EU Programme Manager Job in Kenya


The European Union Delegation to the Republic of Kenya is looking to appoint aProgramme Manager in the Infrastructure Section. This is a Local Agent position.

Overall Purpose

To support the management of the programmes and projects dealt with by the Infrastructure Section of the EU Delegation in Kenya in the field of transport. 

More specifically, to analyse and prepare project proposals, manage, monitor and evaluate the implementation of the approved programmes and projects as well as assist with policy dialogue. 

To assist the Head of Section in co-ordinating the section’s activities, where required.

Main responsibilities
  • Operational support for the preparation, appraisal and management of the implementation of EU projects/programmes in the transport infrastructure sector;
  • Reporting on and evaluation of EU transport infrastructure projects;
  • Follow-up of policy and strategy developments in the field of transport infrastructure and contributing to policy dialogue with key stakeholders;
  • Coordination with donors and relevant stakeholders in the transport infrastructure sector;
  • Identify opportunities to increase visibility and ensure projects prepare and implement communication and visibility plans.
Required Qualifications
  • A university degree in Civil Engineering and 10 years working experience in the road sector. Part of this experience must have been on the design and construction of major road/highway projects;
  • At least 5 years’ experience in the development of transport policy as well as transport planning is desirable;
  • A Master’s Degree in civil engineering (specialisation roads/highways), private sector experience on roads/highway projects as well as experience as a resident engineer on a roads/highway project will be an added advantage;
  • Knowledge of administrative and financial management of development programmes and/or donor funded projects/programmes will be considered an advantage;
  • Excellent knowledge of English (working language), French will be an asset;
The position is open to nationals and other residents of Kenya with a valid working permit.

The contract is for an unlimited duration with provident and medical cover, subject to a six month probationary period.
