Job Title: 
Health Coordinator 
Location: Mankien PHCC, Unity State, South Sudan

Reporting to: Programme Manager

Duration of contract: 1 year

Probationary period: 3 months

The Programme Manager is responsible for the implementation of the Basic Services Fund grant in Unity State.

The job holder ensures that the project achieves its objectives through timely, well-planned implementation of its work plan, and that health services are delivered to high standards of clinical quality and client care.

The job holder develops the seven health facilities to maximise client flows and, in particular, delivery of reproductive health services.

Based in Mankien PHCC, Unity State, the PM will report initially to the MSI Country Director based in Khartoum, and later to the Country Director based in Juba once separation is complete

This is a senior management position where the candidate is expected to demonstrate exceptional technical, leadership, strategic and organisational management skills. The post involves extensive travel to the field within Mayom and Abiemnom counties in Unity State.

Responsibilities
  • Provide support to the medical teams (SMOH and MSI) and ensure good practice in the PHCCs and PHCUs
  • On job coaching and technical support to health staff
  • Co-ordination of the health service provision and activities within the project in close collaboration with the other members of the Marie Stopes and SMoH medical team
  • Conduct full oversight for implementation of the project medical activities according to national policies (BPHS) and in collaboration with the County Health Director.
  • Ensure the health team is fully conversant with and trained in use of national protocols and guidelines.
  • Supervision of the health programmes including monthly reporting of programme deliverables and regular reporting of activities against health work plan.
  • Provide technical support to the health team including participation in evaluation and impact analysis of projects.
  • Design a supervision plan for support and supervision to staffs.
  • Quality control of medical supplies and equipment (stock management)
  • Coordinate and supervise timely preparation and approval of all medical orders in terms of supply management.
  • Co-ordination with ministry of health in supporting the medical staff members.
  • Developing links and support integration of the program interventions across health zones
  • Promote correspondence between teams in the different field sites.
Monitoring and Evaluation
  • Ensure the implementation of Monitoring & Evaluation system for the program
  • Constant assessment of the health needs of the community and guiding of activities to respond to their needs.
  • Prepare monthly medical activity reports including data analysis, for inclusion in the monthly report.
  • Ensure that the MoH receive regular activity reports and statistics.
  • Together with the Programme Manager, responsible for encouraging community participation in health activities, to ensure the long term ownership and effectiveness of the programme.
  • Co-ordination and representation with the MoH to ensure all project activities are carried out with their agreement and, as far as possible, their participation, in conjunction with the Project Coordinator.
  • Co-ordination and representation with MoH, UN, and other NGOs to avoid project activity overlap whilst sufficiently addressing the full needs of the communities.
Person Profile

Qualifications
  • Medical doctor, Clinical Officer or Nurse with strong post qualification experience
  • Previous experience in health programming in hardship areas
  • Qualification in tropical medicine or public health
Desired: 
  • Demonstrated experience in facilitating trainings for program and medical staff.
  • Demonstrated supervising, coaching and training staff particularly clinical staff, individually or in groups.
  • Minimum of 3 years international experience in implementing of primary health care programs in a developing country, for an international NGO, preferably in programs in complex emergency or post-conflict settings
Experience
  • Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
  • Significant previous experience in development or humanitarian aid field work
  • Understanding of security management and the ability to live and work in an insecure environment
  • Proven ability to assess medical conditions quickly and calmly under pressure as required
  • Strong experience of data analysis
  • Successful experience of managing health teams with the ability to motivate and encourage staff
  • Good ability and flexibility to understand the cultural and political environment and to work well with local health representatives
  • Significant operational, hands on management including team management gained within a customer focused service industry
  • Healthcare management experience is desirable
  • Experience in monitoring and evaluation is desirable
  • Experience in working to a budget or business plan essential
  • Track record of implementing change and capacity building
Skills
  • IT literacy: confident using MS Office
  • MS Word for reports
  • MS Excel for results management
  • Team leadership skills: effective delegation, supervision, coaching and motivation
  • Communication skills: to convey message clearly and concisely, in a manner appropriate to the target audience both in writing and verbally
  • Excellent English (spoken and written), Arabic and/or local Southern Sudanese languages are essential.
