CBM seeks to recruit Senior Grants and Compliance Manager based at the CBM Kenya Country Office. The position holder will ensure compliance of the grant to donor requirements and CBM policies, compliance monitoring, budget management, reporting, documentation and support sub-awardees to align with donor requirements.

This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

Oversees accounting operations and ensure compliance of the grant to the donor requirements for the USAID Jumuisha Project ensuring consistency in management of financial resources with organization’s policies&procedures.Identifies operational challenges that affect the integrity of resource management.

Ensure financial and programmatic compliance of the grant to contractual obligations, donor requirements and CBM policies.

Coordinate with the programme and finance teams at CBM Country Office and subawardees to provide input in the grants, budget plans, reports, and workplans to ensure activities are feasible, achievable within contractual obligations, and comply with all relevant USAID and CBM policies and procedures.

Support the development / regular revisions of the grants and risk register as required for the project.

Prepare grant agreements, negotiation memos, and detailed budgets on a regular basis, ensuring attention to detail, compliance, and accuracy.

Act as the point of contact (PoC) for sub-awardees before and after awards ensuring thorough due diligence assessments are conducted and resulting recommendations are implemented, monitor sub-awardee activities to ensure quality implementation that is aligned to projected timeframes and budgets, and alert senior management of implementation challenges in a timely manner.

Support sub-awardees to align their systems and policies to comply with USAID grants financial regulations and policies as outlined in the grants manual or in Grant Contract/Sub-award agreement.

Support the finance department in reviewing Staff, and sub-awardees advance and expense liquidation reports and work on conflict resolutions, if any to keep the advances reconciled at all times.

Review quarterly transfer rates and monthly burn rates, update forecasts, track commitment and provide analysis to the Programme and Finance leads on major variances.

Support sub-awardees in the implementation and reporting on their grants.

Ensure the maintenance of all files, records and documents relating to CBM’s program and projects within the program portfolio.

Oversee grant closeout processes in line with guidance provided within the grant agreement or grants manual.

To comply with all safety and health procedures and requirements at CBM and, at all times ensure own safety and health and that of other persons who may be affected by acts or omissions.

Carry out your role-specific responsibility to safeguard children and adults at risk (as guided by CBM’s respective policies)

Ensure that all activities conducted within scope of work or as an employee with CBM comply with the IT and data protection principles

These are your qualifications

Master’s degree in Accounting, Finance, Business Studies, Auditing, Economics or a related field or CPA (K).

At least 5 years of experience managing and administering U.S. Federal contracts and/or grants with grant making components or in NGOs.

Experience working with USG supported projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures.

Grants Management Training experience highly preferred.

Possess analytical skills to identify and assess credibility of organizations eligible of grants; working knowledge.

Ability to conduct assessment and compliance checks and thereof capacity build partners on grants management and required reporting highly desirable.

Experience in mentoring, coaching and skills transfer.

Excellent representational and communication skills, written and oral proficiency in English.
