Job Title: Technical Leader for Analytics
Project: Resilience Learning Activity

Overview of Resilience Learning Activity: The Resilience Learning Activity (RLA) USAID / East Africa flagship learning award was fully executed effective October 1, 2019. It will support regional and country-level institutions to conduct and act upon resilience learning for key knowledge gaps in the Horn of Africa, contributing to the region’s Journey to Self-Reliance. By building the capacity of institutions to improve analytical capacity, increase the evidence base for resilience programming, and strengthen CLA systems and networks, RLA will contribute to the HoRN’s objective to strengthen regional and cross-border collaboration and improve evidence-based learning.
Job Summary: The Technical Leader for Analytics for the Resilience Learning Activity is responsible for implementing evidence-based assessments and analysis, overseeing the design and methodology of analytical studies that will be conducted through local organizations. He/She guides the technical direction of the M&E approach and strategy.
Essential Duties and Responsibilities
·         Manages analytics, monitoring and evaluation (M&E) of the program.
·         Provide technical leadership and direction in the implementation of robust and evidence-based assessments and analysis informed by best practice and most recent research;
·         Oversee design and methodology of analytical studies, assessments, and surveys conducted through local organizations;
·         Develop data quality standards and lead data quality assessments (DQA) to assess the validity, reliability, and integrity of reported data;
·         Ensure integration of social inclusion and gender dimensions across assessments and analyses;
·         Oversee design methodology and lead the assessment of institutional M&E capacity;
·         Coordinates with program teams to develop and update the Performance Monitoring Plans and works with the donor on its implementation and updating.
·         Prepares materials and facilitate training on general design, M&E concepts, skills, and tools. Provides technical assistance to ACDI/VOCA staff members and partner organization staff in the utilization and management of monitoring and impact assessment tools.
·         Ensures M&E quality and standards adhere to guidelines and industry standard good practices. Recommends adjustment of policies and strategies where required.
·         Monitors changing needs of target population, identifies opportunities in line with mission and project strategy.
·         Evaluates the integration of project design with program strategy, and the impact of business and technical processes to the program.
·         Conducts qualitative and quantitative program impact surveys to ensure project goals are being met and that the team is able to constantly improve program implementation quality.
·         Conducts qualitative and quantitative program impact surveys able to capture both direct and indirect impacts and beneficiaries;
·         Ensures the completion of impact assessment, baseline, midline, and endline surveys to assess the impact of the project on livelihoods.
·         Conducts regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders.
·         Manage short-term technical assistance and third-party evaluators;
·         Represents ACDI/VOCA and the program during meetings related to M&E and other subjects with donor and government personnel, international organizations, NGOs and others interested in the project’s activities.
Qualifications
·         Advanced degree in evaluation/research methods, economics, development studies, sociology/anthropology, or a related field; additional M&E specialized training or certification preferred
·         Minimum 5 years of experience managing analytics, evaluation, data analysis, qualitative studies, action research, case studies, and meta-analyses
·         Exceptional analytical, communication, and reporting skills
·         Strong management, interpersonal, teamwork, and leadership skills.
·         Demonstrated expertise in M&E activities in resilience, private sector engagement, or humanitarian programming funded by USAID is strongly preferred.
·         Demonstrated experience managing multicultural teams and third-party evaluation contractors.
·         Demonstrated commitment to integration of gender, youth, and social inclusion dimensions.
·         Regional experience and thorough understanding of East African context
·         Fluent language skills in English

