Legal Officer

Ref No. CAK/01.11/2018
Responsibilities
·         Coordinating provision of legal advisory services to the Authority;
·         Coordinating the Authority’s litigation function;
·         Representing the Authority before the Competition Tribunal;
·         Undertaking drafting of laws and regulations;
·         Monitoring legal and regulatory compliance;

·         Reviewing, advising, and making recommendations on new legislation, subsidiary rules and regulations;
·         Undertaking Governance Audits;
·         Coordinating Gazettement of the Authority’s decisions and other relevant matters;
·         Preparing preventive legal strategies for management of disputes;
·         Coordinating implementation of legal risk mitigation measures;
·         Ensuring realization of Departmental deliverables of the Authority’s Strategic Plan and Performance Contract;
·         Coordinating development of Departmental work plans and budgets; and
·         Coordinating drafting and reviewing contracts, leases and other conveyance documents; and
·         Providing necessary support in the Board Secretarial function.
Qualifications
·         Minimum eight (8) years relevant work experience;
·         Bachelor of Laws degree from a recognized institution;
·         Postgraduate Diploma in Legal Studies from Kenya School of Law
·         Master’s Degree in Law or other relevant social science from a recognized University;
·         Admitted as an Advocate of the High Court of Kenya;
·         Member of the Law Society of Kenya;
·         A Valid Practicing Certificate;
·         Management Course lasting not less than four (4) weeks\
·         Certified Public Secretary, Kenya (CPSK);
·         Membership of the Law Society of Kenya and Institute of Certified Secretaries of Kenya (ICPSK);
·         Proficiency in computer applications;
·         Good communication and interpersonal skills ; and
·         Fulfilled the requirements of Chapter Six of the Constitution

Senior Legal Officer
Ref No. CAK/02.11/2018
Responsibilities
·         Undertaking Legal research;
·         Attending court and appearing on behalf of the Authority before the Competition Tribunal
·         Preparing legal opinions and gazette Notices
·         Reviewing and Preparing pleadings on behalf of the Authority; Carrying out Legal Audits;
·         Undertaking research and reviews existing laws that impact on the Authority’s core functions;
·         Vetting and Drafting of contracts, leases and other conveyance documents; and
·         Providing necessary support in the Board Secretarial function (sending notices of
·         meetings, taking minutes during Board Meetings, management of the E-board and safe custody of Board minutes and equipment).
Qualifications
·          Minimum 5 years relevant work experience;
·         Bachelor of Laws degree from a recognized institution;
·         Postgraduate Diploma in Law from Kenya School of Law;
·         Admission to the Roll of Advocates of the High Court of Kenya; Member Law Society of Kenya;
·         Possession of Valid Practicing Certificate; Proficiency in computer applications;
·         Good communication and interpersonal skills; and
·         Fulfilled the requirements of Chapter Six of the Constitution.

Knowledge Management Officer
Ref No. CAK/03.11/2018
Responsibilities
·         Participating   in   planning,   designing,   coordinating   and   implementing comprehensive knowledge management initiatives and strategies
·         Identifying and obtaining required resources and ensuring accessibility of these resources to the Authority and its stakeholders
·         Creating avenues for sharing of information, converting data into valuable information and ensuring its accessibility and usage
·         Developing mechanisms for leveraging on existing knowledge within the Authority
·         Initiating the design and development of the appropriate platform for knowledge management that support archival, retrieval, data mining among others in liaison with ICT Department
·         Disseminating knowledge and responding to queries on Knowledge Management tools and resources;
·         Managing intellectual assets in the Authority;
·         Conducting outreach programs and overseeing training for staff and clients in use of Knowledge Management tools;
·         Serving as key contact for data requests by responding to queries and by assisting clients in accessing Knowledge Management tools and resources
·         Utilizing knowledge bases, networks, communities of practice and other sources to synthesize responses to queries;
·         Providing oral and written responses and briefings for queries by staff and managers;
·         Contributing to knowledge management resources by preparing best practices and capturing global practices through written stories and video debriefings; and Establishing a Knowledge Management Centre and ensuring safe custody of all the information.
Qualifications
·         Minimum 5 years relevant work experience;
·         Bachelor’s Degree in any of the following disciplines: – Bachelor’s Degree in Information science/library science /Knowledge Management or equivalent qualifications from a recognized institution.
·         Proficiency in Computer Applications;
·         Good communication and interpersonal skills; and
·         Fulfilled the requirements of Chapter Six of the Constitution.

Investigations Officer
Ref No. CAK/04.11/2018
Responsibilities
·         Investigating restrictive trade practices (agreements / concerted practices and abuse of dominance) and drafting investigation reports;
·         Carrying out economic analysis of RTPs and conduct specific market inquiries; Evaluating applications for exemptions and drafting reports;
·         Compiling intelligence on restrictive trade practices in the market; Participating in awareness creation;
·         Assisting in drafting of concept papers on the development of guidelines on restrictive trade practices (agreements, abuse of dominance and exemption applications);
·         Participating in RTP cases hearing conference and settlement agreement hearings where necessary;
·         Implementing cooperation frameworks as appropriate; and

·         Implementing the policies and Quality Management procedures to enable the Department function effectively.
Qualifications
·         Bachelor’s Degree in any of the following disciplines :- Economics, Law, Business Administration, or equivalent qualifications from a recognized institution;
·         Have five (5) years relevant work experience in competition Law or any other related field;
·         Investigations course on evidence collection and analysis of not less than a week; Good Communication skills;
·         Interpersonal skills; Analytical skills;
·         Proficiency in computer applications;
·         Shown merit and ability as reflected in work performance and results; and Fulfilled the requirements of Chapter Six of the Constitution.

