Chief Trade Development Officer, Job Group
‘M’-One (1) Post
Duties and Responsibilities
Reporting to the Director, Trade, the Officer
will be responsible for the following:
· Preparation of briefs, position papers on domestic trade
policies and programmes;
· Preparation and implementation of work programmes and
submission of progress reports; co-coordination of preparation of the
development plan chapter relating to domestic trade;
· Supervision of market surveys, product market adaptation
programmes and economic research necessary for the development of commerce;
· Formulation of appropriate domestic trade policies and
liaising with the relevant stakeholders in the county and the country;
· Any other duties that may be assigned by the Director of
Trade.
Requirements for appointments: –
·
Bachelor’s
Degree in either Commerce, Marketing or Business Administration, International
Trade or Economics from recognized university in Kenya
·
Served for
three (3) years in Trade Development in the public sector OR at least five (5)
years’ experience in a comparable position in the private sector.
Remuneration and benefits
· Salary – As per Salaries and Remuneration (SRC)
· Terms of service – Three (3) years renewable contract.

Measures Officer

Weights and Measures Officer II, Job Group “J”
– One (1) Post
Roles & Responsibilities
Reporting to the Chief Officer, the Officer
will be responsible for the following:

Testing and
stamping mechanical and electronic weighing and measuring equipment;
·
Collecting
data on verified equipment at traders premises, stamping stations and
verification office;
·
Sampling
prepackaged goods for quantitative analysis;
·
Preparing
testing equipment for inspection and investigation purposes;
·
Preparing
weighing and measuring equipment during trade fairs and exhibitions; and
·
Giving
evidence in court on cases arising from infringement of the weights and
Measures Act (Cap 513 Laws of Kenya) and Trade Descriptions Act (Cap 505 Laws
of Kenya).
·
Any other
duties that may be assigned by the Chief Weights and Measures Officer.

Chief Weights and Measures Officer, Job Group
‘M’– One (1) Post
Roles & Responsibilities
Reporting to the Chief Officer, the officer
will be responsible for the following:
·
Ensure that
before commencement of verification and stamping program, the necessary legal
obligations are complied with as provided in section 27 of the Weights and
Measures Act.
·
Receive and
analyze all complaints under the Weights and Measures Act and ensure proper
investigations
·
Sensitize
on standards so as to create awareness among members of the public and
consumers as to the need of using accurate measures.
·
An officer
at this level will be responsible for testing and stamping of all mechanical
and electronic weighing and measuring instruments
·
Conducting
prosecution for offences arising from infringement of Weights and Measures Act,
Trade Description Act and all regulations made thereunder
·
Conducting
inspection on wholesale and retail trading premises on the use of legal
metrology equipment
·
Carrying
out bi-annual calibration and comparison of all legal metrology standards with
reference to higher accuracy level standards
·
Co-ordinate
weights and measures services in the field to ensure effective service delivery
and fair trade practices.
·
Carrying
out research in specific areas of legal metrology and consumer protection
·
Developing
a public sensitization schedule to ensure that the public sensitization forum
is well coordinated and effectively carried out.
·
Supervising
and coordinating verification activities and stamping
·
Any other
duties as may be assigned by the Chief Officer
Requirements for appointment

Bachelor’s
Degree in any of the following disciplines: – Physics, mathematics, Chemistry,
legal metrology, computer science, law or Engineering
(mechanical/electrical/Electronics), Micro-processors or any other related
degree from a university recognized in Kenya;
·
Post-
graduate Diploma in legal metrology or Advanced certificate from the Institute
of Trade Standards and Administration (K);
·
Five (5)
years’ experience in the public or private sector in a comparable position.

Roles & Responsibilities
Reporting to the Director, Co-operative
Development, the Officer will be responsible for the following:

Develop and
monitor risk registers for all co-operatives and also performs risk
assessments.
·
Prepare
risk register reports and analysis for review by the Director, Co-operative
Development iii. Monitor and coordinate risk and compliance activities to
ensure the Department remains abreast of the status of all Co-operative
compliance activities.
·
Follow up
of any identified risks within Co-operative and makes recommendations for
action.
·
Implement
the risk and compliance policies and procedures in place.
·
Provide
reports on a monthly and quarterly basis, or as directed/requested.
·
Provide
relevant information required by external bodies and regulators on compliance
matters.
·
Monitor the
performance of the compliance program for co-operative and related activities
on a continuous basis and taking appropriate steps to improve effectiveness.
·
Implementing
an effective risk training program for Co-operative Society.
·
Keeping
abreast with the applicable laws, regulations, rules and standards in the risk
& compliance fraternity and advice on the emerging developments of the
same.

Development and Director, Internal Audit, the Officer will be responsible for
the following:

all books of accounts of all co-operative societies in the county in accordance
with the law, rules and regulations
·
Preparing
detailed audit observations, verifying statement of accounts and reporting the
findings to the immediate supervisors.

·
Bachelor’s
Degree in any of the following disciplines;- Commerce (Accounting/Finance
