To
provide leadership in Financial Accountability and administrative issues. In
relation to – institutional management, strategic planning, policy formulation,
resource mobilization & optimization. This entails ensuring full compliance
of the management of all projects/programs of the organization with applicable
donor regulations, and instituting and enforcing sound financial management
procedures. Specifically, the job holder is responsible for the functions of
final management, Procurement; applied Information Technology Services;
Accounting; Budgeting; Budget monitoring; Internal control; Compliance;
Reporting and; Grants administration and Human Resource.
Major duties and responsibilities:
- Develop
planning and implementing the administrative operations of the
organization in the areas of financial planning/budgeting, accounting and
control; human resource; procurement and inventory management; staff
travel; premises; security; and communications in accordance with Board
approved Staff and Financial Regulations of KANCO.
- Liaising
with the Donors and Partner Institutions pertaining to the implementation
of signed agreements
- Controlling
and approving financial payments and obligations
- Providing
F&A oversight to all KANCO projects and sub recipients
- Provide
leadership in the preparation of all donor budgets, sub-agreement budgets
and ensure compliance with project and donor rules and regulations
- Provide
substantive assistance and advice to the Executive Director, the senior
management team, implementing partners, and sub grantees, on financial
management practices and procedures, budgeting, reporting, and project
related financial management
- Direct
and manage monitoring processes for budgets and financial transactions,
including preparation of books of accounts
- Establishment
of internal controls, and ensures timely and accurate financial reporting.
- Review
pre-award assessments and audit reports of project partners and
sub-grantees to ensure their capacity to manage project funds as partners
or sub-grantees
- Ensure
accurate, complete & timely financial and management reporting,
including monthly management accounts, balance sheet control
- Ensure
HR policies & processes are in place and adhered to
- Administer
staff payroll
- Line
management of finance team and Operations Support team staff
- Oversee
annual capital budget
- Develop
annual Risk Management plan
- Coordinate
the allocation of vehicles and other assets to staff
- Maintain
and update the employee handbook
- Develop
and advice on organizational and departmental budgets
- Train
program staff on budgeting, financial and accounting procedures.
- Ensure
safe custody of all monies and organizations assets.
- Performing
other tasks as required by the Director
Level
of education:
- Post
graduate qualification (Master degree) in a business discipline with a
financial and accounting emphasis required.
Special
training:
- CPA
(K) or ACCA certification or similar certification
- Human
Resource Management
Other
competencies:
- Skilled
in the use of standard business software and communication skills
- Have
strong influencing and leadership skills
- Have
excellent planning, organisational and time management skills
- Be
resilient and able to work well under pressure, prioritise a heavy

the MS office suite of applications with emphasis on MS Excel, MS Word and
MS PowerPoint.
Job
experience:
Minimum
of seven years’ experience in financial and administrative management in the
NGO sector at similar capacity
