Principal Legal Officer
Responsibilities
·         Coordinating provision of legal advisory services to the Authority;
·         Coordinating the Authority’s litigation function;
·         Representing the Authority before the Competition Tribunal;
·         Undertaking drafting of laws and regulations;
·         Monitoring legal and regulatory compliance;

·         Reviewing, advising, and making recommendations on new legislation, subsidiary rules and regulations;
·         Undertaking Governance Audits;
·         Coordinating Gazettement of the Authority’s decisions and other relevant matters;
·         Preparing preventive legal strategies for management of disputes;
·         Coordinating implementation of legal risk mitigation measures;
·         Ensuring realization of Departmental deliverables of the Authority’s Strategic Plan and Performance Contract;
·         Coordinating development of Departmental work plans and budgets; and
·         Coordinating drafting and reviewing contracts, leases and other conveyance documents; and
·         Providing necessary support in the Board Secretarial function.
Qualifications
·         Minimum eight (8) years relevant work experience;
·         Bachelor of Laws degree from a recognized institution;
·         Postgraduate Diploma in Legal Studies from Kenya School of Law;
·         Master’s Degree in Law or other relevant social science from a recognized University;
·         Admitted as an Advocate of the High Court of Kenya;
·         Member of the Law Society of Kenya;
·         AValid Practicing Certificate;
·         Management Course lasting not less than four (4) weeks;
·         Certified Public Secretary, Kenya (CPSK);
·         Membership of the Law Society of Kenya and Institute of Certified Secretaries of Kenya (ICPSK);
·         Proficiency in computer applications;
·         Good communication and interpersonal skills; and
·         Fulfilled the requirements of Chapter Six of the Constitution.

Legal Officer

Responsibilities
·         Undertaking Legal Research;
·         Attending court and keeping requisite records;
·         Drafting legal opinions and Gazette Notices;
·         Ensuring proper filing of legal documents;
·         Tracking Parliamentary Order Papers to track progression of statutory amendments relevant to the Authority’s operations; and
·         Drafting of contracts, leases and other documents.
Qualifications
·         Bachelor of Laws degree from a recognized institution;
·         Postgraduate Diploma in Law from Kenya School of Law;
·         Admission to the Roll of Advocates of the High Court of Kenya;
·         Membership of Law Society of Kenya;
·         Possession of Valid Practicing Certificate;
·         Proficiency in computer applications;
·         Satisfy the provisions of Chapter Six of the Constitution; and
·         Good communication and interpersonal skills.

Principal Risk & Quality Assurance

Responsibilities
·         Coordinating the implementation of risk and quality assurance policies and procedures for the Authority’s programmes;
·         Coordinating the management of risks and other quality assurance processes;
·         Coordinating audits for activities implemented by the Authority and preparing quality assurance findings, and recommendations;
·         Assessing of risks and advising on mitigation measures for activities under the Authority;
·         Conducting internal Quality Management System audits and other quality assurance activities, document non-conformities and monitor corrective and preventive actions;
·         Undertaking post Quality Management System audit reviews to confirm compliance with prior quality assurance recommendations;
·         Collecting, compiling and analyzing data to identify areas for improvement in the quality Management system;
·         Preparing and submitting in a timely manner periodic reports to the Authority on quality assurance activities;
·         Coordinating the development and review of Business Impact Analysis and Business Continuity Plan; and
·         Identifying areas of technical weaknesses and suggesting remedial measures.
Qualifications
·         A relevant Bachelor’s Degree from a recognized Institution;
·         A relevant Master’s Degree from a recognized Institution;
·         A minimum of eight (8) years relevant work experience;
·         A Certified risk management professional or certified Quality Assurance professional;
·         Membership to a relevant professional body where applicable;
·         Good communication skills and interpersonal skills;
·         Management Course or its equivalent lasting not less than four (4) weeks from a recognized institution;
·         Proficient in computer applications; and
·         Fulfill the requirements of Chapter Six of the Constitution.

Analyst

Responsibilities
·         Assisting in the development of planning policies and procedures for the Authority’s programmes;
·         Participating in the implementation of planning policies and procedures for the Authority’s programmes;
·         Assisting in monitoring the implementation of the Authority’s plans; and
·         Preparing and submitting in a timely manner periodic reports.
Qualifications
·         Bachelors Degree in any of the following disciplines: Economics, Statistics, Project Management, Monitoring and Evaluation or any business related degree or its equivalent;
·         Good communication and interpersonal skills;
·          Be proficient in computer applications; and
·         Fulfill the requirements of Chapter Six of the Constitution.

