The PharmAccess Group is a growing and vibrant organization working with a network of over 2,000 health facilities in 47 Counties in Kenya. 

Medical Credit Fund: The Medical Credit Fund (MCF) was founded in 2009 to bridge the finance gap faced by African private health care facilities or Health SMEs. 

Operating from Amsterdam, the Netherlands, the MCF works with technical assistance and banking partners to provide clinical and business advisory services and mediate in credit delivery. 

The MCF was founded by PharmAccess and cooperates closely with the same in many areas, particularly as regards the provision of tools and instruments for clinical upgrade under the SafeCare brand.  

After a start-up and early expansion process, the MCF and PharmAccess are now embarking on a strategy of consolidation and scaled roll-out of products and services. 

This will involve the underwriting of larger numbers of loans by the MCF and the training and monitoring of larger numbers of borrowing health facilities in cooperation with PharmAccess.

The MCF attracts borrowing clients through partner banks, through technical partners and by itself. In all cases, the partner banks provide the loans whereas the MCF underwrites the loans by co-financing thereof and taking a risk position. 

In addition the MCF participates in various programs where it is responsible for providing or supervising business training and support.

All underwriting transactions are captured in MCF’s own loan tracking system which is linked to the systems of participating banks. All other activities are captured in the PharmAccess database system.
 

Job Vacancy: Business Analyst (BA)

The Position:
 The position of Business Analyst (BA) contains three main components: participating in underwriting processes, training and guidance of (prospective) borrowing clinics and reporting on all activities as per standard MCF and PharmAccess reporting policies and formats. 

Given the current composition of the MCF team, especially the reporting component will be of critical importance to the function.

Specific Responsibilities 

Underwriting
  • Participate in implementation or supervision of underwriting activities through the partner banks.
  • Coordinate with banks and technical partners in processing of all pending and expected loan and underwriting requests. To that end the BA will accurately update the MCF pipeline software and feed updates into the central MCF pipeline registry in Amsterdam.
  • Routinely include all planned underwriting activities into the on-rolling overall MCF activities planning system.
Technical support
  • Monitor the recruitment, loan preparation, training, and monitoring work of MCF’s technical partners in the country on the basis of current partnership contracts and, if so required, propose specific or remedial action to keep all activities on track.
  • In selected cases the BA will provide similar services directly to health facilities recruited by the banks or by MCF or PAI, depending on urgency and workload considerations.
Monitoring and Reporting
  • The BA will work on MCF’s and PharmAccess data base systems, especially with the purpose of supporting planning and reporting activities.
  • The BA will be the first responsible for composing and submitting all progress and related reports required by MCF and PAI.
Position in the organization
  • The BA will be employed on behalf of the MCF by PharmAccess Foundation Kenya and will be stationed at its office in Nairobi. The BA is expected to travel extensively in the country.
  • At the request of MCF, the BA may temporarily be stationed in other countries in the region with the purpose of setting up MCF data mining and underwriting capacity similar to the Nairobi practice.
  • The BA forms part of the MCF Team at the Nairobi office and will be expected to frequently liaise with MCF teams elsewhere in the countries as well as with the other teams at the other country offices.
Skills and Qualifications

Essential
  • BSc. Business Administration, Finance, Entrepreneurship or equivalent.
  • Three years’ experience in the financial sector with proven track record of business proposal writing and credit appraisal.
  • Must demonstrate financial analysis and planning skills.
  • Excellent business writing and reporting skills
  • Excellent communication and interpersonal skills.
  • Advocacy and negotiating skills.
  • Excellent computer skills including use of databases/web applications.
  • Must be a commercially minded person.
Desirable
  • MBA or post graduate qualification in Finance, Management, Accounting, Microfinance or Management.
  • Management experience in the health sector. Experience in microfinance or SME lending is a major added advantage.
  • Strong commitment to an output and performance-based working style.
  • Entrepreneurial mind-set: explorative, hands-on, initiating, decisive.
  • Self-driven to innovate and initiate.
  • Able to work in a context of international performance standards and expectations.
  • Willing to work with health clinics in remote in remote areas. 
  • Stress resistant; able to work under pressure while meeting deadlines.
Credit Analyst. 
 
