Terms of Reference: WASH Technical Advisor
I. Background to the Consultancy
WASH activities are closely
related to health goals as they represent basic requirements for any health
care service.
However, WASH essential
services, infrastructures and knowledge are often lacking in many health care
facilities (HCF) and at community level, thus decreasing the accessibility and
quality of health services for children and pregnant and lactating women and
having a direct impact on children’s health including nutrition status.
WASH interventions contribute
to improve health, IMCI and nutrition services and practices in health care
facilities and communities.
As a consequence it is expected
to decrease the risk of diarrhoeal disease and environmental enteropathy in
children under 5, and nutrient absorption and immunity and risk of
deteriorating nutritional status.
Tdh implements an integrated
health and WASH program aiming at improving access to quality health, IMCI and
nutrition services for pregnant women and children under 5 years old in Garissa
County through the provision of basic water, hygiene, sanitation and infection
prevention and control services in 15 health care facilities (HCF) and
surrounding communities.
II. Purpose of the Consultancy
The WASH technical advisor will
be responsible of the initial technical assessment, planning, implementation,
and technical supervision of WASH activities in Lagdera, Dadaab and Garissa Sub
Counties in Garissa County under the guidance of the Project Manager.
III. Expected outcomes
Conduct any technical data collection needed for the
identification of WASH needs in the health facilities supported by Tdh with the
Kobo toolbox tools.
Prepare the technical description of renovations,
constructions or improvements related to WASH infrastructure and services at
health facilities.
Prepare the required documentation for the contract
of the service providers for WASH activities following the instructions of the
Logistics Manager.
Prepare any document, procurement procedure or
technical description required for any needed WASH equipment’s, materials, or
services.
Develop, implement, and monitors the WASH projects,
in accordance with multiple objectives, activities and targets outlined within
current donor proposals and in line with projects’ budgets
Ensure that activities are appropriately monitored
and evaluated and proposes, and amendments to WASH strategy, under the
supervision of the Project Manager.
Provide technical support to WASH team members as
needed.
Technical competencies and requirements
Strong knowledge in civil engineering and rural
hydraulics and ability to develop accurate bill of quantities for WASH
facilities construction and rehabilitation
Strong technical drawings skills (CAD) and rigor in
the technical specifications of the work to be carried out
Skills in the logistical processes of construction
management, including tender documents, preparation and monitoring of
construction contracts Knowledge of national and international standards in
terms of construction, especially in health centers facilities including water
supply, sanitation and biomedical waste management.
Experience and competence in mobile data collection
(Kobo and/or ODK collect)
Monitor and inspect progress of construction works,
by making regular follow up visits to construction sites and make sure that
construction works are performed within the agreed deadlines and by respecting
the quality standards previously defined
Check delivery of materials (quality control),
overall supervision of the construction sites and make sure that works are done
according to technical specifications and are corresponding in terms of
quality.
Maintain proper records of all tests carried out to
ensure quality compliance to construction sites
Certify all payments after verification of work
performed at sites in coordination with the project manager.
Attend site meetings with contractors and
stakeholders at regular intervals, and elaborate minutes of meetings.
Advise on works that might eventually incur extra
costs, on time (variations to the contracts, time and cost, if any, shall be
verified and appropriate decision should be taken with the Tdh team)
Propose recommendations related to improvement of
methods and quality of works
Liaise with all relevant institutions to guarantee
an effective progress and conclusion of all construction in all sites including
the defects liability period
Reporting:
Provides compiled meeting minutes reports to the project
manager
Ensures a monthly data analysis reports are
submitted
Upon completion of the assignment, submits handover
report
Contributes to donor reporting upon request
Elaborate all technical documentation related to the
construction/rehabilitation work conducted
Security:
Comply with Tdh security regulations.
Reports any security/safety incident and/or risk to
his supervisor
Others:
Undertake all other duties in relation to its area
of expertise that may be determined by the project manager, the logistics
manager, or the head of programs.
Maintain and ensure a culture of strict
confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
Commits to respect the Child Safeguarding Policy and
the global Code of Conduct.
Reports serious cases of abuse on children
identified by the team to his/her line manager with strict confidentiality.
Education / Qualifications:
A BSc in civil engineering or environmental
engineering is required
Any other degree or certificate related to
environmental health or rural hydraulics will be considered an asset
Experience:
At least 3 years’ technical experience in WASH
related work within international NGOs
Previous experience in emergency response required.
Languages:
Fluent in Swahili, Somali and English (written and
spoken)
IT Knowledges:
Proficiency in the Microsoft Office suite, knowledge
on mobile data collection tools (ODK/Kobo), ability to use CAD software to
design technical solutions and draw technical drawing