Essential Duties and Responsibilities
·         Provide technical leadership and direction in the implementation of learning and adaptive management approaches and interventions based on best practices and global learning.
·         Develop and maintain strong relationships and foster collaboration with diverse stakeholders including implementing partners in the region, research institutions, think tanks, government agencies, donors, private sector, and local organizations.
·         Support the development and test the efficacy of data visualization tools, methods, and analytics to foster learning and adaptive management.
·         Leverage informational sources and innovative and well-established research methods including observations, assessments, surveys, and reports to drive learning and adaptive management.
·         Oversee local organizations’ preparation and implementation of learning events, forums, platforms, conferences, and workshops.
·         Oversee learning and adaptive management and organizational capacity building initiatives.
·         Provide technical assistance and high-level guidance in Design Thinking to field-level facilitators as they lead USAID partners through long-term design processes and consensus-building.
·         Actively support internal and external learning processes, including activity implementation (and events) debriefing, identifying and analyzing lessons learned from technical activities. Manage short-term technical assistance in the areas of learning, instructional design, and institutional behavior change.
Qualifications
·         Advanced degree in management, organizational development, instruction, education, communication, or related field.
·         2 + years experience in the past 4 years of applying adaptive management techniques in complex development programs.
·         2+ years of experience within the past 4 years applying human centered design to group facilitation and/or service design.
·         Strong interpersonal, teamwork, and leadership skills.
·         Thorough knowledge and demonstrated experience applying design thinking principles and tools to solve development challenges
·         In-depth understanding of resilience, food security, livelihoods, or market systems programming.
·         Demonstrated experience in facilitating multi-stakeholder, multi-sectoral learning and adaptive management efforts.

·         Proven expertise in providing learning and adaptive management guidance derived from a wide range of data.
·         Demonstrated experience developing content and coordinating learning events, as well as applying diverse adult and organizational learning including coaching, mentoring, peer-to peer, and others.
·         Proven skills and expertise in women’s empowerment and gender-sensitive contexts.
·         Superb interpersonal, written, and verbal communication skills.
·         Regional experience and thorough understanding of East African context.
·         Fluent language skills in English.

Job Summary: The Driver is responsible for the safe transport of ACDI/VOCA staff and ensuring the vehicles are properly maintained and kept in good technical condition.
Essential Duties and Responsibilities:
·         The incumbent will be responsible for providing transport services project wide to transport project employees on official duty to and from specified places whenever needed.
·         Operate passenger vehicles as directed by the supervisor.
·         Transport project employees and other visitors as assigned
·         Deliver or pick up mails and miscellaneous items to or from specified places.
·         Ensure washing and cleanliness of assigned vehicle.
·         Maintain vehicles in serviceable condition and performs minor preventative maintenance daily. Alert supervisor when need for repair arises.
·         Record gasoline consumption after each refilling. Organize daily travel routes and juggle conflicting requests.
·         Ensure that the road license and insurance stickers and any other mandatory documents of the vehicles are updated on a timely basis.
·         Ensure that vehicles are equipped with the proper equipment; perform other duties as assigned.
·         Ensure all staff in the vehicle sign the online vehicle log sheet accurately.
Qualifications:
·         Secondary School Education and/or Vocational Training required;
·         A minimum of 3 years driving experience, preferably with an NGO. Experience working within North-Eastern Region is an added advantage;
·         Flawless driving record;
·         Current driver’s license – Heavy Duty Vehicles;

Job Summary: The Tech Leader for Knowledge Management (KW) for AA3 is responsible for providing leadership and direction in the implementation of effective KM, content management, and knowledge sharing strategies.
Essential Duties and Responsibilities
·         Provide technical leadership and direction in the implementation of effective KM, that includes tacit and explicit knowledge, content management, and knowledge sharing strategies.
·         Provide guidance on KM governance, social networking, and collaboration.
·         Lead organizational capacity assessments and capacity building related to KM content, architecture, and infrastructure.
·         Support field-level resilience partnerships in designing strategic communication plans for communicating learning to high-level stakeholders (donors, government, etc.) and supporting in the systematic delivery of related products.
·         Actively support the creation of and participation in relevant external and internal information sharing platforms.
·         Oversees techniques for information mapping, dissemination, KM campaigns, strategies for collecting tacit and explicit knowledge,and knowledge audits.
·         Provide support to local organizations that are facilitating learning forums and platforms, communities of practice, trainings, and other forms of knowledge capture and transfer.
·         Provide tailored support to M&E and Learning derived from county specific resources.
·         Manage short-term KM technical assistance and vendors.
·         Actively participate in PREG meetings and task groups as assigned.
·         Serve as Acting COP in the absence of COP.
Qualifications
·         Advanced degree in knowledge management, communications, or other relevant field; additional technical certification preferred.
·         Minimum 5 years of experience in engaging and managing KM and communication activities in the region and/or Kenya.
