Duties and
Responsibilities
Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the head of the Livestock Coordinator.

The National
Institutional Support Officer (ILO-FAO-TS Galkaiyo project) will:
- Liaise
with Somali stakeholders and authorities
- Participate
in the planning, organization and implementation of disease
surveillance, prevention and control activities
- Participate
in creating awareness and community mobilization
- Collate
animal disease surveillance, treatment, vaccination and
laboratory reports and compile the information for the animal health
unit
- Support
the acquisition of land for livestock and meat markets and
slaughterhouse(s)
- Assist
with data collection collation and analysis
- Contribute
to coordination of shipment and positioning of public health,
slaughterhouse and animal health supplies and equipment in Somalia
- Contribute
to compilation of animal health activity progress reports
- Assist
with organization of trainings, workshops and meetings
(communicate with partners, ensure follow-ups)
- Participate
in the trainings on animal disease emergency preparedness, disease
surveillance, prevention and control
- Assist
with the monitoring of the implementation of animal production,
health and marketing activities by implementing partners in Somalia
- Support
other activities of livestock sector
- Assist
in the establishment and maintenance of appropriate sectorial coordination
mechanisms, including working groups at the field level, actively
participate in it and provided the secretariat service if and when
required.
- Assist
in facilitating and ensuring appropriate mechanism of coordination and
information sharing within the stakeholder and cluster members.
- Participate
where and when necessary a coordinated joint cluster or interagency
assessment and assist in data/information analysis to identify gaps and
recommend sectorial intervention.
- Assist
in drafting regular and adequate reporting on the ILO-FAO-TS programme and
the UNSAS in Puntland against indicators of intervention progress
and achievements and assist to contribute in drafting work plan and
project reports by providing the technical and non technical information.
- Collect
data generated by the zonal offices and consolidate data into FAO project
databases and formulate information reports on the data which will be
transmitted to the project networks, be sent to FAOSO IT departments in
Nairobi.
- Monitor
the data in FAO project system generates in Puntland for its accuracy
appropriateness and completeness then contribute to the preparation of the
quarter and annual reports of FAO projects and submitted to FAOSO.
- Liaise
with local authorities and NGO’s and other stakeholders regarding
gathering and data management related activities.
- Perform
any other reasonable technical or administrative tasks as requested by the
FAO Somalia officer in charge or the project managers.
Minimum Requirements
Candidates should meet the following:

- A
degree in Animal Production, Veterinary Medicine, Social sciences is
relevant or an equivalent
- Minimum
of 5 year work experience in Somalia.
- Work
experience and Good knowledge of the UN work system and Or International
Non Governmental Organization.
- Good
knowledge of pastoral production systems as well livestock trade and
marketing.
- Good
public relations skills.
- Good
Knowledge of computers including word processing, spreadsheets, Microsoft
Project and Internet use.
- Ability
to travel extensively within the operation area.
- Working
knowledge (level C) of English and knowledge of Somali language is a must.

- Relevance
and level of academic qualifications;
- Technical
experience in the Somali animal health sector and institutions
- Ability
to communicate clearly and concisely both orally and in writing;
- Ability
to identify and resolve problems expeditiously and pragmatically;
- Tact,
initiative and sound judgment;
- Knowledge
of and/or experience with the UN system
- Good
communication and writing skills.
