Omega Foundation is seeking to recruit a Project Coordinator to perform the functions outlined below.
Main Purpose and Scope
Reporting to Omega Foundation Programs manager, the job holder
will coordinate all the activities of the Project in Homa Bay, supervise and
motivate staff in the County, establish and maintain a network between MOH and
other relevant line Ministries, and other like-minded Civil Society
Organizations, Develop annual work plans and Partner contracts, including Memoranda
of understanding, Facilitate periodic monitoring and evaluation of the project.
Main duties and responsibilities:

- Assess
the training needs of staff and develop a training programme to meet these
needs;
- Liaise,
accordingly with the Ministry of Health, Private sectors and other
agencies ensure appropriate provision of services and use of resources;
- Supervise
the implementation process and in accordance with the deadlines based on
plans and timeliness of the projects
- Support
in supervision and provision for efficient use of the financial resources
of Omega Foundation Programs.
- Co-ordinate
preparation of timely periodical reports and present monthly, quarterly
and any other required reports of the project to the Program Manager in
accordance to the set donor guidelines and approved organizational
policies.
- Provide
lead in Preparing suggestions, plans and other documents that results to
enhanced strategy in the framework of the HIV/AIDs project.
- Coordinate
timely request for funds and any other materials/equipment for programs.
- Identify
and enhance networking and collaboration in the HIV and AIDs field.
- Support
in Lobbying/Advocacy and Promote gender mainstreaming in the project.
- Supervise
the project Officers
- Mobilize
resources; specifically write proposals for the purpose of HIV and AID
Project
- Provide
quality representation of Omega Foundation in the County’s stakeholder’s
forums/meetings.
- Mentor,
capacity build and impart up-to-date skills to support group members and
individual clients in HIV/AIDS program result areas
- Directly
work with MoH to support target groups increase access to HIV/AIDS
services, health education, life skills and literacy initiatives that
ultimately contribute to mitigating the impacts of HIV/AIDS

Qualifications
Qualifications
- Bachelors’
degree in Public Health, Social Sciences, Development studies.
- At
least three years of experience in community development preferably in the
interface of community work and Ministry of Health.
- Knowledge
and experience with NGO operations and understanding of MOH structures and
Community Health Strategy.
- Strong
written and verbal communication skills.
- Knowledge
and Use of computer (Ms Office).
- Versed
knowledge and skills in the M&E
- Ability
to work with minimal supervision and as part of a team is essential.

Job Title: HIV Testing and Counseling (HTC) Counselor
Location: Homa Bay
Reports To: Project Coordinator

Main Purpose and Scope
The HIV Testing and Counseling (HTC) counselors shall be
responsible for delivery of high quality community based HIV Testing and
Counseling services to clients as per National and International HTC
guidelines.
S/he will be supervised by the Project Coordinator.
Main duties and responsibilities
Main duties and responsibilities
- Provide
HIV testing and counseling services to couples and individual clients at
static and mobile sites.
- Actively
participate in condom promotion and distribution including refilling of
condom dispensers.
- Participate
actively and offer support required during National HTC - RRI campaigns.
- Maintain
provider – client confidentiality at all times as per the National
counseling code of ethics
- Ensure
and monitor appropriate referral of clients to care and support services
- Follow
- up on sero - positive clients referred for care & treatment to
ensure successful access / linkage to care & treatment.
- Maintain
appropriate IEC materials/resources necessary for the HTC providers and
community at large.
- Regularly
attend support supervision in accordance with the minimal requirements of
the National guidelines for HTC.
- Conduct
Quality Assurance / Quality Control activities as per National guidelines
in all testing sites i.e. Proficiency Testing & DBS.
- Ensure
quality, authentic and accurate HIV activities records are maintained and
kept.
- Compile
and submit timely and accurate reports to M&E Officer as per deadlines
provided and agreed to.
- Actively
participate in community mobilization, awareness, sensitization and
promotion for Evidence Based Interventions (EBI’s) at individual, family
and community levels.
- Any
other duties as may be directed by supervisor.
Job Requirement (Knowledge/Skills Competencies)
Qualifications
- Must
be a NASCOP / Liverpool VCT trained HTC Counselor
- Trained
/ experienced in HTC QA / QC
- Training
in any other HIV prevention intervention is an added advantage.
Desirable skills and competencies:
- Willing
and ready to work in remote / interior regions of Homa Bay County.
- Experience
in HIV Counseling and Testing
- At
least two years experience in community work in Homa Bay
- Experience
in working with CBOs/FBOs/NGO’s is and added advantage
- Fluency
in Dholuo language will be an added advantage
- Team
player.

Title: Economic Empowerment Officer

Omega Foundation is seeking to recruit an Economic Empowerment
Officer to be based in Homa bay to perform the functions outlined below:
Main duties and responsibilities
Main duties and responsibilities
- Support
Omega Foundation affiliated support groups, CBOs and individuals in the
identification of economic opportunities within their operating
environment
- Facilitate
entrepreneurship skills transfer for program staff, partners, affiliates
and stakeholders through trainings and other necessary means.
- Working
closely with Project Coordinator, Programs Manager and Program Officers,
develop a strategy for identifying and building the capacity of Omega
Foundation Staff, Partners and other Stakeholders on economic empowerment
issues.
- Provide
technical support to staff of affiliates to ensure quality and timely
implementation of all program activities;
- Initiate
linkage to micro-finance and other lending institutions for enterprise
sustainability
- Work
closely with advocacy department at OF to mount lobby and advocacy
initiatives targeting microfinance and other lending institutions for
friendlier loaning services to CBOs, Support groups and individual
enterprises.
- Maintain
contacts with concerned governmental institutions as appropriate, and
develop regular contact with NGOs and Micro-finance institutions working
with the economic empowerment program sector.
- Preparation
of timely monthly, quarterly and end of year reports for the program;
develop work plans, project briefs, case stories and other documentation
that will result into quality reporting, profiling and lessons sharing for
enhancing the program strategy.
- Facilitate
the development, preparation and review of entrepreneurship training
materials as appropriate (handouts, exercises, presentations etc.)
- Through
regular needs assessment targeting OF supported schools and other OVC
institutions, identify potential IGA opportunities for funding to ensure
program sustainability.
- Ensure
gender sensitivity of all economic empowerment program design and
activities
- Promote
sharing of ideas and lessons learned across regions in order to generate
and document “best practices” that can be applied in fieldwork.
- Represent
Omega Foundation at various program wide meetings including those with
donors, government and/or NGOs.

Qualifications
- Bachelors’
degree or Diploma level education in Business Management /Entrepreneurship
studies, Social work and or community development.
- At
least 2 years of experience in community development preferably in the
field of enterprise development
- Knowledge
and experience with NGO operations and community-based programming.
- Strong
written and verbal communication skills, especially with community-based
groups.
- Knowledge
and Use of computer (Ms Office).
- Ability
to work with minimal supervision and as part of a team is essential.
- Must
demonstrate sound training expertise and skills in a cross-cultural
setting
Desirable skills
- In
depth knowledge of economic empowerment programs and approaches.
- Proven
success and a track record integrating and harmonizing ideas within a team
and with external stakeholders.
