Deputy County Attorney

The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
DEPUTY COUNTY ATTORNEY, JOB GROUP ‘R’ (1 POST)

Responsibilities

·         Deputize the County Attorney;

·         Legal adviser to County Government entities;
·         Attend County Executive Committee meetings on behalf of County Attorney in his absence;
·         Represent County Government in court or in any other legal proceedings in which the County Government is a party, other than criminal proceedings;
·         Advise and draft Bills for County Government departments;
·         Draft, vet and interpret documents /instruments and agreements for and on behalf of the County Government and her agencies
·         Perform the functions of the County Attorney in his absence;
·         Perform any other functions as may be assigned from time to time by the County Attorney.

Requirements

·         Must be a Kenyan citizen.
·         Must have a Bachelor of Laws (LLB) degree from a recognized university.
·         Must have a Post graduate Diploma (KSL).
·         Must be admitted as advocate of the High Court of Kenya.
·         Must be a member of Law Society of Kenya.
·         Must have professional experience of not less than 10 years at senior level in public service or a reputable private entity.
·         Must have practicing certificate for the year 2018.
·         Should have administrative and management experience at senior level.
·         Should have a bias on labour and employment matters.
·         Should have a bias on land and environmental issues.

Legal Counsel
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
LEGAL COUNSEL –DRAFTING/LEGISLATIVE AND RESEARCH, JOB GROUP ‘P’ (2 POSTS)

Duties and Responsibilities

·         Drafting and reviewing complex documents, local and international contracts, agreements and any other instruments
·         Advise and draft Bills of Government Departments
·         Initiating and undertaking research on complex and emerging legal issues and preparing legal opinion.
·         Legal advisor to County Government
·         Advising County Government on legal policy issues
·         Attend County meetings on behalf of County Attorney in the absence of the County Attorney or Deputy
·         Represent County Government in court or in any other legal proceedings in which the County Government is a party, other than criminal proceedings
·         Advise and draft Bills for Government departments
·         Draft, vet and interpret documents / instruments and agreements for and on behalf of the County Government and her agencies
·         Perform any other function as may be assigned from time to time by her/his superiors

Requirements

·         Must be a Kenyan citizen
·         Must have a Bachelor of Laws (LLB) degree from a recognized university.
·         Must have a Post graduate Diploma (KSL).
·         Must be admitted as advocate of the High court of Kenya.
·         Must be a member of Law Society of Kenya.
·         Must have professional experience of not less than 5 years at senior level in public service or a reputable private entity.

Agribusiness Officer
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
AGRIBUSINESS OFFICER, JOB GROUP ‘J/K’ (2 POSTS) The officer at this level will work under the Director Agribusiness.

Responsibilities

·         To set up, develop agribusiness and source market for produce.
·         Coordinate all Agribusiness activities, monitor and advise Management on the best option to improve Agribusiness in the County.
·         Review and implement Agribusiness strategy to ensure objectives are achieved through implementing measures to enhance performance.
·         Identify and assist in coordinating relevant workshops in agricultural marketing issues for project staff and project beneficiaries.
·         Plan on marketing the produce and ensure maximized returns and keep good public relations with stakeholders.
·         Work with project teams to establish plans and goals for each project and ensure objectives are set, tasks assigned, budget allocated and timetables for achieving intermediate and overall project goals are agreed.
·         Lead the search for new funding opportunities for the County Projects through market research, direct prospecting, networking and participation in key events.
·         Any other duties which may be assigned from time to time.

Requirements

·         Be a Kenyan citizen.
·         Bachelor’s degree in either Agribusiness, Agricultural Economics, Marketing or Business Administration or a related filed from a recognized university.
·         Masters in the related field will be an added advantage.
·         Over 4 years proven working experience in agri-business development; knowledgeable on running donor funded projects/Investment impact funds, MFI Industry and Monitoring & valuation.
·         Those with a CIM, MSK/ Agribusiness certification) will have an added advantage.
·         Proper understanding of agribusiness and Good agriculture practices (GAP)
·         Understanding of compliance issues.
·         Ability to penetrate the markets.
·         Experience in small to medium scale agro-enterprise management.

·         Strong communication, presentation and report writing, negotiation, and administration skills
·         Financial management skills and ability to administer budgets across multiple projects.

Animal Health Assistants
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
ANIMAL HEALTH ASSISTANTS II, JOB GROUP ‘G’ (28 POSTS)
This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a Veterinary Officer.

Responsibilities

·         Carry out meat inspection and/or artificial insemination services.
·         Carrying out simple treatments of animals.
·         Perform veterinary field extension services that include farm visits, barazas and field days;
·         Assist in disease control programs such as disease surveillance, vaccinations and reporting.
·         Demonstration and training in animal husbandry techniques.
·         Undertake closed castration, dehorning, de-worming, disbudding, docking, de-beaking and hoof trimming.
·         Prepare reports from their area of jurisdiction.
·         Any other duties as may be assigned from time to time.

Requirements

·         Be in possession of a certificate lasting not less than two years in animal health | animal health & production | animal health & range management from a recognized institution.
·         Be registered and retained by the Kenya Veterinary Board
·         Skilled in computer applications from a recognized institution
·         Have at least three (3) years’ field experience
·         Be compliant to Chapter six of the constitution
Meat inspection and / or artificial insemination training will be an added advantage

Principal Cooperative Officer
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
PRINCIPAL COOPERATIVE OFFICER, JOB GROUP ‘N’ (2 POSTS)

Responsibilities

·         Promoting marketing cooperative societies.
·         Advising on marketing investments.
·         Analyzing data for policy formulation.
·         Develop and monitor work plans for marketing cooperative societies.
·         Evaluating marketing trends for cooperative societies.
·         Enforcing compliance with cooperative legislation.

Requirements

·         Be a Kenyan citizen.
·         Bachelor’s degree in Commerce (marketing option), Business Administration, Economics, Cooperative Management, Marketing, Entrepreneurship, Management and Organizational development or Agri-business from a recognized institution.
·         Served in grade of chief cooperative officer for a minimum period of three (3) years.
·         Certificate in computer applications from a recognized institution.
·         Demonstrated merit and shown ability as reflected in work performance and results.

Town Administrator
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
TOWN ADMINISTRATOR, JOB GROUP ‘R’ (3 POSTS)
This will be the entry and training grade for this cadre. An officer at this level will be answerable to the Chief Officer Lands, Physical Planning & Urban Development.

Responsibilities

·         Implementing the decisions and functions of the County Public Service Board;
·         Overseeing the affairs of the town;
·         Developing and adopting policies, plans, strategies and programs;
·         Maintaining a comprehensive database and information system of the administration and providing public access;
·         Ensuring preparation and submission of information to the County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill
·         Establish, implement and monitor performance management systems; and,
·         Perform such other functions as delegated by the Town Committee.

Requirements

·         Be a Kenyan citizen.
·         Be a holder of at least a bachelor’s degree from a university recognized in Kenya.
·         Working experience of not less than 5 years.
·         Satisfy the requirements of Chapter Six of the Constitution.