Employed by the PharmAccess Foundation, the overall responsibility of the CA is to contribute to all Kenyan activities of Medical Credit Fund (MCF) and Africa Health Infrastructure Fund (AHIF); this includes but is not limited to:
  • Recruiting and vetting of loan proposals from health facilities in conjuncture with banking partners and technical partners.
  • Overseeing that all loan proposals for which MCF or AHIF capital or guarantees are requested not only meet sound business and finance standards but also strive to improve the medical quality of the loan applicant.
  • Formalizing MCF or AHIF commitments by preparing, channeling and presenting internal investment memoranda as well as supporting the partner banks in finalizing their respective internal approval and securitization processes.
  • Monitoring of the performance of banking partners as regards loan performance and adequate reporting thereof.
  • Cooperating with PharmAccess and technical partner staff providing technical assistance to health facilities that are active borrowers.
  • Keeping track of trends and developments in the market segments of MCF and AHIF and pro-actively instigate internal review thereof in order for MCF and AHIF to stay on top of their business.
Competencies Required
 
The successful candidate will possess all-round competencies in view of the size of the MCF/AHIF team at PharmAccess Foundation.
  • Demonstrable understanding of internal loan processing and management information systems of banks in order to be an effective liaison between funds and banks.
  • Experienced in drafting or analyzing business plans and loan applications and preferably has an understanding of the peculiarities of the private health care sector.
  • Ability to develop credit proposals /board credit papers where necessary or when called upon for review.
  • Excellent inter-personal skill and ability to build and maintain cordial yet effective and efficient relationships with technical and banking partners, with internal stakeholders such as MCF and AHIF investors, with MCF and AHIF teams in Amsterdam and other PharmAccess teams in Nairobi and with other industry stakeholders, including the Government of Kenya.
  • Strong sales and marketing skills in order to directly recruit prospective health facilities in the MCF and AHIF programs and to assist in designing forward-looking MCF and AHIF marketing policies and materials.
  • Outstanding qualities in data base management, keeping track of MCF and AHIF pipelines and outstanding commitments, reporting on the same at high level and high frequency, and alerting and suggesting remedial courses of action in case performance is not on track in view of set targets.
Qualifications and Experience Required
 
The preferred candidate has three years’ experience in general business and financial analysis with an additional track record in detailed credit analysis.
  • MBA or post graduate qualification in business management, accounting and/or finance preferably from a reputed business school or qualification in ACCA, CFA/CPS.
  • At least three years experience in banking or other financial service delivery institutions such as investment, insurance.
  • Proven excellent analytical and writing skills.
  • Must be commercial minded person and a deal maker.

Vacancy: Relationship Manager – Quality 

2 Positions

The RM will oversee and support all PharmAccess programs in any of the 47 counties as well as represent PharmAccess Group in all issues relating to our programs in the county. 

The RM is also responsible for business development in the county. 

The RM will play a key role in partner relations and will manage implementing partners in the county. 

Specific Responsibilities
  • Develop county specific work plans in line with the national program objectives. 
  • Develop quality improvement plans and follow up implementation.
  • Plan and implement trainings for health facilities participating in PharmAccess initiatives.
  • Provide support to Technical Assistance partner staff and health facilities to strengthen their capacity to deliver on PharmAccess programs.
  • Develop and manage supportive relationships with facilities and other key stakeholders
  • Represent PharmAccess in health forums at county and national level
Skills and Qualifications

Essential
  • Minimum Nursing / clinical officer / health related degree or equivalent preferred but individuals with experience in leading a quality improvement program can be considered.
  • Ability to work well under pressure and with minimal supervision.
  • Strong interpersonal skills and ability to establish strong working relationships with partners
  • Good analytical skills and ability to plan strategically.
  • Excellent networking and representation skills.
  • Excellent verbal and written skills in English and Kiswahili.
