Job Title: Senior Project Manager, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire a Senior Project Manager for an upcoming contract. The Senior Project Manager will support the attainment of HJFMRI’s overall goals by providing administrative project oversight to maximize the effective use of project resources.
Specific areas include: budget and accounting, space management, personnel management, overall management, contracts, and purchasing. Resolves problems and exercises judgment within generally defined practices and policies.
Main Responsibilities
·         Serve as primary point of contact for the program stakeholders for cradle to-grave program management activities including implementation, support, monitoring and close-out.
·         Develop and maintain relationships with key stakeholders and project partners, academic institutions, and donors in the area of monitoring and evaluation
·         Facilitates information flow between program members, scientific directors, HJFMRI and the Foundation.
·         Oversees budgets to ensure fiscal compliance.
·         Assists with the preparation of requests for contract/grant actions and proposals.

Job Title: Project Specialist, HJFMRI

Job Summary: HJFMRI-KE seeks to hire two Program Specialists for an upcoming contract.
The Program Specialist works with the supervisor and to support sites and objectives 2 and 3 in program startups, work plan development and results frameworks and tracking deliverables for all awards.
May be requested to support specific sites in the region through travel and online meetings.
Responsibility Summary
·         Provide support to the objectives 2 and 3 in development of program operation plans, program and project designs and budgets
·         Participate in scheduled design, monitoring and evaluation processes, designs, baseline surveys, evaluations, and transformational indicators measurement activities within the projects
·         Program Financial management – support processes that ensure proper program financial management and accountability of awards and contracts in line with policy guidelines by the funder.

Job Title: Procurement Specialist, HJFMRI

Job Summary: HJFMRI-KE seeks to hire a Procurement Specialist for an upcoming contract.
The position ensures all procurement are competitive and adhere to all regulations. Achieves acceptable turn around for all project procurements.
Responsibility Summary
·         Efficiently manage and ensure success of the procurement, warehousing, asset management and shipment in accordance with HJFMRI procurement procedures and donor requirement.
·         Ensure all requests are attended to in timely manner by ensuring all procurement rules are adhered to.
·         Ensure all purchase approval are obtained prior to purchase.
·         Follow procurement and logistics policies and procedures for effectiveness as well as under the guidance of the management assist in review and update the procedures as required.
·         Adhere to HJFMRI procurement policy to ensure appropriate specifications of required items from end users.
·         Liaise with and guide end users on the development of TORs and / or specifications for tender documents and ensure timely publication and wide distribution of RFQs to potential bidders.
·         Act as the point of contact person for requisitions received for procurement of goods and services.
·         Participate in procurement meetings to consider tender applications with due regard to approved technical specifications, market prices, quality, speed of delivery and economy of operations.

Job Title: Project Accountant, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire Project Accountant for an upcoming contract.
This position will provide support to accounting processes and the review of payments and invoices made in execution of program activities.
Responsibility Summary
·         Assist Financial and Administration Specialist in ensuring that the project funds are managed according to the organization’s regulations and accounting processes.
·         Review financial transactions (Travel Advance Requests, Cash requests, Purchase Orders, Expense Reports) and ensure that they are in accordance with work plans, budgets and applicable policies and regulations.
·         Prepare and enter payment vouchers, journal entries, cost allocations and other postings into accounting system and maintain proper coding and recording of all accounting transactions.
·         Ensure completeness of supporting documentation as per applicable organizational policies, regulations and donor requirements.

Job Summary: HJFMRI-KE seeks to hire a Project Director for an upcoming contract.
The Project Director has overall responsibility for the attainment of HJFMRI’s overall goals by providing leadership, operational, financial and administrative oversight of programs and operations.
To support these responsibilities, the Project Director must possess excellent communication skills, sound judgment, and demonstrate initiative.
Main Duties and Responsibilities:
·         Build and nurture strong partnerships, foster collaborative relationships with government representatives, research collaborators and sentinel sites.
·         Support the coordinating secretariat in planning and establishing an effective mechanism at national and county levels among partners and stakeholders’ in AMR surveillance on animal and human health.
·         Proactively collaborate across multifunctional teams (Program Management, Finance, Procurement, Logistics, HR, and Administration) to create an environment that strives for consistency of best practices identified both internally and externally to the organization.
·         Conduct capacity building and training workshops for the bio-surveillance workforce in collaboration with technical partners, national experts using the national trainers for the animal health network of laboratories and hospitals across the country.
·         Assist the govt. on AMR/AMU surveillance network existing across the country, in collaboration with national stake holders and identified technical partners / universities and departments, and accordingly plan restructuring and rebuilding of the sentinel-site surveillance for animal health surveillance.

