Major duties and responsibilities
  • Handling all matters related to timely purchases of necessary equipment for training programmes offered by the Centre;

  • Collecting data on special prevention and counter-terrorism equipment for incorporation into the data base;
  • Planning, preparing and managing allocations for activities which offer the service and Centre a wide variety of special prevention and counter-terrorism equipment;
  • Supervising the procurement of materials, training classes and supplies for trainees;
  • Acting as key adviser to the senior staff, other units and the community of Focal Points, by providing technical opinions on all aspects of equipment;
  • Participating in the preparation of training programmes;
  • Advising Member States on appropriate equipment for their needs and specific geographic situation;
  • Managing and directing the  call for tenders and negotiation of equipment contracts and procurement operations;
  • Representing the Centre at key meetings with senior staff and equipment suppliers for the purpose of concluding major contracts;
  • Testing and making recommendations on various types of equipment required for prevention and counter-terrorism;
  • Using data effectively and sharing information with stakeholders, as well as following up and appraising information on prevention and counter-terrorism training;
  • Assisting in designing and developing training strategies compliant with appropriate equipment;
  • Facilitating the coordination of equipment procurement with current and future training activities in a bid to ensure coherence in the approach and the programme;
  • Preparing and presenting timely written reports and documents on special prevention and counter-terrorism training activities;
  • Establishing contact and facilitating coordination with suppliers, manufacturers, experts and researchers in the domain of special prevention and counter-terrorism equipment;
  • Following up the various phases in equipment allocation to the community of Focal Points as well as of programme implementation, in collaboration with ACRST and executing institutes;
Qualifications required:
Candidates must have at least a Bachelor’s Degree in one of the following areas: business management, public administration, commerce, engineering, law or a related discipline, or an equivalent combination of studies and experience. Candidates may have undergone advanced studies or training in accounting, law or preferably possess a recognized qualification in procurement.
Work experience:
Several years of experience in handling large-scale equipment and procurement operations with at least five at international level and proven experience in managing and delivering complex equipment and procurement programmes and services. A good knowledge of military logistics will be desirable.
Other relevant skills
  • Good knowledge of AU rules and regulations, and established AU procedures concerning procurement, transport, communication, travel, logistics, etc.;
  • Vast knowledge on special prevention and counter-terrorism equipment. Excellent oral and written skills in communication, especially in making presentations, holding discussions and handling difficult issues;
  • Ability to work with care in a multicultural environment and to establish good working relations with clients and colleagues.
Language requirement:
Proficiency in one of the African Union working languages (Arabic, English, French and Portuguese) is required. Knowledge of one or more of the other AU working languages would be an advantage.
Age: Candidates must preferably be aged between 25 and 35 years.
Tenure of appointment: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

Remuneration: Indicative basic salary of US$27,892.00 per annum, plus other related entitlements- e.g. Post adjustment (48% of basic salary), Housing allowance ($17,222.40 per annum), Education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc., in accordance with the rules governing internationally recruited staff of the African Union Commission.
