Kenya Civil Aviation Authority (KCAA) is a state corporation with a vision “To be the model of excellence in global civil aviation standards and practices”. Our mission is “To develop, regulate and manage a safe, efficient and effective civil aviation system in Kenya”.

The Authority wishes to recruit a pool of qualified personnel who will be called upon from time to time to conduct oversight functions in Airworthiness, Examinations and Flight Operations. These personnel will be accredited as Inspector Designees for KCAA in their respective areas of engagement.
The Authority also wishes to recruit on full-time basis two officers in the Personnel Licensing Examinations Department, one internal auditor and a procurement officer.
1. Airworthiness Inspectors: Airframe & Power Plant (A&P), AVIONICS – (10 Designees)
Scope of Engagement: The Designee Inspector will be called upon as needed to perform all or any of the following jobs: Inspection of ATOs, AMOs and AOCs; aircraft inspections; ramp inspections evaluation of manuals; development and review of procedures, manuals and checklists; set and/or mark examinations and any other related assignment.
Minimum Qualifications for A&P Designees
  • Aircraft maintenance engineers licences in Category A (Airframe) and C (Power plant) or Rotorcraft (CAT A or C).
  • Government Airworthiness Inspector’s Course – added advantage.
  • At least three type courses or three type ratings in category A and C, one of which must be on large aircraft.
  • Training in middle level management.
  • At least 7 years of hands-on, practical experience as qualified aircraft maintenance engineer with an AMO.
  • Knowledge of relevant ICAO standards and Kenya Civil Aviation Regulations.
  • Knowledge of the inspection process.
  • Written and oral communication skills.
  • Proficiency in MS Office Suite and Desktop Publishing tools.
  • A Bachelor’s degree in aeronautical or mechanical engineering – added advantage.
Minimum Qualifications for Avionics Designees
  • Aircraft Maintenance Engineer’s licences in Category X (Electrical and Instrument) or CAT R (Radio Nav. Communication & Radar).
  • Government Airworthiness Inspector’s Course – added advantage.
  • At least three type courses or three type ratings in category X or R, one of which must be on large aircraft.
  • Training in middle level management.
  • 7 years of hands-on, practical experience as a qualified aircraft maintenance engineer with an AMO.
  • Knowledge of relevant ICAO standards and Civil Aviation Regulations.
  • Knowledge of the inspection process.
  • Proficiency in MS Office Suite and Desktop Publishing tools.
  • A Bachelor’s degree in electrical and electronics or telecommunication engineering – added advantage.
2. Aviation Maintenance Engineers Licence (AMEL) Examiners (10 Designees )
Desired qualifications for each Designee category (Avionics and A&P) remain as in (1) above with additional qualifications in Instructor Training, Quality Assurance, and Examination Management & Administration giving added advantage.
3. Flight Operations Inspectors – (10 Designees)
Scope of Engagement: Review of AOC Manuals; Certification of Air Operators; Ramp Inspections; Aircraft Type Inspection for Inclusion; Inspection of ATOS and any other related assignment.
Minimum Qualifications
  • Minimum Commercial Pilot’s License.
  • Type Rating on at least two aircraft types above 5, 700 kgs.
  • Government Flight Operations Inspectors Course – added advantage.
  • At least 5 years flying experience (Civil).
  • Knowledge of ICAO Standards and Kenya Civil Aviation Regulations.
  • A degree in a related field such as aviation, science, engineering – added advantage.
4. Licensing and Approved Training Organizations (ATOS)
i. Chief ATO & Exams Coordinator – 1 post
This is a full-time job.
Responsibilities: Reporting to Manager Aviation Licensing, the Chief ATO & Exams Coordinator will:
  • ensure compliance with ICAO SARPs and Civil Aviation Regulations relevant to personnel licensing, examinations and Approved Training Organizations;
  • arrange flight, theoretical and practical testing for aviation personnel;
  • prepare and update personnel licensing examinations databank, prescriptions and conditions of examinations;
  • be responsible for examination management and administration;
  • train and induct examiners;
  • coordinate sourcing and training of PEL examiners;
  • inspect and audit ATOs; maintain database of ATOs and perform any other duty assigned by Manager Aviation Licensing.
