Consultancy Opportunity to Develop a Database for Kenyan Professionals

1. Background and Context: 

The Association of Professional Societies in East Africa (APSEA) is the umbrella body of professional associations and societies in Kenya, with a corporate membership of thirty (30) professional associations from diverse professional disciplines.

The corporate member associations have a total membership of nearly 50,000 individual professionals in Kenya alone.

Under the National Advocacy Programme for Governance Reforms (NAPGR) APSEA is seeking qualified firms or individuals to develop a database of all registered professionals in Kenya which shall act as a resource through which the public can obtain the career profiles; biodata; and/ or CV’s of professionals and potential public office candidates for the purpose of enhancing accountability amongst professionals.

Professionalism underpins the Constitution of Kenya and several public office positions shall be held by professionals including those of Cabinet Secretaries therefore the public needs a database through which they are able to gauge nominees/ potential candidates to public office.

2. Objectives:

The objectives of this database are as follows:
  1. To enhance professional ethics and integrity by allowing the public access to the profiles of potential candidates to public office.
  2. To provide a resource through which all registered professionals are listed for public information purposes.
The following are among the specific project goals: 
  • To design a database through which the public can easily get access to professionals in all fields across the nation.
  • To define the database structure and the level of detail
  • To create an open database allowing for upgrades and adaptations in the future
  • To provide training for use of database
3. Description of Tasks to be Carried Out:

In order to meet the above objectives, APSEA is seeking the services of a data developer/ and or IT company who will responsible for the design of the database and oversee its development and maintenance.

I. Time frame:

It is expected that the database design and development will take approximately two months from July, 2011.

II. Deliverables and other provisions:

The developer will provide to APSEA a well- designed and fully functional database of professionals as well as training for the use of the database thus must be available for consultation for at least three months at no additional cost.

III. Design Description:

The database to be designed should have among the following qualities:
  • Easy in accessibility and use
  • Simple in design yet aesthetically appealing
  • Flexible in terms of data input/ entry
  • Secure from hackers
  • Possess a strong and effective search engine
  • Strong categorization feature i.e. the classification of different professional categories must be succinct and clear-cut.
  • Contain options for advertising
IV. Qualifications

The developer will have the following basic qualifications:
  • A Bachelors Degree in Computer Science and/ or IT.
  • At least 3 years experience in application development
  • Extremely sharp with database design, development, SQL/MS SQL Server development, tuning and admin
  • Proven skills in managing large datasets
  • Experience supporting production database, app and web servers
  • Solid knowledge of Java/JSP/J2EE development, reporting and database integration
  • Experience in an e-commerce/Internet environment
  • Demonstrated ability to design, plan, and execute
  • Highly developed oral and written communications skills
4. Submission of Interest
