Lake Victoria North Water Services Board was established under the Water Act 2002, as part of the reforms in the water sector.

The Board is responsible for the efficient and economical provision of water and sewerage services within its area of jurisdiction as authorized by the Licence.

The Board seeks to recruit experienced and dynamic professionals to fill the following positions within its establishment and one of its Water Service provider, Kakamega-Busia Water supply.

1. Board Head Quarters

LVNWSB/P9/2011

Information Communication & Technology Services (ICT) Manager

The position is based at Lake Victoria North Water Services Board headquarters in Kakamega.

The specific tasks will include:-

  • Planning, administering and reviewing the acquisition, development, maintenance and use of computer and telecommunications systems within the Board;
  • Formulating and enforcing information communication & technology (ICT) policies, procedures and systems;
  • Designing, developing, implementing and maintaining databases and information systems for the Board;
  • Planning and coordinating ICT activities such as installation and upgrading of hardware and software; programming and systems design; development of computer networks and implementation of internet LAN/WAN networks.
  • Overseeing the development, implementation and maintenance of security network and Policies;
  • Development and implementation of integrated IT systems by the Board including ERPs;
  • Overseeing hardware maintenance, trouble shooting and user computer disaster recovery structure training;
  • Coordinating the design, development and implementing of computer disaster recovery procedures to minimize on loss of data/or systems;
  • Ensuring Board compliance with prevailing IT Standards and Regulatory requirements
  • Preparation of ICT budgets and proposals.
Job Requirements
  • Bachelors Degree in Computer Studies, Information/Systems Technology OR Equivalent.
  • Relevant professional ICT qualifications such as MCSE, MCITP, CCNA, CCNP, CISSP (Certified Information Systems Security Professional) or equivalents
  • Must be familiar with Windows Server 2008, Oracle and Linux Operating Systems
  • Knowledge of IP Telephony will be an added advantage
  • Demonstration of TCP/IP transmission knowledge an added advantage
  • 5 years experience, 3 of which must have been in a similar capacity.
  • Excellent interpersonal and communication skills
  • Must demonstrate strong leadership, management and analytical skills
2. Kakamega - Busia Water supply

The Kakamega - Busia Water supply, a water service provider currently under interim management of the Board covers Kakamega, Khayega, Mumias, Butere, Nambale, Busia and Matayos towns, wishes to recruit self driven and result oriented candidates to fill the following senior positions.

The duty station for all the candidates shall be in headquarters of water supply offices based in
Kakamega town.

Technical Services Manager

Reporting to the Managing Director, the position is responsible for the following:
  • Directing, coordinating and managing the company’s operations and maintenance of infrastructure to ensure that water and sewerage services are provided at the required standards.
  • Developing a customer focus to the provision of services by forming and maintaining good working relations with customers
  • Managing all major and minor construction works, either by using external consultants or in house resources.
  • Ensuring proper management of the company’s assets such as plant and machinery through effective maintenance and repairs so as to maximize the return on investment.
  • Developing departmental strategies, policies and plans to facilitate achievement of overall company’s objectives.
Requirements for the position:
  • Have a University Degree in Civil Engineering from a recognized Institution with a minimum of 5 years experience in similar environment, three of which should be at senior management.
  • Have excellent interpersonal and communication skills.
  • Demonstrated project management skills and hands on experience in managing consultants and contractors.
  • Must be computer literate and is familiar with standard computer applications.
  • Ability to work under pressure and meet deadlines.
  • Registration with ERB will be an added advantage.

Customer Service Manager

Reporting to Commercial & Finance Manager, the successful candidate will be responsible for
getting the best out of staff to provide customers with the best experience in customer service.

Roles and Responsibilities:
  • Proactively monitoring customer satisfaction and quality of the services through surveys, inspections and the processing of customer grievances.
  • Maximise revenue collections through effective procedures of metering.
  • Develop and ensure existence of prompt response mechanism to customer queries and information.
  • Organize events to educate the stakeholders on services provided by the water service provider.
  • Effectively liaise with customers on service connection and delivery on the basis of clearly understood contracts.
  • Develop and review correspondence and documentation as appropriate regarding interaction with customers and respond to their questions and concerns.
  • Build customer relationships and serve as a liaison between the Water Service Provider and customers.
Requirements for the Position
  • A degree in social sciences from a recognized university. Holders of MBA will have an added advantage.
  • Post graduate training in Public Relations or Marketing.
  • At least five (5) years work experience in a busy utility especially in customer service position, 2 years of which should have been at supervisory level.
  • Strong interpersonal skills.
  • Ability to work under extreme conditions and under intense pressure
  • Excellent ICT Skills
  • Ability to resolve customer problems and concerns with a high level of professionalism and diplomacy;
  • Strong decision maker, proactive team player and organized in their approach to work;
  • Good command of the written and spoken English and Kiswahili language and ability to develop correspondence and communicate effectively and professionally with all customers

Water & Sewerage Manager

Reporting to Technical Services Manager, the successful candidate will be responsible:
  • Overall supervision of water and sewerage staff.
  • Develop plans and programmes for effective operations and maintenance of the water & sewage systems including extensions of water and sewer mains and service connections.
  • Directing and coordinating operations and maintenance of water/sewage mains, water/ sewage pumping stations and treatment plans in the system.
  • Recommend regulations for connections for new systems in the areas where there is inadequacy.
  • Oversee the implementation of continuous and systematic preventive maintenance and the water/sewer network and water/sewage treatment works.
Requirements for the Position
  • Have a University Degree in Water Engineering OR Water & Environmental Degree from a recognized Institution with a minimum of 5 years experience in water and sewerage utility operations, 2 years of which should be at supervisory level.
  • Must be self driven and motivated with a high need for achievement.
  • Must be computer literate especially be conversant with AUTO Card.
  • Must be people oriented and have demonstrated leadership qualities.
  • Able to work under pressure and meet deadlines.
  • Registration with ERB will be an added advantage.

Internal Audit Manager

Reporting to the Audit Committee of the Board functional and to the MD administratively, the
position will be responsible for:
  • Performing risk assessments, contribute to the preparation of annual audit plan and audit programmes;
  • Testing and appraising effectiveness and efficiency of the application of financial, HR and other operating controls;
  • Conducting audits of all operations and systems as detailed in the audit plan;
  • Conducting compliance reviews of organization processes/records to ensure compliance with government, Board and donor requirements;
  • Preparing audit reports and recommendations for improvements to the management;
  • Following up on implementation of audit recommendations;
  • Undertaking special audit investigations as may be required from time to time;
  • Assessing the relevance, reliability, integrity, timeliness and adequacy of programmes and financial information.
Requirements for the Position
  • Bachelors degree in Finance, Accounting or related field with CPA II or CPA (K).
  • CIA and CISA qualification is an added advantage.
  • 3 years experience in auditing department or a professional audit firm in a busy environment with at least 1 year in a supervisory role.
  • Excellent interpersonal, management and communication skills;
  • Computer literacy and familiarity with standard office computer applications; and
  • Ability to work under pressure and meet deadlines

Key Responsibilities
  • Provide administrative and secretarial services in the MD’s office.
  • Attend to inquiries in the MD’s office appropriately including consulting with relevant authorities.
  • Make appropriate decisions in daily office matters, handling urgent matters effectively and efficiently.
  • Maintain sensitive and confidential materials and retrieving them when required.
  • Receive and attend to official guests.
Requirements for the position
  • KCSE C and above
  • Higher Diploma in Secretarial Management (KNEC)
  • Computer proficiency in MS office applications
  • A minimum of 3 years secretarial experience in a busy organization
