Ewaso Ng’iro North Development Authority (ENNDA) is a statutory body established by an Act of Parliament, CAP 448 of the laws of Kenya, to promote economic development in its area of jurisdiction.

In order to carry out this mandate effectively, the Authority is seeking for dedicated, passionate and highly-driven individuals, who are able to demonstrate strong analytical skills, are result oriented, excellent time managers and team players to fill the vacancies below to join our team and help transform ENNDA to implement the Ewaso Ngiro North Natural Resources Conservation Project (ENNNRCP) as conceptualized in the project design document.

This will enable ENNDA play its role to the Kenyan economy by contributing to poverty reduction through sustainable natural resources conservation and management.
Project Accountant
The Project accountant shall be responsible to the Project Coordinator for all aspects of accounting and financial management of the Project.

Duties and Responsibilities

The focal point for project staff in the interpretation, operation and implementation of the Project Coordination Team’s (PCT’s) financial matters;

  • Establish financial management system and reporting formats
  • Consolidation of district work plans and budgets and prepare the overall project budget;
  • Continually monitor and analyze the cash flow of the project;
  • Ensure proper management of the budget and prepare monthly and quarterly and annual financial reports on project finances;
  • Co-ordinate the audit of the consolidated project accounts and financial reports on time;
  • Design guidelines and train staff to handle project accounts activities;
Qualifications

In possession of a BCom. Degree (accounting option) or a BA degree in finance, business administration from recognized university and CPA II qualification and three to five years of relevant experience;

or
  • CPA III qualification or its equivalent with three to five years experience on a government development project
  • Serving or has served at the rank of Senior Accountant and above with proven experience in project implementation and management;
  • Knowledge of African Development Bank budgetary policies and disbursement procedures will be an added advantage;
  • Demonstrate interpersonal skills and the ability to work in a team environment;
  • Proven ability to prepare, present, discuss findings and give recommendations on accounting issues;
  • Efficient working knowledge of information systems and technology;
  • High level of integrity
Procurement Officer

The procurement officer shall be responsible to the Project Coordinator for advice, control and management of the procurement function of the Project.
Duties and Responsibilities
  • Ensure that agreed procurement policies and procedures are adhered to;
  • Preparation of consolidated annual procurement plans;
  • Coordinating the preparation of tender documents, advertising, opening, evaluation and negotiations
  • Design guidelines and train staff to handle procurement activities;
  • Prepare inventory system and monitor procurement activities;
  • Any other duties that may be assigned from time to time
Qualifications
  • In possession of any Social Sciences Degree or Diploma in Purchasing and Supplies or equivalent.
  • Serving or has served at the rank of Senior Supplies Officer and above with proven experience in project implementation and management;
  • Knowledge of African Development Bank procurement procedures will be an added advantage;
  • Working knowledge in Public Procurement and Disposal procedures in line with the Act is essential
  • Demonstrate interpersonal skills and posses analytical capabilities of resolving complex procurement issues;
  • Proven ability to prepare, present, discuss findings and give recommendation on procurement issues;
  • Exhibit a high level of reliability, integrity and efficiency;
  • Working knowledge on contract management;
  • At least 5 years experience in the field of procurement;
  • Exhibit a high level of reliability, integrity and efficiency, and efficient working knowledge of information and technology.
Monitoring and Evaluation Officer

The Monitoring and Evaluation Officer shall report to the Project Coordinator for all aspects of progress reporting and project status implementation.
Duties and Responsibilities
  • Develop and establish a system of records and periodic monitoring reports at community, district and project level;
  • Provide technical guidance to districts/DPTs in carrying out baseline surveys;
  • Review indicators for the assessment of project performance and impacts;
  • Organize and coordinate studies, surveys and other field activities in support of terminal and thematic evaluations;
  • Plan and implement monitoring and evaluation work programme;
  • Assist the Project Coordination Team and District Project Teams (DPTs) in review as to the effectiveness and relevance of project activities and to identify corrective action.
  • Budget tracking to ensure activities’ implementation and resource utilization are progressing in tandem.
Qualifications
  • In possession of a BSc degree in Natural Sciences including agriculture, livestock or BA in Development Studies from a recognized university and three to five years of relevant experience.
  • Vast experience in running natural resource based sector projects.
  • Proven abilities to analyze and conduct operations research, project/program documentation will be an added advantage;
  • Efficient working knowledge of information systems and technology.
  • Knowledge of African Development Bank monitoring and evaluation procedures of projects will be an advantage;
Interested candidates must be 50 years and below.
