Short Term Consultancy on Mid Term Review of the First Medium Term Plan 2008 – 2012
1.0 Introduction
The Ministry of State for Planning, National Development and Vision 2030 plays a key and strategic role in the formulation, implementation, monitoring and evaluation of Macro and Sectoral Development Policies and programmes. The Ministry intends to engage a firm to provide a consultancy service on the mid-term review of the First MTP 2008-2012 that will provide an assessment on the extent to which the policies, programmes and projects of the first MTP 2008-2012 were achieved.
2.0 Scope of Work
The Consultancy firm will be expected to undertake the following tasks:
i) Conduct a desk review of the key policy documents including: Kenya Vision 2030, First Medium Term Plan 2008 – 2012, MTP Sector Plans, Ministries Strategic Plans, Handbook of National Reporting Indicators, Annual Progress Reports on the Implementation of the First Medium Term Plan 2008 – 2012 of Kenya Vision 2030, Public Expenditure Reviews, Ministerial and District Annual Monitoring and Evaluation Reports 2009/2010, among others.
ii) Undertake field work/data collection, which will involve: sampling of two-three flagship projects per MTP 2008-2012 pillar and taking cognizance of the geographical spread and developing questionnaires for Field Survey, Focuse Group Discussions and Key Informants Interview and Field visit of the sampled flagship projects
iii) Undertake data analysis, evaluate the results achieved against the MTP 2008-2012 objectives and Kenya Vision 2030 goals and targets, identify lessons learnt and provide recommendations for implementing the remaining period of the MTP 2008-2012 and preparation of the second MTP 2013-2017.
iv) Examine the adequacy and relevance of the indicators in the National Handbook of Reporting Indicators.
v) Prepare the first and second draft Mid-Term Review (MTR) Report on MTP 2008-2012 of Kenya Vision 2030 based on the comments received from the stakeholders workshop
vi) Prepare and submit a final MTR report based on comments received from the validation workshop and other stakeholders and make recommendations for the preparation of the second MTP (2013-2017).
3.0 Expected Deliverables and Outputs
The successful firm will be expected to prepare:
i) An inception report which will address the following elements: Overview of MTP 2008-2012 of Kenya Vision 2030, Expectations of the First draft MTR report, Second draft MTR report and Final MTR report of the MTP 2008-2012, Roles and Responsibilities of the consultancy firm and the Management Team, Methodology for data collection specifically sampling methodology, target groups and data collection tools, Outline of the MTR report, Data and Information Analysis and Work Schedule;
ii) First draft Mid-Term Review of the MTP 2008-2012;
iii) Second draft Mid-Term Review of the MTP 2008-2012; and
iv) Final Mid-Term Review of the MTP 2008-2012.
4.0 Qualifications, Experience & Skills
4.1 Consulting Firm
·         Must be thoroughly conversant with the overall National Planning and Budgeting Process
·         Must have an understanding of National Development priorities and challenge
·         Must be conversant with the global development perspective
·         Must be conversant with the Kenya Vision 2030, MTP 2008-2012 and Sector Plans
·         Must have experience in undertaking similar exercise; International experience will be an added advantage
4.2 Team Leader
·         Must have a minimum of a Masters degree
·         Must have a minimum of 15 Years working experience
·         Must be knowledgeable in Socio-economic development
·         Must be knowledgeable in Strategic Planning and Management
·         Must be knowledgeable in Public policy and Analysis (M& E expert will have an added advantage)
4.3 Other Team Members
·         Must have any of the above
·         Should be knowledgeable in the field of social, economic and political pillars in line with the three pillars of the Vision 2030.
·         Team composition must be multi disciplinary in nature.
5.0 Mode of Application:
Interested consulting firms with relevant qualifications and experience are invited to submit their Expression of
Interest (EOI) for this assignment. The client will prepare a short-list of candidates to be selected on the basis of the expressions of interest received to which the client will send Request for Proposals.
