (5) years.
- Satisfy
the requirements of chapter 6 of the constitution of Kenya 2010 on
leadership and integrity.
- Be
a certified public secretary of good professional standing.
- Possess
excellent communication, negotiation and leadership skills.
- Have
strong analytical, report writing and work planning skills.
- Have
strong team building skills.
- Have
the capacity to work under pressure to meet strict deadlines.
- Be
committed to be part of a team that will enable the county government to
achieve her vision.

Member to the County Public Service Board (5 Posts)
Requirements for the appointment.
For appointment to this position, the person should:
- Be
a Kenyan citizen.
- Be
in possession a first degree from a university recognized in Kenya.
- Have
a working experience of not less than five (5) years.
- Satisfy
the requirements of chapter 6 of the constitution on leadership and
integrity.
- Be
a professional who demonstrates absence of breach of relevant professional
code of conduct.
- Be
a visionary and a strategic thinker.
- Capacity
to work under pressure to meet strict deadlines.
- Be
committed and part of a team that will enable the county government to
achieve the vision.
NB: masters Degree will be an added advantage.
Duration
A board member will hold the office for non-renewable term of six years subject to satisfactory performance and may serve on part-time basis
