The University of Maryland Baltimore Global Health Initiatives through its operating arm Maryland Global Initiatives Corporation Kenya implements comprehensive HIV prevention, care and treatment programs to facilitate the Kenya Ministries of Medical Services and Public Health to control the spread of HIV and rapidly scale up HIV services, institute continuous quality improvement methods as well as the M & E infrastructure necessary to support these services.

University of Maryland through Partnership for Advanced Care and treatment (PACT) provides technical leadership in HIV care and treatment within Nairobi County and supporting 63 health facilities. HIV testing and counseling (HTC) is one of the areas of support. 

The HTC counselor’s engagement is geared towards accelerating HIV testing and counseling at facility level.
 

Reports to: PACT Longitudinal Care Improvement Specialist, Facility in charge.
 
Key Responsibilities
  • Provide confidential HIV counseling and testing to persons at risk for HIV infection as per Kenya HTC national guidelines
  • Conduct HTC using provider initiated testing and counseling, voluntary counseling and testing and targeted family testing approaches.
  • Provide special group counseling e.g. couples, discordant couples, youths and adolescents
  • Address issues of behavior change in relation to HIV and ART
  • Facilitate the delivery  of HIV Prevention information to clients
  • Provide psychosocial support and assist with linkage  to referral  services
  • Assess and document all referrals make follow-up and  report on referral outcomes
  • Compile and submit monthly HTC reports
  • Provide health education to outpatient clients as a strategy of mobilizing clients for HIV  testing
Deliverables
  • Using the national HIV testing and counseling protocols, provide HIV Counselling and Testing to  a minimum of 15 clients on a daily basis with a focus on new testers
  • Ensure confirmed linkage (target of 80%) of HIV positive clients.
Minimum Requirements and Personal Specifications
  • Certificate in HTC Counselling (NASCOP Certified)
  • One to two years’ experience in HIV counseling and testing
