Interim Independent Boundaries Review Commission wishes to urgently recruit competent, proactive and self-driven people to fill the following positions with a competitive and attractive Salary on temporary basis (three months fixed term contract).
1. Deputy Director Corporate Services
Requirements for Appointment

For appointment to this grade, a candidate must have: -
  • Served for a minimum period of twelve (12) years, three (3) of which must have been in the field of Strategic Communication, Public relations or Corporate Communication Affairs either in Public Service or the Private Sector
  • Bachelor’s Degree in Journalism or Mass Communication or any other relevant and equivalent qualification from a recognized institution
  • Masters degree in any of the following disciplines: – Journalism or Mass Communication, Marketing, Public Communication, Public Relations or any other relevant qualification from a recognized institution
  • Proficiency in computer application skills
Duties and Responsibilities
An officer at this level will be responsible to the Commission Secretary/CEO.
Duties and responsibilities will entail: – Developing a communication strategy for the Commission; initiating timely strategic and appropriate programme to implementing the Commission’s Corporate affairs strategy; branding and promoting the Commission locally and nationally; building synergy and enhancing collaboration between the public sector and private sector institutions; and taking a leading role in consensus building with relevant stakeholders.
2. Senior Assistant Director (GIS)
Requirements for Appointment
For appointment to this grade, a candidate must have:
  • Served for a minimum period of ten (10) years, three (3.) of which must have been at the senior level in management in Public Service or Private Sector
  • BSc Degree in Land Surveying and Photogrammetry, Physical Planning Geospatial Engineering, Earth Science, Computer Science or any other relevant and equivalent qualification from a recognized institution
  • Masters degree in any of the disciplines in any of the above or any other relevant qualification from a recognized institution
  • A registered member of a relevant professional body,
  • Proficiency in computer application and a thorough knowledge of ESRI’s ArcGIS.
  • Demonstrated managerial, Administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the IIBRC.
Duties and Responsibilities
Duties and responsibilities will entail: – Management of the GIS Lab, Responsible for GIS data modeling, including the analysis of data requirements and spatial database design; oversee data capture from the various sources; ensure metadata management and updates; the development and management of GIS desktop and web-based applications; the development and maintenance of ArcSDE geodatabase using SQL Server and ArcGIS; GIS analysis and statistical modeling; troubleshoot ArcSDE and SQL Server issues; set up user environments .support end user with training and technical assistance.
3. Principal GIS (Programmer/Analyst)
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • Served for five (5) years with professional work experience in developing GIS desktop and web applications, utilizing ArcGIS Server, NET and JavaScript
  • Bachelor’s Degree in Surveying or Geomatic Engineering/Geospatial Information System or any other relevant and equivalent qualification from a recognized institution.
Duties and Responsibilities
Duties and responsibilities will entail: – GIS data modeling, Develop and maintain GIS desktop and web-based applications (both intranet and internet), Metadata management and updates, Data creation, GIS Analysis, statistical modeling , set up user environments , support end user with training and technical assistance.
4. Principal GIS (Database Administrator)
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • Served for five (5) years with professional work experience with ArcGIS and SQL Server, GIS Database setup, data conversion and database maintenance, ArcSDE installation/usage, ArcSDE Adminstrator and knowledge of ArcGIS geo-processing models
  • Bachelor’s Degree in Surveying or Geomatic Engineering/Geospatial Information System or any other relevant and equivalent qualification from a recognized institution.
Duties and Responsibilities
Duties and responsibilities will entail: – Management of GIS database, including; Analysis of data requirements, create a spatial database design, develop, maintain, and perform tune ArcSDE geodatabase using SQL Server and ArcGIS;
prepare and load data from various sources into feature datasets and feature classes; create and maintain spatial views that join spatial and business data and troubleshoot ArcSDE and SQL Server issues .
5. Senior GIS Technicians (survey bias) 3 Posts
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • Bachelor’s degree in Surveying or Geomatic Engineering/Geospatial Information Systems or Higher Diploma in Surveying/Geomatic Engineering/Geospatial Information System and minimum of 3 years experience working with ESRI ArcGIS software and extensions, or an ordinary diploma in Surveying or Geomatic Engineering/Geospatial Information Systems and minimum of 5 years experience working with ESRI ArcGIS software and extensions
  • Strong understanding of cartographic principles, data management, digital map production, hard copy presentations and quality assurance/quality control.
  • Knowledge of ESRI Geodatabase design structure and management, as well as general database knowledge, including the manipulation of tabular data in GIS, summarizing, joining and linking related data
  • Field experience with the use of GPS (hand-held) and ground truthing by use of photo interpretation and satellite imagery