Job Title: Information Technology (IT) Specialist, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire an Information Technology (IT) Specialist for an upcoming contract.
The Information technologist will be hired to support local data and IT departments of the National public health to support all IT requirements of the Kenya National AMR surveillance system at the reference and sentinel sites across the country.
The IT specialist will evaluate, recommend improvements and optimize the information infrastructure of the surveillance system and will work closely with other members of the surveillance team: coordinating secretariat, TWG, Data managers, Microbiologists, Epidemiologists and Project Managers at al surveillance sites.
Responsibility Summary
·         Support the implementation, management and maintenance of the surveillance network LIMS systems, servers, backup systems and internet networks.
·         Customize and develop software to fill existing gaps in data capture, transmission and system compatibilities.
·         Ensure that key participants in the AMR surveillance network (NPHL reference labs, coordinating Secretariat, sentinel labs) are adequately equipped with computers and necessary peripheral devices (HDD, mice, keyboards etc.) to ensure functionality at the. Recommend appropriate specifications for procurement.
·         Installing and configuring computer hardware, software, systems, networks, printers and scanners and recommending suitable specifications.
·         Support video conferencing infrastructure to improve mentoring across sites.
·         Provide support to all the sentinel sites with quarterly and as needed site support visits.
·         Identify, research, and resolve technical problems, test new technology and train super users at all sites to perform these functions to ensure sustainability of the existing infrastructure.
·         Assist and resolve end user technical hardware and software needs from basic computer issues to networking issues
·         Respond to requests for technical assistance in person, via phone, electronically.

Job Title: Health Capacity Building Manager, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire a Health Capacity Building Manager for an upcoming contract.
The Health Systems Capacity Building Manager (HSCM) will oversee and guide all one health program activities implemented the consortium partner and the coordinating Secretariat.
S/he will serve as the primary point of contact to the secretariat staff and coordinate activities within the AMR partner organizations, MOH at national and local levels, and other external parties.
A key component of this program is sustainability, thus the HSCM is responsible for ensuring effective capacity building and skills transfer to the Secretariat.
Job Responsibilities
·         Ensure that vision and plans for the program are innovative and are in line with the MOH and country program strategies.
·         Oversee periodic technical reviews within the secretariat team and one governance focus
·         In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
·         Work closely with the monitoring and evaluation team to ensure project outputs are realized
·         Ensure integration of program interventions with other one health focused programs or through linkages with other service providers.
·         With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to coordinating Secretariat, including the selection and coordination of consultants.

Job Title: Data Manager / Monitoring and Evaluation Specialist, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire a Data Manager / Monitoring and Evaluation Specialist for an upcoming contract.
The Data / Monitoring and Evaluation manager will be an Individual with experience in database management and data analysis, monitoring and evaluation of health research data hired to support local entities in the data functions of the Kenya National AMR surveillance system.
The manager will oversee the core data management functions for the surveillance system and will work closely with other members of the surveillance team: Microbiologists, Information technologists, Epidemiologists and Project Managers at the central NPHLS labs and laboratory staff in hospitals across the country.
Data collection will be primarily captured and transmitted electronically and disseminated in many formats.
Responsibility Summary
·         Support the development, maintenance and upgrading of the data infrastructure that serves the surveillance system.
·         Support and ensure the secure acquisition and transfer of AMR surveillance-related data protecting the confidentiality of the data collected.
·         Develop data sharing agreements with all contributors to the AMR data warehouse
·         Manage and monitor the data flow between the data collection sites and the NPHLS
·         Ensure compliance with all data security requirements and contractual agreements with the hospital partners.
·         Coordinate the needs of all stakeholders in the surveillance system including the information technology specialists at the hospitals, epidemiologists, NPHLS, MoH, the coordinating Secretariat
·         Train field staff in the use of all the data surveillance systems at the hospitals.
·         Assist in developing SOPs to ensure standardized data handling procedures with data quality and plausibility checks incorporated for cleaning raw data to ensure quality data is available for analysis.
·         Develop and track the data project timelines as outlined in Donor work plan activities guided by the National Action Plan.
·         Prepare regular reports and data reports for both hospital, county, coordinating Secretariat, national and international stakeholders. Manage and document requests for data and provide data in a timely and appropriate manner
·         Manage data resources, and lead the design of new data-related tools and processes to enhance the function of the surveillance system
·         Oversee the functions and maintenance of the data infrastructure across the surveillance (LIMS systems, the NPHLS server and the data warehouse) and the contractors that provide services to all these systems.
·         Supervise and build the data management, analysis and reporting capacity of all data managers across the surveillance network staff to create uniform processes.

