Director Job Vacancy: Kenya Sugar Research Foundation (KESREF)

The Kenya Sugar Research Foundation (KESREF) is a State Corporation under the Ministry of Agriculture whose mandate is to develop and disseminate appropriate technology for enhanced productivity, value-addition, and competitiveness of the Kenya sugar industry.

KESREF is headquartered at Kibos, near Kisumu, and has three outstations located at Mtwapa, Opapo, and Mumias.

The Position:

The KESREF Board is seeking to recruit a suitable candidate to the position of Director of the Foundation based at its Headquarters at Kibos, Kisumu.

Director KESREF is the Chief Executive Officer (CEO) of the Foundation reporting directly to the KESREF Board with whom the CEO will have a Performance Contract.

Under general policy guidance from the Board, the Director KESREF is charged with the overall responsibility of the day to day direction, organization and administration of the Foundation.

The Director is required among other duties and responsibilities to:
• Provide leadership in developing priority programmes of research in the fields specified in KESREF’s mandate.
• Exercise prudent administrative, technical and financial supervision over KESREF resources and inculcate an institutional culture focused on developmental outcomes.
• Develop from the institution’s human resource base a cadre of well-trained staff equipped to carry out purposeful research for national development.
• Develop, embrace and institutionalize performance based measures for evaluating staff across cadre.
• Undertake continuous institutional reforms by developing and implementing appropriate developmental and strategic plans consistent with the overall goal of the country’s Vision 2030.
• Oversee, develop, safeguard and prudently maintain KESREF’s assets in land, buildings and equipment in trust.
• Forge developmental linkages and partnerships with national, regional and international research organizations.
• Ensure compliance with all laid down policies and regulations.
• Ensure the compliance of KESREF with good corporate governance practices and existing laws of the country.
• Prepare for submission to the Board policy recommendations and performance progress reports and implement Board decisions.
• Undertake any other responsibility as may be necessary to achieve the Foundation’s objectives as directed by the Board.
• Maintain positive corporate image and institutional culture.
Required Minimum Qualifications/Competencies/ Experience/Personal Attributes:
• A Kenyan Citizen with a Ph.D. in agricultural sciences or related discipline.
• A Minimum of 5 years post qualification experience in a senior management position, preferably in a recognized research organization.
• Proven ability to mobilize and attract research funds.
• Familiarity with government procedures and regulations.
• A proven track record as a researcher and scientist.
• Excellent communication skills.
• A person of integrity, judgment and ethical/professional behaviour.
• Excellent team leadership, management and organization skills, mindful of the welfare of staff and able to motivate staff to produce successful outcomes.
Term of Offer:

This post is offered on a term of three (3) year contract, renewable subject to satisfactory performance.

The post carries a competitive remuneration package, terms, and benefits commensurate with prevailing Kenya Government policies and guidelines.
