Job Summary: The Regional Ethics Officer- Fraud will carry out fraud investigations and special audits and ensure all key steps in the investigative process are followed. S/he will provide technical support to Country Programs (CPs) and partners regarding fraud prevention, detection and response.
Roles and Key Responsibilities:
·         Ensure key steps throughout the investigative process, including planning, fieldwork, reporting, follow up and case closure, are performed in line with supervisor’s guidance, CRS Fraud Allegation Management Procedures, CRS Policies, local laws and donor regulations
·         Develop or contribute to the development of investigation plans/Scope of Work (SoW) for investigations.
·         Undertake investigations & reviews into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.
·         Develop/modify test procedures and tools for investigations and special audits.
·         Effectively document and prepare comprehensive reports and ad hoc briefs on assigned investigations and, based on analysis and findings, make recommendations for corrective actions and improved controls, and efficiency of CRS’ operations.
·         Provide technical support to CPs and partner/sub-recipient (SR) teams, remotely and on-site, to enable fraud prevention and detection and response and assess capacity of the country programs and partners to prevent, detect, respond to allegations and to take appropriate actions.
·         Support the development and contribute to the implementation of standards and tools, including detection and response processes to fraud, guidelines, reporting formats and how to incorporate such standards into relevant CRS business practices.
·         Support capacity strengthening activities for staff and partners through Identifying partner capacity/knowledge/skills gaps, conducting trainings and workshops, and mentoring and coaching CP and partner staff.
·         Collect data, analyze and carry out research to flag systemic and operational weaknesses contributing to fraud, corruption and other malpractice and share lessons learned and best practices.
Basic Qualifications and Experience:
·         Bachelor’s degree in Accounting, Business Administration or related discipline required.
·         Master’s degree preferred
·         CIA, CFE or CPA or similar qualification required.
·         Minimum of Seven (7) or more years related work experience, ideally with an international organization. At least Three (3) of these years in audit, financial reviews, fund agent and/or investigations assignments.
·         Knowledge of and experience working with USG, DFID, and other major public donors
·         Knowledge of CRS’ accounting systems, policies & procedures (preferred)

Job Summary: The Regional Ethics Officer Safeguarding will carry out safeguarding investigations and ensure all key stepsin the investigative process are followed.
S/he will provide technical support to Country Programs (CPs) and partners with regards to prevention, detection and related safeguarding policy procedures and internal control systems.
Their advice and support will help the strengthening of and understanding of standards for safeguarding, contributing to the continued efficiency and effectiveness of our programming to the people we serve.
Roles and Key Responsibilities:
·         Support initial assessments of allegations of safeguarding violations to determine credibility.
·         Develop or contribute to the development of safeguarding investigation plans/Scope of Work (SoW) for investigations.
·         Undertake investigations into allegations of safeguarding violations to determine breaches of policies, procedures, standards, guidelines, and applicable rules and regulations.
·         Ensure steps of the investigative process, including planning, fieldwork, reporting, follow-up and case closure, are performed in line with CRS guidance on safeguarding allegations management and technical advice and guidance from the Ethics Unit Safeguarding Team.
·         Effectively document and prepare comprehensive reports and ad hoc briefs on assigned investigations and, based on analysis and findings, make recommendations for corrective actions and improved controls.
·         Provide technical support to CPs and partner/sub-recipient (SR) teams, remotely and on-site, to assess structures and capacity of the country programs to comply with safeguarding procedures, applicable local laws, and donor requirements and offer improvements in safeguarding actions to strengthen internal control systems and procedures.
·         Support the development and contribute to the implementation of standards and tools, including detection and response processes to safeguarding violations, guidelines, reporting formats and how to incorporate such standards into relevant CRS business practices.
·         Support capacity strengthening activities in safeguarding violations for staff and partners through Identifying partner capacity/knowledge/skills gaps, conducting trainings and awareness programs, and mentoring and coaching CP and partner staff.
·         Collect and analyze relevant data, evaluating and measuring impact of activities, and capturing and sharing lessons learned and best practices.
Basic Qualifications and Experience:
·         Bachelor’s degree in human resources, psychology, law, counseling or related discipline required. Master’s degree preferred.
·         Minimum of seven (7) years related work experience, ideally with an international organization, with progressive responsibility in operations and/or programming. At least three (3) of these years in human resources, protection programming, or child safeguarding.
·         Knowledge of and experience working with USG, DFID, and other major public donors
·         Knowledge of protection, prevention of sexual abuse and exploitation, and the field of safeguarding.

Job Summary: The Regional Manager – Ethics will be the point person for one or more regions for prevention, detection & response to fraud and safeguarding violations. S/he will provide ongoing support to CPs on safeguarding & fraud prevention and manage and lead a team of investigators, trainers & safeguarding specialists.
Roles and Key Responsibilities:
·         Manage and coordinate investigations and other special audits and ensure key steps over the entire investigation cycle (planning, fieldwork, reporting and follow up) are effectively carried out as per CRS Fraud Allegation Management (FAM) & Safeguarding Allegation Management (SAM) Procedures, Policies, local laws and donor regulations.
·         Engage CP and Regional staff to assess complaints and allegations, formulate investigation plans/SoW and develop modify test procedures and tools for investigations and special audits.
·         Coordinate preparation of and/or prepare comprehensive reports and ad hoc briefs on investigations and, based on analysis and findings, make recommendations for corrective actions, improved controls and efficiency of CRS operations.
·         Provide ongoing support and guidance to the region and CP staff during fraud & safeguarding investigations.
·         Effectively manage the work-flow of individual cases assigned & work towards timely resolution and closure and ensure caseload in the region is managed effectively and Director Field Operations is apprised on all live cases and stage of completion.
·         In collaboration with Region & Country Program management, plan and perform onsite tests and assessments of key fraud prevention and detection processes and internal controls and flag systemic and operational weaknesses contributing to fraud, corruption, safeguarding & or other malpractice and work/influence management to make required changes.
·         Provide technical advice and solutions to regional and CP teams, remotely and on-site regarding fraud prevention detection; strategies to strengthen internal control systems and procedures; and capacity of the country programs to comply with FAM and Safeguarding procedures, applicable local laws, and donor requirements.
·         Monitor, support and coordinate the work of investigative teams to ensure outputs meet quality standards and are delivered according to established schedules.
·         Effectively manage talent and supervise. Manage team dynamics and staff well-being.
·         Provide coaching, strategically tailor individual development plans, and complete performance assessment for direct reports.
·         Contribute to the development and implementation of agency-wide standards and tools, including detection and response processes to fraud and safeguarding violations, guidelines, reporting formats and how to incorporate such standards into relevant CRS business practices.
·         Contribute to capacity strengthening activities in safeguarding violations, fraud and investigations for staff and partners through helping develop training strategies and agendas/curriculums, conducting trainings and awareness programs, and mentoring and coaching to CP staff.
·         Contribute to knowledge management and learning through collecting and analyzing relevant data, evaluating and measuring impact of activities, capturing and sharing lessons learned and best practices, and research and internal reports.
Basic Qualifications & Experience:
·         Bachelor’s degree in Accounting, Business Administration or related discipline required. An MBA or a master’s degree in above specialties preferred.
·         CIA, CFE or CPA or similar qualification strongly preferred.
·         Minimum of ten (10) years related work experience, ideally with an international organization. At least five (5) of these years being a lead in audits, investigations, financial reviews or fund agent assignments.
·         Extensive knowledge of, and experience working with, USG, DFID, Global Fund and other major public donors.
·         Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
·         Supervisory and staff management experience and abilities that are conducive to a learning environment.
