Water Sanitation and Hygiene (WASH) Advisor

CARE International in Kenya is looking for a suitable candidate to fill the position of Water Sanitation and Hygiene (WASH) Advisor. The position is based in the Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Province.
Job Summary:
Reporting to the Senior Programme Manager ERO, the WASH Advisor will provide strategic direction and oversight for the CARE Dadaab WASH operations.
This includes working towards improvement in the efficiency and effectiveness of all WASH related activities that CARE is engaged in and the provision of technical oversight and input to meet and maintain global WASH standards for the benefit of the refugee and resident populations.
The incumbent will be engaged in the programming and coordination of the implementation of CARE’s WASH activities
including care and maintenance of water delivery systems for 270,000 refugees, environmental sanitation (solid waste management), vector control management, and community development activities.
The provision of strategic input will be an essential part of the contribution to overall programming as well as representation of CARE in external forum when and where necessary

Responsibilities and Tasks:

  • Provide strategic oversight on development of 3-5 year plan for CARE WASH Programme in Dadaab and Work with other WASH Implementing Partners and the UNHCR WASH Coordinator/officer to ensure harmonized WASH delivery that meets international standards
  • With the use of the water system modelling, develop scenario planning and liaise with the CARE International WASH Technical Support team.
  • Guide staff in implementation of sector strategic plans and accompanying log frames/annual operation plans and read and review concept papers, designs, reports and proposals from staff.
  • Along with the WASH team, develop concepts and project proposals based on lessons learnt and best practice and contribute to project reporting and provide critical thinking to the reporting process.
  • In cooperation with the Program Compliance Unit, prepare monitoring, evaluation and project reporting activities
  • Work with the WASH coordinator and review, comment and coordinate with other sectors and departments on the finalization of project proposals and ensure good budget management.
  • Prepare and monitor work and procurement plans for each project after receiving the approved budget in conjunction with the internal weekly work plan.
  • Assess beneficiaries’ priorities and develop sector’s annual budgets.
  • Directly oversee and monitor/guide the sector performance management process with particular emphasis on planning and assessment.
  • Oversee sector staff recruitment and consultancy hiring process and plan and guide the training and development needs of the sector.
  • Participate and engage in weekly sector coordination meetings providing technical and management input to the Coordination team
Qualifications and Competencies
  • At least a Bachelor’s degree in Civil, Water or Environmental Engineering or related qualification. A Post graduate degree in the same area of study will be an added advantage.
  • Seven years professional experience with at least 2 years in management and/or coordination of the water, sanitation and hygiene sector
  • Advanced knowledge of water and sanitation engineering including water quality testing and analysis, design of boreholes and water supply systems, construction and supervision of WATSAN projects in rural, urban and camp settings is required
  • International experience working with multi-cultural, multi-disciplinary teams will be an added advantage
  • Proficiency with engineering software such as AutoCAD and Epanet as well as other software packages such as MS office/project are required with experience in preparing technical designs , tender documents, terms of references, contracts, memoranda of understanding etc
  • Familiarity with current standards and guidelines for humanitarian/ emergency response including Sphere handbook criteria and ability to work in partnership with local communities and NGOs as appropriate
  • Demonstrated knowledge and experience in understanding the principles and practices of community development
  • Must have proven knowledge and experience of ground water abstraction, pumping and gravity water systems management.
  • Proven leadership skills and able to manage teams and work under difficult conditions and be away from the family for long periods of time
  • Excellent presentation and communications skills both written and verbal.