Minimum Qualifications
  • A Commercial Pilot’s License.
  • Trained in Aviation Personnel Licensing Examiners Course, aviation language testing and radio telephony testing.
  • Government Safety Inspector Course (PEL) – added advantage.
  • A Bachelor of Science degree in a related field such as aviation or aeronautical engineering.
  • Minimum 5 years experience as a pilot.
  • Certificate in Examination Management and Administration and/or Quality Assurance – added advantage.
  • Knowledge of relevant ICAO SARPs and Civil Aviation Regulations.
  • Proven integrity and accountability.
  • Proficiency in MS Office Suite and Desktop Publishing tools.
  • Must state expected salary (mandatory).
ii. Senior Aviation Licensing Officer – ATO & Exams
This is a full-time job.
Responsibilities:
Reporting to the Chief ATO & Exams Coordinator, the Senior Aviation Licensing Officer will be responsible for:
  • time-tabling and communicating examination requirements and schedules;
  • updating personnel licensing examination databank;
  • conducting and invigilating personnel licensing examinations and
  • performing any other duty assigned by the supervisor.
Desired Qualifications
  • A Commercial Pilot’s License.
  • Trained in Aviation Personnel Licensing Examiners Course.
  • A Bachelor of Science degree in a related field such as aviation or aeronautical engineering.
  • Minimum 4 years experience as a pilot.
  • Certificate in Examination Management and Administration and/or Quality Assurance – added advantage
  • Knowledge of relevant ICAO SARPs and Civil Aviation Regulations.
  • Proven integrity and accountability.
  • Proficiency in MS Office Suite and Desktop Publishing tools.

5. Chief Internal Auditor
Job Description: The Chief Internal Auditor will be responsible to the Manager Internal Audit and Review.
The overall purpose of this position is to add value to KCAA’s operations by undertaking independent, systematic and objective audit reviews / evaluations of the Authority’s policies, systems, processes and practices.
Duties & Responsibilities:
  • Preparing and implementing the annual audit plan;
  • continuously assessing the effectiveness of internal controls and the degree of compliance;
  • evaluating and advising on organizational risk management process;
  • identifying areas of fraud or malpractice and initiating investigations;
  • preparing periodic audit reports and recommendations;
  • undertaking follow-ups on implementation of both external and internal audit recommendations.
Minimum Qualifications
  • Bachelor’s degree in Business Administration, Commerce, Accounting, Finance, Economics or any other social science.
  • Member of the Institute of Certified Public Accountants of Kenya (ICPAK).
  • A minimum of five (5) years relevant professional experience in accounting and audit, of which three (3) years should be at supervisory level.
Knowledge & Skills
  • Working knowledge of Internal Auditing Standards and International Financial Reporting Standards.
  • Ability to work independently without supervision, and to maintain the highest levels of integrity and confidentiality of information.
  • Excellent written and verbal communication, presentation and interpersonal skills. Proficiency in MS Office suite.
6. Senior Procurement Officer
Job Description: The Senior Procurement Officer will be responsible to the Chief Procurement Officer to follow through the procurement processes. The scope of work includes: preparing, advertising and distributing procurement documents; maintaining and updating a register of all awarded contracts; tracking expiry dates of contracts; maintaining and safeguarding procurement documents; acting as Secretary to the Procurement Committee and facilitating the tendering process.
Minimum Qualifications:
Successful candidates should possess the following minimum qualifications:
  • A Bachelor’s Degree in relevant field such as Supplies Management, Business Administration, Commerce, or Economics from a recognized University.
  • Final Diploma in Supplies Management (Chartered Institute of Purchasing and Supplies or from a Government Training Institute).
  • Member of the Kenya Institute of Supplies Management.
  • 5 years experience in procurement activities in a busy procurement office, preferably in a Public Entity.
  • Knowledge of Public Procurement Regulations.
  • Ability to follow through procurement procedures accurately and in a timely manner.
  • Supervisory skills.
  • Good communication skills.
  • Computer literate.
  • Knowledge of World Bank Procurement Procedures.
