The Authority wishes to recruit a results oriented Kenyan citizen with drive, vision and creativity to fill the following position:-

The Head of Investigations will be responsible to Director, Investigations.
 
Job Description
 
Specific duties and responsibilities for the position of Head, Investigations will entail:-
1.            Developing, reviewing and implementing strategies, policies, plans, standards and procedures as per the Authorities strategic plan and delivery and quality assurance of investigations;
2.            Liaising with the judiciary agencies, victims, witnesses and other stake holders on cases;
3.            Analysing evidence and information on investigations and provide material facts for completion of investigations in accordance with the Act, regulations and policies;
4.            Enforcing implementation of training manuals and materials for investigations;
5.            Effectively coordinating investigations teams and investigation activities;
6.            Providing clear concise and accurate periodic reports;
7.            Providing regular investigation reports and updates; prepare, monitor, report on the Directorate’s annual work plan, budget and strategic plan; prepare detailed periodic internal and statutory reports;
8.            Supporting prosecution process in court;
9.            Identifying and documenting gaps in processes and systems and recommending corrective action;
10.         (Reviewing and auditing all complaints investigated;
11.         Overseeing investigations of all cases referred to Internal Affairs Unit by the Authority to ensure impartial and timely completion of the same;
12.         Developing rapid response strategies;
13.         Supervising, appraising, training and developing staff in the Department; and
14.         Leading and conducting investigations into high priority, sensitive and complex cases.
Profile:
·                     Must be a citizen of Kenya.
·                     Meets the requirements of Chapter six of the Constitution of Kenya.
Required functional skills:
 
For appointment to this grade, an officer must have:-
·                     Served for a minimum period of twelve (12) years in investigations or a comparable and relevant position of which three (3) must have been in an investigations management position including supervising teams, in an investigation agency in the Public Service or Private Sector;
·                     A Bachelor’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution; and
·                     A Master’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution;
·                     Must have in-depth knowledge and technical expertise in criminal investigations including criminal investigations in Kenya;
·                     Ability to use computer application;
·                     Certificate in either Corporate Governance or Strategic Leadership Programme from a recognized institution will be an added advantage.
Required behavioural skills:
·                     Candidates must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
·                     Demonstrate impartiality, discretion, tact and good firm judgement;
·                     Passion for criminal justice and police reform;
·                     Experience in law enforcement;
·                     Strong analytical skills and critical thinker;

Senior Legal Officer

The Senior Legal Officer will be responsible to the Director, Complaints Management and Legal Services through the Head of Legal Services.
 
Job Description
 
Specific duties and responsibilities will entail:-
·                     Handling complex litigation cases and provide adequate representation of IPOA in civil and criminal Court Proceedings;
·                     Carrying out comprehensive analysis of evidence, which includes evaluation of evidence gathered in the course of investigations and to prepare legal reports and briefs;
·                     Carrying out research into legal issues pertinent to the operations of the Authority;
·                     preparing statutory performance and annual reports in liaison with Heads of other departments of the Authority;
·                     Undertaking conveyancing and provide legal advice to the Authority on all aspects thereof;
·                     Handling matters pertaining to the preparation of cases for prosecution and oversee the prosecution thereof;
·                     Providing liaison with the Office of the Director of Public Prosecution and other relevant State Agencies;
·                     Undertaking any other duties that may be assigned from time to time
Profile:
·                     Must be a citizen of Kenya.
·                     Meets the requirements of Chapter six of the Constitution of Kenya.
Required functional skills:
 
For appointment to this grade, an officer must have:-
·                     A Bachelor’s degree in Law or equivalent qualifications from a recognized institution;
·                     Post graduate Diploma in legal studies;
·                     Registered as an Advocate of the High Court of Kenya;
·                     Served for a minimum period of three (3) years in the grade of either Legal Officer or for a period of six (6) years in Legal services, in the Public Service or Private Sector post admission experience in Law as a legal practitioner/academician or judicial officer;
·                     Knowledge and experience in a law enforcement environment will be an added advantage; and
·                     Certificate in computer application skills;
Required behavioural skills:
·                     A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
·                     Ability to maintain confidence and trust regarding sensitive issues; and
·                     Demonstrated professional competence, integrity and capability in work performance;
