Monitoring and Evaluation Advisor, HOPE project

Supervisor’s Position Title: Chief of Party, HOPE project

Location: Nairobi, Kenya

Start Date: August 1, 2011

Primary Purpose

Save the Children seeks a Deputy Chief of Party for an anticipated USAID-funded HIV/AIDS prevention education project in Kenya. The Healthy Outcomes through Prevention Education (HOPE) project is a four year project which aims to improve the knowledge, attitudes and practices of students in 400 primary and secondary schools in Nairobi district through a combination of peer, school, and community-based interventions supported by strengthening of the MoE’s revised Sector Policy on HIV/AIDS.

Specific Duties and Responsibilities
·         Ensure that all reports and related deliverables including work plans and performance monitoring plans required by USAID, Save the Children, and other stakeholders are produced and delivered on time and are of a consistently high quality
·         Establish project monitoring plan and system for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring, this may include reviewing and adapting software for capturing and reporting data
·         Oversee data collection to ensure quality and consistency and compile and disseminate information in appropriate formats as needed for project planning and progress reviews
·         Provide technical assistance and training to staff and partners in the design and implementation of M&E activities including via the provision of M&E tools and techniques
·         Work with the finance team to monitor program expenditures against activities and budget
·         Organize internal and external evaluations as required by USAID
·         Identify additional staff and consultants, national and/or international as appropriate
·         Ensure coordination with USAID-funded M&E program

Qualifications
·         Degree in social sciences or relevant field; training in research and analysis methodologies
·         At least 7-10 years experience in the M&E of international development projects
·         Related experience in project frameworks, performance measurement, indicator selection, quantitative and qualitative data collection and tracking systems, and analysis methodologies
·         Demonstrated experience leading applied research and impact evaluations
·         Proven ability to prepare M&E plans and reports
·         Ability to mentor/train staff
·         Experience with the application of data to improve program management
·         Excellent PC/database skills and knowledge of current statistical packages
·         Strong English oral and written communication skills with Swahili language skills preferred
·         Strong organizational, interpersonal/cross-cultural communication, and time-management skills while working in a dynamic team setting
