Head of Human & Capital Training

Reporting to the Chief, Human Capital and Administration Officer, the officer will manage the human resources and training division. He/She will implement human resources policies and procedures to ensure that the Corporation is resourced with professional, competent and motivated workforce to deliver the Corporation’s
strategic objectives.

Responsibilities
  •  Review and recommend for approval updated human resource policies and procedures in compliance with the applicable legislative framework and best practice;
  •  Manage the recruitment and selection process to ensure that the Corporation is adequately resourced with the right caliber of staff;
  •  Supervise the monthly processing of the Corporation’s payroll and ensure timely remittance of related statutory deductions in line with approved budgets;
  •  Supervise the administration of the AFC Retirement Benefits Scheme and act as the Secretary to the Board of Trustees in line with the RBA regulations and the Trust Deed;
  •  Manage the employee and industrial relations for the Corporation in liaison with the Chief, Human Capital and Administration Officer to ensure employee and industrial harmony in the work place;
  •  Coordinate preparation of the Human Resource and training budget;
  •  Manage the staff disciplinary process and act as Secretary to the Disciplinary Committee in line with the Corporation’s disciplinary policy;
  •  Coordinate timely implementation of all HR projects to ensure that project objectives are fully met;
  • Supervise the administration of staff benefits such as medical scheme, leave benefits and welfare programs in line with the set policy;
  • Supervise the administration of Insurance for staff and assets to ensure that adequate covers are obtained
  • Develops and continuously reviews the Corporation’s training policy and strategy in line with Corporate strategic plan;
  • In liaison with departments, develops, manages, reviews and revises training and human resource development solutions for the Corporation in order to provide a competitive staff development environment;
  • Identifies and recommends relevant partners and training solutions providers to collaborate with the Corporation in providing training and other staff development programs;
  • In consultation with departments, plans, organizes and directs a wide range of training and development programs and activities in line with the Corporation’s training policy and strategy;
Qualifications and experience
  •  Bachelor’s degree in Human Resources, Business Administration or Social Sciences from a recognized university;
  • Diploma in Human Resource Management from a recognized institution;
  •  Master’s degree in Human Resources Management, Strategic Management/Business Administration or Social Sciences from a recognized university is advantageous
  • At least six (6) years’ experience in human resource management and Training.
  • Senior Management Course
  •  A demonstrable ability to drive organizational value through implementation of appropriate and diligent human resource management practices;
  •  Have demonstrated personal integrity;
  • Strong leadership and management skills;
  •  Problem solving , analytical and orientation to detail skills;
  • Excellent interpersonal, presentation, oral and written communication skills;
  •  Excellent relationship building skills;
  •  Ability to make critical and timely decisions in a highly sensitive environment;
  •  Has had a distinguished career in their respective fields; and
  •  Be computer literate.
  •  Must be a registered member with a practicing license from IHRM and in good standing

Chief Credit Officer


The job holder heads the Credit Department and reports to the Managing Director. He/She is charged with the following responsibilities:-
Responsibilities
  •  Work closely with the Managing Director to develop and drive challenging but achievable Corporation’s strategic objectives and ensure that performance based schemes are in place to drive the business and achieve the results.
  •  Lead the AFC credit function and ensure that organic business growth in line with the Corporation’s strategies and plans are met.
  •  Using an open and inclusive management style, provide leadership focus for the management of the AFC credit strategies and policies through a highly motivated credit team.
  • Ensure tight performance and process controls in the AFC loan portfolio.
  •  Ensure that the implementation of the AFC credit policies are supported by clear lines of accountability for each service level, section managers and staff in the department.
  • Cultivate and reinforce strong business relationships with existing customers and farmers and establish new and sustainable business linkages and partnerships as is appropriate.
  •  Accountable for planning and opening of new branches (outlets) in terms of expansion of the business.
Qualifications and experience
  • Bachelor of Science degree in Agriculture, Agricultural Economics or related fields
  •  Professional Master’s degree in Agricultural Economics, Agribusiness, Business Administration or related field from a recognized university.
  • Must be computer literate
  •  Have training and exposure at senior Management level
  •  Ten years’ experience earned in a similar position in a busy service oriented environment preferably in the agricultural sector, banking sector or within a development financial institution.

  •  Possess/demonstrate project and process management skills
  •  Be a result oriented relationship builder with an exceptional entrepreneurial spirit and capacity to work under pressure without supervision in tough and competitive environment so as to grow a collectable portfolio and increase the volume of AFC lending business.
  •  Possess excellent organizing, mobilizing, interpersonal and influencing skills
  •  Be a team player who is able to develop strong relationships with a range of stakeholders and demonstrates ability to influence at multiple levels within the Agricultural Sector.