Job Title: Epidemiologist, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire an Epidemiologist for an upcoming contract.
The AMR epidemiologist will be an Individual with 5 years of experience in monitoring and surveillance of antimicrobial resistance and use in the human, animal, and environmental sectors to support local entities in the implementation of the Kenya National AMR surveillance system in selected sites across the country.
The applicant will apply their knowledge of research and practice issues around antimicrobial resistance and experience in standard statistical methods/tools in research and with quantitative and qualitative research method to provide timely and meaningful surveillance outputs to local, national and international stakeholders.
Responsibility Summary
·         Develop and implement a harmonized approach for monitoring and surveillance of antimicrobial consumption and AMR in the human, animal, and environmental sectors • Liaise with ministries of health, agriculture, and the environment to develop standards for reporting of AMR/AMU/AMC data across WHO, FAO, and OIE regional surveillance programs.
·         Guide in the presentation of data including AMR/AMU trends to county, national and international stakeholders
·         Work closely with data managers at the surveillance sites and reference labs and with the TWG and coordinating Secretariat members to build appropriate capacity in data analysis, interpretation and reporting of AMR/AMU data to different stakeholders.
·         Monitor and assess trends in AMR at all levels of the surveillance network.

Job Title: Laboratory QA / QC Safety Officer, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire a Laboratory QA / QC Safety Officer for an upcoming contract.
The officer will be engaged to provide support to the laboratories within the Kenya national surveillance system to operate at the highest safety and quality standards to ensure quality AMR data outputs.
The Quality and Safety Manger will develop, implement, manage and maintain effective Quality and Safety policies and procedures across all sectors of the National surveillance system.
Responsibility Summary
·         Conduct safety and environmental audits and inspections as specified in the grant work plan at all laboratories
·         Ensure that all laboratories attain accreditation status by recognized quality management schemes such as WHO SLMTA
·         To audit the environment, bio medical equipment and processes in each lab to ensure the compliance with the local or international standards
·         To identify potentially hazardous biological, materials and integrate methods to contain and neutralize them
·         To educate & conduct safety awareness training to participant laboratories in the surveillance network
·         To train lab managers at the participant labs to provide QA/QC safety and training
·         Review the work procedure and SOP and identify and implement continuous process improvement activities.
·         Apply the national biosafety guidelines and instruct on and implement the national training curriculum.
·         Establish and track progress toward meeting the goals and objectives of the surveillance national plan and grant activities
·         Develop, collects and reports performance metrics as needed.

Job Title: Finance and Administration Specialist, HJFMRI
Location: Nairobi.
Job Summary: HJFMRI-KE seeks to hire Finance and Administration Specialist for an upcoming contract.
The position ensures all accounting transactions and in line with GAAP and complaint with the Donor regulations. Ensures reporting is accurate and timely for the project.
Responsibility Summary
·         Handle full spectrum of accounting and financial reporting operations for the program site office, including General Ledger, Accounts Payable, and Cash Management, budgeting, forecasting, and reporting.
·         Maintain direct responsibility for day-to-day accounting and financial operations to ensure timely monthly closings and reconciliations.
·         Review and approve payment vouchers, journal entries, cost allocations and other postings into accounting system and ensure proper coding and recording of all accounting transactions.
·         Ensure effective financial accounting systems and up-to-date books of accounts and generate timely reports and analysis as required.
·         Work closely with the program teams to prepare project cost budgets and forecasts for approval by management and donors.
·         Responsible for oversight and preparation program cost tracking reports, cash flow projections and budget versus actual analysis for submission to HJFMRI HQ Office and program managers; maintain cost monitoring and controls.
·         Prepare, consolidate and distribute timely monthly, quarterly and annual financial statements reflecting status of programs on grant-to-date basis in accordance with International Accounting Standards (IAS), International Financial Reporting Standards (IFRS) and donor requirements.
·         Monitor compliance with award funding requirements and provide appropriate guidance to program staff including allowable and non-allowable costs, grant closeout, preparation of budget modifications and requests for carry over or extensions as needed.
·         Ensure compliance with organizational financial policies and procedures, in-country statutory requirements and donor regulations.
·         Participate in internal and external annual audits and provide auditors with accounting documents and explanations to audit queries, as requested.
·         Ensure that procurement by the project is carried out in accordance with donor and HJFMRI requirements.
Job Specifications:
·         University degree in Accounting, Business Administration or Finance from a recognized institution.
·         Professional accounting qualification, such as CPA.
·         A minimum of 6 years working experience in a similar position.
·         Must be proficient in Microsoft Excel and other Microsoft office applications.
·         Must have hands-on experience working with QuickBooks or similar Accounting software.
·         Must have thorough knowledge and hands-on experience within all accounting areas and strong understanding of internal controls.
·         Must have experience in managing large donor-funded projects, including budgeting and external financial reporting to donors.