  • Bachelor’s degree in Surveying or Geomatic Engineering/Geospatial Information Systems or Higher Diploma in Surveying/Geomatic Engineering/Geospatial Information Systems/Cartography and minimum of 3 years experience working with ESRI ArcGIS software and extensions, or an ordinary diploma in Surveying or Geomatic Engineering/Geospatial Information Systems/Cartography and minimum of 5 years experience working with ESRI ArcGIS software and extensions

Duties and responsibilities will entail: – Data editing, Metadata creation and update; Map design and layout, Map production for web application, paper maps and desktop applications; data capture and data conversion from various formats (Digitizing, data input, analysis, retrieval, archival etc).

Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • Bachelor’s degree in Geography and Sociology, development studies, anthropology, economic, statistics or Higher National Diploma in informatics or Statistics.
  • Minimum 2 years experience working with SPSS, SAAS, Microsoft Office and ESRI ArcGIS software and extensions.
  • Strong understanding of data management, implementing criteria, parameters and factors to support the fixing, reviewing and variation of parts of the Republic of Kenya into constituencies and wards administrative districts and other administrative units; assisting in the mapping of the areas designated as districts and other administrative units.

10. Senior Machinist Operator
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • “‘O” Level mean grade D+ and advanced certificate in machine printing and book building from KNEC or Polytechnics
  • 3 years work experience after attaining certificate in machine printing,
  • Assertive, interpersonal skills, flexibility and integrity
Duties and Responsibilities
Duties and responsibilities will entail: – Printing and Reproduction of plans and drawings for the commission, facilitating all matters related to photocopying, carrying out Spiral binding, undertaking eyelet binding for commission papers, facilitating plan printing all new and old maps as per instructions, filing plans in their respective cabinets, shredding confidential documents from all commission offices as per instructions, keeping records for printing materials, and photocopying taken from the stores; determining and ensuring work is completed to the officers’ satisfaction.
11. Personal Secretary 2 Posts
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • “O” Level mean grade C and Diploma in Secretarial studies from KNEC or KNEC Single subject stage three (III)
  • 3 years working experience after attaining Diploma in Secretarial studies
  • Proficiency in computer applications.
Duties and Responsibilities
Duties and responsibilities will entail: – To work as a pool secretary and preside over administrative work of various offices and handle correspondence records, typing minutes, reports & letters ; receiving and attending to visitors/clients’ enquiries and directing them where necessary; filing/record keeping of documents, correspondence, office documents and equipment; undertaking routine office duties and ensuring security of office documents and information.
12. Procurement Officer 
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • Served for five(5) years with professional work experience in Public Procurement Procedures.
  • Bachelors degree in procurement or bachelor of Commerce degree and a post graduate diploma in procurement
  • Proficiency in computer applications.
Duties and Responsibilities
Duties and responsibilities will entail; Assisting to facilitate the procurement goods works and services; to facilitate processing of Contracts; coordinating the disposal of obsolete goods of the Commission; Supervises the Stock control and Inventory Management function and to ensure implementation and enforcement of procurement regulations, policies and procedures.
13. Senior Store-man
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • “O” Level mean grade of D+ and Certificate in Suppliers Management from KNEC.
  • Three (3) year experience in store keeping.
Duties and Responsibilities
Duties and responsibilities will entail: – Running of stores operations on daily basis; issuing materials received to user department; receiving and verifications of items delivered; placement of procurement according to user requirement; maintenance of accurate stock records; assist in expediting, and monthly apportionment of stocks to various departments, etc.
13. Driver III 3 Posts
Requirements for Appointment
For appointment to this grade, a candidate must have: -
  • “O” level mean grade of D
  • Driving License and occupational trade test certificate II from the Ministry of Works
  • Three (3) years driving licenses, certificate of good conduct and First Aid certificate.
Duties and Responsibilities
Duties and responsibilities will entail: – To transport/ferry Commission to various destination within/outside Nairobi, drive/ferry Commission staff to various destinations; ensures that the vehicle is clean, fuelled and determines that the vehicle is in good condition.
