Request for Expressions of Interest (EOI) for Consultancy Services for Water Supply Master Plan for Mombasa and Other Towns within Coast Region
Contract No. CWSB/WaSSIP/CS/7/2010
1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 715 of 30th November, 2007.
2. The Government of Kenya has received Credit from the International Development Association (IDA) and Credit from Agence Française de Développement (AFD), and intends to apply part of the proceeds of these Credit and Credit to payments under the contract for Consultancy Services for a Water Supply Master Plan for Mombasa and Other Towns within \Coast Region.
3. The services required include:
a) Water Resource Assessments for surface water, ground water, and any other possible options such as desalination, rain water harvesting etc;
b) Water Demand and Supply Assessment for the Region;
c) Feasibility study on all the identified water resources options. Study to include economic analysis and financial analysis.
d) Preparation of Water Resources Master Plan: preliminary design, development schedule, investment/financial plan, risk management plan, asset management plan;
e) Social and Environmental Review: Review of social/environmental factors (EIA), develop social/environmental impact management plan/Environmental Mitigation Plan in line with EMCA Act 1999;
f) Revision/Review of the Detailed design, EIA, Resettlement Action Plan (RAP) and bidding documents for Mwache Dam including the water treatment plant and the transmission mains.
The services are expected to take about 9 Calendar months.
4. The Coast Water Services Board (CWSB), a state corporation under the Ministry of Water and Irrigation (MW&I), now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills etc).
Consultants may associate to enhance their qualifications.
5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (Revised October 1 , 2006)
6. Interested consultants may obtain further information at the address below from 0745 to 1630 hours local time from Monday to Friday excluding lunch hour (1230 to 1400 hours) and public holidays.
7. Packages containing expression of interest should be clearly marked with the following statements “Expression of Interest for Consultancy Services for a Water Supply Master Plan for Mombasa and Other Towns Within Coast Region” and must be delivered or submitted by electronic mail to the address below not later than 6th October, 2010 at 1200 hours local time.