Senior Investigations Officer
Ref No. CAK/06.02/2019
Responsibilities
·         Investigating restrictive trade practices (agreements / concerted practices and abuse of dominance) and drafting investigation reports;
·         Carrying out economic analysis of RTPs and conduct specific market inquiries;
·         Evaluating applications for exemptions and drafting reports;
·         Compiling intelligence on restrictive trade practices in the market;
·         Participating in awareness creation;
·         Assisting in drafting of concept papers on the development of guidelines on restrictive trade practices (agreements, abuse of dominance and exemption applications);
·         Participating in RTP cases hearing conference and settlement agreement hearings where necessary;
·         Implementing cooperation frameworks as appropriate; and
·         Implementing the policies and Quality Management procedures to enable the Department function effectively.
Qualifications
·         Bachelor’s Degree in any of the following disciplines :- Economics, Law, Business Administration, or equivalent qualifications from a recognized institution;
·         Five (5) years relevant work experience in competition Law or any other related field;
·         Investigations course on evidence collection and analysis of not less than a week;
·         Good Communication and Interpersonal skills;
·         Analytical skills;
·         Proficiency in computer applications;
·         Demonstrate competence in work performance and results; and
·         Fulfill the requirements of Chapter Six of the Constitution.

Investigations Officer

Senior Analyst

Responsibilities

·         Analyzing of allocated merger applications and preparing reports;
·         Analyzing of applications of mergers consummated without approval and prepare reports;
·         Analyzing of unwarranted concentration of economic power and prepare reports;
·         Conducting sectoral inquiries regarding unwarranted concentration of economic power;
·         Assisting in the analysis and preparation of reports on mergers with regional dimension;

Principal ICT Officer

Responsibilities
·         Researching, evaluating and recommending new technologies to enhance Authority’s ICT infrastructure;
·         Developing and coordinating network security measures to ensure the integration of the ICT infrastructure;
·         Researching, planning, implementing and coordinating network infrastructure replacements and upgrades;
·         Maintaining Corporate-wide messaging system, Intranet and Extranet sites for the Authority;
·         Managing outsourced ICT service providers and ensuring that service delivery is done according to the Service Level Agreements (SLAs);
·         Participating in developing of ICT standard operating procedures;
·         Coordinating development of technical specifications for all ICT related purchases;
·         Carrying out periodical modifications on the ICT systems as required and ensure adherence to established ICT standards;
·         Coordinating the identification procurement needs for the department;
·         Coordinating the preparation of departmental periodic progress reports; and
·         Coordinating the departmental enterprise risk management and business continuity management;
Qualifications
·         Eight (8) years relevant work experience;
·         Bachelor’s Degree in any of the following disciplines: – Computer   Science/Business Information Technology, Telecommunication/Electronic Engineering or equivalent qualifications from a recognized institution;
·         Masters Degree in any of the following disciplines : – Computer Science or any other/ICT or equivalent qualification from a recognized institution;
·         Certification in any of the following CCNA, MCSE/MCTS/MCITP/ ITIL/CCNP/CEH/SQL;

Principal Analyst

·         Reviewing applications for expansion of branded retail stores and outlets;
·         Analyzing and preparation of reports on cross border issues on buyer power;
·         Coordinating the development of buyer power guidelines;
·         Leading in advocacy initiatives for the Department;
·         Participating in the mediation of disputes between undertakings regarding contracts;
·         Implementing the Departmental deliverables, policies and procedures;
·         Liaising with relevant stakeholders on abuse of buyer power matters;
·         Coordinating the preparation of Departmental reports;
·         Carrying out induction for interns, attachees and young professionals;
·         Participating in the implementation of the performance management system in the department;
·         Assisting in the development, documentation and implementation of quality management systems;
Qualifications

Principal Investigations Officer

Responsibilities
·         Leading in investigations of complaints relating to payment terms, delivery and return of goods, transfer of commercial risks and costs and imposition of other unfavorable terms of trade on suppliers and review investigation reports;
·         Leading in investigations of complaints of discriminatory, arbitrary or any other unfavorable treatment of private labels versus branded goods and review investigation reports;
·         Reviewing applications for expansions of retail stores and outlets to ensure prudent financial management;
·         Reviewing and advicing on intelligence reports on abuse of buyer power in the Kenya market;
·         Leading in mediation of disputes between undertakings regarding supply contracts;
·         Coordinating of hearing conferences and resolution of buyer power complaints;
·         Initiating the formulation of development of Guidelines on prompt payment and Code of Practice by undertakings ;
·         Carrying out advocacy initiatives on buyer power;
·         Liaising with the Legal department in developing and implementing cooperation frameworks;
·         Preparing the development of the Division’s work plan and budget;
·         Carrying out induction for interns, attachees and young professionals; and
·         Participating in the implementation of the performance management system in the department.
Qualifications
·         Bachelors Degree in Economics, Law or Business Related subject or equivalent qualifications from a recognized institution;
·         Masters Degree in Economics, Law or Business Related subject or equivalent qualifications from a recognized institution;
·         A minimum period of eight (8) years relevant work experience;
·         Professional qualification and membership to a professional body where applicable;
·         A Certificate in Management Course lasting not less than four (4) weeks;
·         Investigations Course on evidence collection, analysis and reporting of not less than two weeks;
·         Demonstrate competence in work performance and results
