Implementation and coordination of the monitoring and evaluation systems in the East Africa and Comoros Region:
- Collaborate with regional teams and partners in East
Africa and Comoros to implement and coordinate Monitoring and Evaluation
plans, including regional and countrylevel grants.
- Guide the East Africa Monitoring and Evaluation working
group in ensuring adherence to Blue Ventures standards.
- Liaise with the global Monitoring and Evaluation
function to align with organisational indicators.
- Support specific project changes as needed.
- Develop and adapt indicators for programme success and
identify system improvements.
- Work with the regional team and partners in East Africa
and Comoros to identify gaps, issues, and improvements in monitoring &
evaluation systems.
- Design methods and tools to address identified needs in
coordination with the global team.
- Ensure transparent data processes and role clarity from
collection to communication for project and programme Monitoring and
Evaluation.
Facilitate analysis, evaluation, and learning:
- Ensure staff access to programme dashboards and online
data sets, providing necessary training and support.
- Develop and maintain visual outputs and conduct priority
analysis for reporting.
- Support partner organisations in data review,
decisionmaking, reporting, and evaluations.
- Code and analyse qualitative and quantitative data with
support from global Monitoring and Evaluation and data for decisionmaking
teams.
- Contribute to external reporting and data communications
efforts.
- Facilitate routine reflection with regional teams and
partners to ensure programme adaptability.
Training, support, and communication with colleagues
and partners:
- Champion Monitoring and Evaluation within the East
Africa and Comoros team, offering guidance and sharing insights.
- Assess Monitoring and Evaluation capacity needs and
develop training plans for team members and partner organisations.
- Deliver Monitoring and Evaluation and data management
training as required.
- Communicate critical findings to the broader team and
propose discussion themes.
- Identify opportunities for knowledge exchange within
Blue Ventures and with partner organisations.
Skills and experience
Required
- Eligibility to work in East Africa (Tanzania,
Mozambique, Comoros, or Kenya).
- Bachelor’s degree in Statistics or its equivalent in a
related field.
- Proficiency in written and spoken English.
- Experience in monitoring and evaluation or project
management, including logical framework development and reporting.
- Competency in data management systems and tools such as
Excel, Tableau, etc.
- Experience in communityled monitoring programmes or
communitybased conservation.
- Knowledge of research design, data management, analysis,
and reporting, including large dataset interpretation.
- Understanding of monitoring method development, sampling
design, and data capture tools.
- Proactive problemsolving skills.
- Ability to collaborate effectively in multicultural
teams and communicate results.
- Remote coordination skills across multiple countries.
- Willingness to travel within the region for incountry
support and training.
Desired
- Experience in smallscale fisheries or international
development.
- Basic proficiency in Kiswahili, French, or Portuguese.
- Experience in the theory of change development and
evaluation processes.
- Expertise in research design, data management, analysis,
and reporting, including extensive dataset interpretation.
- Proven proficiency in data management, statistical
analyses, and data tools usage.
- High level of competency in data management and
analytics tools (e.g., Excel, R).
- Familiarity with mobile monitoring tools like
KoBoToolbox or relevant Open Data Kits (ODK).
- Experience with data visualisation software such as
Tableau, Power BI, and R.
- Knowledge of GIS software.
- Experience in socioeconomic survey development and
implementation.
- Knowledge of social research methods, both quantitative
and qualitative.