Senior ICT Officer
Ref No. CAK/05.11/2018
Responsibilities
Systems Administration
·         Managing and ensuring effectiveness of servers, including e-mail and backup servers, and their associated operating systems and software; Maintaining on-site and off-site data centers;
·         Administering user accounts, permissions, and access rights in the systems;
·         Ensuring the availability, capacity, security, stability and performance of all systems;
·         Assisting with researching, planning, implementing and overseeing installation of new servers in the ICT environment as needed;
·         Controlling access permissions and privileges to various database as well as recommend upgrades to the database server and database management systems;
·         Evaluating and improving ICT Systems and processes to provide a more efficient ICT environment;
·         Evaluating and testing new software to ensure its operability on the Authority’s network;
·         Updating documentation on system setups and protocols;
·         Designing and carrying out the implementation of back up procedures, security measures and guidelines to safeguard ICT installations and systems against violations either accidental or unauthorized;
·         Monitoring performance and managing parameters to provide fast query responses to front-end users;
·         Undertaking back-end organization of data and front-end accessibility for end-users;
·         Allocating system storage quotas and advising future storage requirements for the database /file server system; and
·         Creating system backup schedules and test for effectiveness.
Network Administration
·         Managing and ensuring optimal operation of all network hardware and equipment, including routers, switches, hubs, UPSs, etc.;
·         Managing and ensuring effectiveness of security solutions, including firewalls, anti-virus solutions and intrusion detection systems;
·         Initiating development and implementation and maintenance of policies, procedures, and associated training plans for network resource administration and appropriate use;
·         Practicing network asset management, including maintaining of network component inventory, life cycle management and related documentation;
·         Ensuring the availability, capacity, security, stability and performance of the networking infrastructure in the Authority;
·         Ensuring the wireless network is available and adequate to meet the needs of all staff and stakeholders of the Authority;
·         Monitoring network traffic and ensuring adequate speeds and capacity are being met;
·         Updating documentation on networking setups and protocols at the Authority; Providing proposals and solutions for network upgrades needed to deal with higher network demands;
·         Constantly monitoring bandwidth utilization and ICT infrastructure security; and Creating backup for all network configurations.
Qualifications
·          Have five (5) relevant work experience;
·         Have Bachelor’s Degree in any of the following disciplines: – Computer Science/Business   Information   Technology,   Telecommunication/   Electronic Engineering or equivalent qualifications from a recognized institution;
·         Certification   in   any   of   the   following   CCNA,   MCSE/MCTS/MCITP/ITIL/CCNP/CEH/SQL;
·         Certification in Microsoft NAV and CRM;
·         Knowledge of programming ;
·         Good communication and interpersonal skills; and
·         Fulfil the requirements of Chapter Six of the constitution.

ICT Officer

Responsibilities
·          Effective operation, support, and continual improvement of existing business applications, computer hardware and networks(LAN); Providing ICT user administration and support;
·         Implementing computer security measures and guidelines to safeguard information against malicious or unauthorized access, modification, destruction and virus attacks by ensuring antivirus programs, patches are installed and up to date;
·         Maintaining ICT equipment inventory;
·         Commissioning new ICT equipment, repairing and maintaining existing equipment such as desktop PCs, laptops, printers, monitors, projectors, PABX, CCTV, Biometric, UPS and other computer equipment;
·         Reviewing, testing and evaluating both hardware systems and software solutions to determine their efficiency, reliability, compatibility and updating them as necessary;
·         Implementing of Authority’s ICT policies;
·         Conducting staff awareness on technological changes and emerging cyber security risks;
·         Maintaining backup of user data, CCTV and biometric data on various media; and Coordinating preventive maintenances process as scheduled.
Qualifications
·         Have Bachelor’s Degree in any of the following disciplines: – Computer Science/Business Information   Technology, Telecommunication/Electronic Engineering or equivalent qualifications from a recognized institution;
·         Fulfil the requirements of Chapter Six of the constitution; and
·         Good communication and interpersonal skills.

Driver

Ref No. CAK/07.11/2018
Responsibilities
·          Driving Authority’s motor vehicles as authorized;
·         Carrying out checks on the vehicle’s cooling, oil, electrical and brake systems, tyres pressure and other related routine checks;
·         Detecting and reporting malfunctioning of vehicle systems; Maintaining work tickets for vehicles assigned;
·         Maintaining services and fuelling schedules for allocated motor vehicles; Ensuring security and safety for the vehicle on and off the road;
·         Ensuring safety of the passengers and/or goods therein;
·         Adhering to traffic highway code and safety precautions in order to avoid accidents and violations;
·         Reporting any accidents and incidents related to the allocated vehicles; and Maintaining cleanliness of the vehicle.
Qualifications
·         Minimum of Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent;
·         Valid driving license for the classes authorized to drive; Passed Occupational Trade Test grade I for Drivers;
·         Attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
·         Be proficient in computer applications;
·         Good communication and interpersonal skills;
·         Fulfilled the requirements of Chapter six (6) of the Constitution; and Show merit and ability as reflected in work performance and results.
