Duties
And Responsibilities
The
duties and responsibilities shall include but are not limited to:
Ensure
alignment of the department objectives to the overall university’s strategy.
Leading
the development of the financial accounting and reporting policies and
procedures.
Develop
and monitor the implementation of the annual work plan for finance department.
Ensure deliverables relating to finance and accounts are met and are in line with established timelines and quality standards.
Reviewing
reports on monthly utilization of budgets and making recommendations on the
budget variances to ensure efficiency in utilization of the university
resources.
Developing
the departmental strategic plan in line with the overall university’s strategic
plan.
Overseeing
duty allocation to all the staff members in the department for efficient
service delivery and achievement of all set targets and objectives.
Leading
the development and performance management of staff to ensure the achievement
of both individual and departmental objectives.
Coordinate
recruitment of staff in the department to ensure that internal checks and
balances for effective controls is adhered to.
Reviewing
management reports on cash flows, budget variance reports and advising
management to make an informed decision.
Verifying
monthly bank reconciliations statements, trial balance and other reports to
ensure accuracy.
Formulate
and implement budgetary control policies and procedures to ensure optimal
utilization of University resources.
Institute
and coordinate risk management framework to ensure that university resources
are safeguarded and properly utilized.
Coordinate
preparation of annual departmental procurement plans to ensure provision of
required resources on a timely basis for efficiency.
Reporting
regularly on finance performance of the institution to management and also
report on budgetary variance to inform on financial decision making
Coordinate
accurate and timely processing of payroll and payment of all statutory and
obligatory deductions.
Overseeing
and verifying payment process ensuring accurate payments due to suppliers after
delivery of goods and services.
Liaising
with deans of schools ensures that students are properly invoiced and fee
collection is done in time to ensure continuity of learning.
Submitting
periodic and ad-hoc reports to the National Treasury as required
Coordinate
preparation, review, approval and presentation of Quarterly and Annual
Financial Statements.
Requirements
For Appointment
For
appointment to this grade, one MUST have:
Have a
relevant Master’s degree from a recognized University.
Have
fifteen (15) years relevant experience, at least 5 years as Deputy Director
Finance and Accounts or headed a Finance Department for a comparable
organization for at least 3 years.
Be a
holder of CPA (K).
Be a
registered member of ICPAK and in good standing.
Have a
certificate in proficiency of application of ERP systems in processing
transactions.
Be
consistently demonstrated outstanding qualities for leadership, coordination
and organization capabilities at top management level.
Have
attended a leadership and Management course lasting no less than 4 weeks from a
reputable training institution.
Be a
holder of PhD in relevant fields will have an added advantage.
Have
knowledge of Public Finance Management Act, 2012 (regulations 2015), Public
Procurement and Asset Disposal Act, 2015, local taxation laws and all other
laws governing management and financial reporting.
