Responsibilities
Duties and responsibilities at this level will entail:
·         Developing a comprehensive programme of engagement coverage for assigned areas.

·         Ensuring conformity to acceptable standards, plans, budgets and schedules.
·         Assisting in the preparation of specific audit assignment plans and programmes.
·         Performing audit tests on the internal controls in accounting, administrative and operational procedures.
·         Ensuring that the audit findings are properly documented.
·         Preparing draft audit reports detailing audit findings.

Qualifications
For appointment to this grade, an officer must:-
·         Have a minimum of eight (8) years work experience in the Public Service or Private Sector.
·         Have a Bachelor’s Degree in Commerce (Accounting or Finance option), Economics, Business Administration, Business Management or other relevant and equivalent qualifications from a recognized institution.
·         Be in possession of any of the following: – CPA (K), CISA, CFE, CIA or its equivalent qualification.
·         Be a member of a professional body – Institute of Certified Public Accountant of Kenya (ICPAK) and/ or Institute of Internal Auditors of Kenya (IIA-Kenya).

Principal Supply Chain Management Officer

·         Procuring goods, services and works.
·         Conducting disposal of stores and equipment.
·         Undertaking market surveys and research.

·         Implementing decisions of the procurement, tender and disposal committees.
·         Preparing contract documents, purchase and service orders.
·         Participating in the evaluation of tenders, quotations and proposals; inspection and acceptance of goods, works and services.

Qualifications

Corporation Secretary

Responsibilities
Duties and responsibilities at this level will entail: –
·         Preparing Board Minutes and Papers, Resolutions, Action Points and Reports in a timely manner and ensuring their circulation.
·         Advising the Council on various legal matters and monitoring the compliance of the Council with various regulations issued by the Regulatory Bodies.
·         Advising the Council and coordination with the functional areas in relation to various legal requirements which must be complied with and the legal obstacles which must be overcome in order to obtain the Council’s targeted results.
·         Overseeing and managing compliance issues within the Council.
·         Responsible for the timely release of legal advice to assist the Council in making an informed decision.
·         Ensuring timely compliance with rules and regulations affecting the Council, including the Code of Conduct and Ethics.
·         Attending to all legal matters of the Council including advising, vetting and drafting of legal agreements in relation to the Council’s operations.
·         Liaising with the functional units on queries or legal matters that should arise that relate to the Council’s affairs.
Qualifications
For appointment to this grade, an officer must:-
·         Have a minimum of ten (10) years work experience, at least three (3) of which should be in a management position in the Public Service or Private Sector.
·         Have a Bachelor of Laws Degree from a recognized institution.
·         Possession of a Masters Degree in any of the following disciplines:- Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution.
·         Have a postgraduate Diploma in Legal Studies from the Council of Legal Education.
·         Be admitted as an Advocate of the High Court of Kenya.
·         Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
·         Be a Certified Public Secretary (K) or equivalent qualification from a recognized institution.
·         Be proficient in computer applications.

Manager (Finance & Accounts)

Responsibilities
Duties and responsibilities at this level will entail:-
·         Consolidating the budget and revised budget as per guidelines issued.
·         Authorizing all expenditure as per set ceilings.
·         Ensuring timely, accurate preparation of expenditure returns from departments, sections and regional offices, where applicable.
·         Supervising preparation of monthly, quarterly and annual financial management reports.
·         Ensuring quarterly financial management reports are submitted to parent Ministry and National Treasury as per PFM Act.
·         Developing and reviewing supplementary financial policies, procedures, and regulations to enhance internal controls established through Treasury regulations and procedures.
·         Ensuring compliance with Treasury regulations and procedures in financial management.
·         Authorizing payments and signing of cheques subject to set limits.
·         Liaising with parent Ministry and National Treasury for release of funds.
·         Handling all correspondences relating to the Department with external parties.
·         Reviewing all audit queries pertaining to the Department.
·         Interpreting National Treasury circulars issued from time to time.

·         Driving a motor vehicle as authorized.
·         Carrying out checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure and other related routine checks.

·         Have certification from relevant professional bodies in either CCNA, N+, A+, Microsoft Certified IT Professional (MCITP) or other equivalent qualifications from a recognized institution.