Head of Procurement

The job holder reports to the Managing Director. He/ She is charged with the following responsibilities:-:
Responsibilities
Representative Tasks
  •  Coordinate the preparation of the procurement Department budget
  •  Ensure that the Department is adequately resourced by professional and competent staff including completing performance appraisals, personal development and succession plans effectively and foster a culture in which staff feel supported so as to deliver exceptional results; and
  •  Develop, review and implement robust procurement policies and procedures as to ensure integrity and compliance of the Corporation’s procurement practices with the applicable legislative framework;
  •  Coordinate preparation of the Corporation’ annual procurement plan and present to the Board for approval;
  •  Manage the bi-annual pre-qualification of suppliers to ensure competitive pricing and efficiency in the Corporation’s procurement activities;
  •  Manage the Corporation’s annual tendering process of key goods and services to ensure value for money and compliance with the Public Procurement and Asset Disposal Act 2015;
  •  Supervise the timely procurement of all requisitioned goods and services for the Corporation to ensure efficient service delivery and value for money;
  •  Manage the Corporation’s process of disposal of obsolete items in liaison with the Disposal Committee in line with the Public Procurement and Asset Disposal Act 2015;
  •  Provide secretarial services to the Disposal Committee of the Corporation in compliance with the Public Procurement and Asset Disposal Act 2015;
  • Verify and recommend for approval all payments to suppliers of goods and services to the Corporation to ensure compliance with user requirements;
  • Any other relevant work that may be assigned to the job holder from time to time.
Requirements
  •  Bachelor’s degree in Procurement, Accounting, Finance, Business Administration, Social Sciences or its equivalent from a recognized university;
  •  Diploma in Procurement from a recognized institution;
  •  At least five (5) years’ experience in procurement or supplies management in a fast paced work environment.
  • Must have a practicing Certificate issued by the Kenya Institute of Supplies Management (KISM)
  •  A demonstrable ability to drive organizational value through the implementation of appropriate and diligent procurement management practices;
  •  Have demonstrated personal integrity;
  •  Strong leadership and management skills;
  •  Problem solving , analytical and orientation to detail skills;

  •  Exemplary knowledge of the application of the Public Procurement and Asset Disposal Act 2015 and the Public Procurement and Disposal Regulations 2006;
  • Has had a distinguished career in their respective fields; and
  •  Be computer literate.
  • Candidates will be required to satisfy the requirements of Chapter six of the constitution of Kenya on leadership and integrity and are thus required to submit clearance certificates from the following institutions: –
    • Kenya Revenue Authority (Tax compliance Certificate)
    • Higher Education Loans Board (Clearance Certificate)
    •  Criminal Investigation Department (Certificate of Good conduct)

Strategy, Business Development & Planning Chief Officer

The job holder will be responsible for the overall management of the Corporation’s Strategy and Business Development and reports to the Managing Director. He/She is charged with the following responsibilities:-
Responsibilities
  •  Driving organizational vision and operational strategy.
  •  Develop short-term and long-term growth strategies and plans.
  •  Translate strategy into actionable goals for performance and growth.
  •  Develop business proposals for funding, partnerships and Technical assistance.
  •  Identifying and mapping business strengths and customer needs.
  •  Research on new business opportunities and viable income streams.
  •  Designs and implements business development strategies aimed at boosting the Corporation’s business volume and securing its position as the financial institution of choice for the development of the agricultural sector in Kenya.
  •  Oversees the marketing and resource mobilization functions.
  •  Works closely with the Government Departments, development partners and other stakeholders with a view to promoting AFC as the best institution for partnership in rural agricultural finance.
  •  Interfaces with other institutions in the country to develop business partnerships
  •  Fosters a comprehensive understanding of the market needs and informs product development and pricing strategies.
  •  Oversees research and development of new products in consultation with other departments.
  •  Conducts surveys for business projects or development impact of the Corporation’s services
Qualifications and experience
  • Master’s degree in Economics /Commerce /Statistics/ Agriculture or Management.
  •  Professional Bachelor’s degree in Economics /Commerce /Statistics/ Agriculture or Management.
  •  Advanced Management Course.
  • Demonstrate competence in analytical, business strategy, leadership and communications skills.
  •  Ten years’ experience in a senior position in a business oriented organization, preferably a development financial institution.
