The National Communications Secretariat, created under Section 84 of the Communications Act 1998, is the policy advisory body to the Government on matters relating to information and communication policy.

The duties of the Secretariat include inter-alia preparation of policy papers, sessional papers, country position papers and legislation on ICTs; as well as advising the Government on the adoption of appropriate information and communication technologies.

Applications are invited from suitably qualified Kenyans for the following vacant positions in the Secretariat.

1. Communications Technology Expert

Responsibilities

The Communications Technology Expert will be responsible to the Communications Secretary.

Duties and responsibilities will entail the following;

  • Coordination of Kenyan participation in all international meetings and conferences in ICT;
  • Interfacing with other national and ICT policy and research bodies;
  • Preparation and updating country position papers on ICT and conducting research analysis in ICT.
Qualification, Knowledge and Experience

For appointment to this post, a candidate must:
  • Possess a Bachelor of Science degree in electrical/electronic engineering/telecommunications or Bachelor of Technology in telecommunications, from a recognized university.
  • Possess a Masters degree in electrical/electronic engineering, information technology or computer science with an emphasis on information and communications technologies.
  • Telecommunications systems engineering experience of at least 10 years.
  • Be well-versed in end-user computing and internet skills and have excellent oral, written and presentation communications skills in English.
  • Experience in policy analysis and formulation will be an advantage as will be ability to work independently as well as part of a team of experts.
2. Accountant

Responsibilities

The accountant
  • will compile and analyze financial information to prepare entries to accounts, such as general ledger accounts, and document business transactions;
  • establish, maintain and coordinate the implementation of accounting end accounting control procedures;
  • Monitor and review accounting and related system reports for accuracy and completeness, prepare and review budget, revenue expense, payroll entries, invoices and other accounting documents;
  • analyze revenue and expenditure trends and recommend appropriate budget levels, and ensure expenditure control;
  • explain billing invoices and accounting policies to staff and government agencies;
  • recommend, develop and maintain financial databases, supervise the input and handling of financial data and reports for the Secretariat’s information system.
Qualification, Knowledge and Experience
  • University degree in accounting, business, finance, management, economics, or a related field;
  • professional accounting qualification (CPA(K), ACCA);
  • knowledge of Kenya Laws and regulations governing the expenditure and accounting of funds; minimum of 5 years experience with good track record in a busy accounting environment, good knowledge of book keeping, bank reconciliation, debts collection and preparation of management accounts;
  • proven work ethics that meet strict deadlines, leadership skills, good interpersonal skills and a team player; and excellent communication and ICT skills.
  • Experience in Public Finance will be an added advantage.
