Scope of Work for Data Analyst
1.0 About HRH Kenya Mechanism
The Human Resources for Health (HRH) Kenya
is a five-year (Sept. 27, 2016 – Sept. 26, 2021) mechanism funded by the
Presidents Emergency Fund for AIDS Relief (PEPFAR) through the United States
Agency for International Development (USAID).
To achieve this result, the mechanism
focuses on three sub-purpose areas:
1) Improve quality of training and increase
the number of graduating health workforce;
2) Improve management and leadership of
health workforce at the county level and,
3) Optimize data use for effective HRH
decision making at national and county level.
2.0 About the rapid HRH Assessment:
The mechanism is planning to conduct a
rapid HRH assessment in 3 counties of Kisumu, Nakuru and Kilifi using an OGAC
pre-designed tool.
The assessment’s objectives are to:

Find
out types, number and availability of cadres at high volume select facilities
in delivering the HIV care services in endeavor to reach site-level targets and
90-90-90 goals.
·
Issues
affecting attraction, motivation, retention and productivity in optimizing
efficient utilization of health workers across the HIV continuum.
·
Identifying
Health worker capacities and needs in preparation for providing quality HIV
services and
·
Identify
HRH barriers, challenges and recommendations pertaining to HIV service
delivery.
3.0 Objectives of the Consultancy: The purpose of this
assignment is to conduct data analysis and a write up, from the collected data
to respond to the 4 objectives above.
4.0 Responsibilities of the consultant
Under the direction of the HRHK Mechanism
M&E Director, the consultant will be responsible for conducting data
analysis, preparing the draft report and finalizing the report after
incorporating all the inputs from the mechanism.

the submitted analysis plan based on the interpretation of the study concept,
tool and available data

7.0 Consultant Qualifications
1.
Minimum
of a Masters degree in Human Resources, Statistics or Social Studies.
2.
Familiarity
with the Kenyan health workforce issues
3.
Demonstrated
knowledge of government national and regional structures is essential
4.
Minimum
5 years’ experience and evidence of similar past assignments is crucial.

Excellent
interpersonal skills
6.
Excellent
quantitative data analysis and report writing skills
7.
Excellent
oral and written communication, consultancy and advisory skills.

9.0 Submission
