Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1.

Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria.
Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world.
Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.
The PMI VectorLink Kenya Project is led by Abt Associates, an international development organization composed of dedicated professionals who provide technical assistance, research, analysis, and practical training services in more than 128 countries.
The PMI VectorLink Kenya Project seeks a candidate for the USAID-funded PMI VectorLink Kenya Project in the following position:-
Chief of Party
Duty Station / Location: Nairobi, Kenya
Under the supervision of the US-based Project Director, the Chief of Party manages, and supervises the successful implementation of the Vector Control TO1 Project, and acts as the primary liaison between the project and the local USAID mission, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various other malaria stakeholders in-country.
The COP is required to provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to assure IRS campaigns meet desired outcomes, are completed on-time, and within budget.
Specific responsibilities include:

·         Represents Abt Associates and the PMI VectorLink Project to the PMI Advisor of the USAID Mission, the NMCP, county public health officials, and other key stakeholders.
·         Carries full authority and accountability for project decisions, as delegated by the U.S.-based Project Director.
·         Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners and stakeholders.
·         Leads the development and production of all deliverables, including annual country work plans, semi-annual reports, and End-of-Spray reports.
·         Ensures that all country planning activities, spray operations, technical compliance measures, and other deliverables are achieved in a timely manner.
·         Develops a capacity-building plan for transferring IRS knowledge and skills to local institutions, and develops important connections for assuring an increased role of local institutions in IRS campaign planning, implementation, and monitoring.
·         Ensures that gender initiatives increase the participation of women at all levels and in all aspects of IRS programming, and ensure their safety.
·         Supervises and mentors the Operations Manager, F&A Manager, Technical Manager and others as needed.
·         Ensures that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Abt policies and procedures.
·         Oversees the development and timely implementation of monitoring plans for all project activities and ensures that data required for USAID performance benchmarks and results frameworks are produced.
·         Ensures that project budget projections, expenditure, tracking and reporting are in accordance with USAID and Abt Associates requirements, procedures and practices.
·         Ensures that lessons learned and best practices are documented and shared.
Qualification requirements include the following:
·         Master Degree (minimum), or a Doctorate Degree (desirable), in Public Health/Health Administration (or other relevant health specialization) or Business Administration. Candidates with Medical Degrees are also desirable.
·         10 – 15 years of relevant international health experience, including significant experience in the area of malaria prevention and control.
·         Experience in the geographic/cultural region of the project is preferred.
·         At least 5 years of senior project management experience in large international health projects/programs.
·         Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams, ranging from 10 to 30 employees.

Operations Manager
Duty Station / Location: Nairobi, Kenya
Under the supervision of the Chief of Party, the Operations Manager provides organizational and logistical management for the project’s Vector Control TO1 operations in country.
Specific duties and responsibilities include the following:
·         Manages the overall planning and implementation of all project spray operations, including:
1.   Developing annual operations activity schedules,
2.   Conducting geographic reconnaissance,
3.   Identifying, and overseeing the preparation and renovation of, spray operation sites/bases,
4.   Organizing annual planning meetings with NMCP, other local stakeholders, and spray districts,
5.   Determining spray operation labor requirements, and overseeing the recruitment of seasonal spray personnel,
6.   Quantifying requirements for insecticides, sprayers, PPE, and all other equipment and supplies,
7.   Confirming specifications for PPE, and all other equipment and supplies procured locally,
8.   Organizing micro-planning meetings.

Qualification requirements include the following:
·         Bacherlor’s Degree in Public Health, Environmental Health, or other relevant field (Masters desirable).

Country Finance & Administration Manager
Duty Station / Location: Nairobi, Kenya
Under the supervision of AIRS Kenya’s Chief of Party, the Country Finance & Administration Manager oversees and directs all aspects of finance and administrative support for the PMI VectorLink Project in Kenya.
Specific duties and responsibilities include the following:
·         Develop, manage, and monitor project budgets and annual workplans.
·         Prepare accurate financial reports, and monthly cash fund’s request in close coordination with senior project staff.
·         Prepare annual site office revenue projections and update budget tracker forecast on a monthly basis
·         Ensure that the project operations are in compliance with all USAID and Abt policies and procedures.
·         Support the startup, general operations, and closedown of the IRS program in Kenya.
·         Manage the financial operations and financial reporting of the country program, providing guidance, training and technical assistance to financial and non-financial management personnel.
·         Supervise and coach the project Accountant, Finance Assistants and other Administrative staff
·         Conduct a financial brown bag in a quarterly basis to build the financial capacity of technical and operations personnel on different financial topics including compliance, travel, budgeting, forecasting and procurement.
·         Create and maintain financial reporting and tracking systems that provide basic data measurements on financial performance of project activities and develop/recommned cost cutting and compliant strategies to implement the project with less resources
·         Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices.
·         Manage the timely submission of the monthly field expenses (ROV) to the headquarters office.
·         Serve as the project’s contact with the client on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns.

Procurement Officer
Duty Station / Location: Nairobi, Kenya
Under the supervision of the Chief of Party, the Procurement Officer supports the procurement functions of the PMI VectorLink Project in Kenya.
Specific duties and responsibilities include the following:
·         Planning and coordinating procurement of goods and services
·         Consult with and educate departments about sourcing strategies, supplier outreach and procurement processes/requirements
·         Property Administration – Tag and track assets and controllable assets project-wide, handle moving and storage needs for all departments, ensuring compliance with records retention requirements of the program
·         Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems
·         Book and track accommodation in Kisumu and project area in collaboration with the county coordinator.
·         Assist in planning logistics for meetings/seminar/trainings, providing the location and materials, as well as supervising the process of paying per diem and snacks/meals.
·         Check the process of filling in logbooks by motorists and summarize in Excel for tracking fuel usage.
·         Manage the project vehicle maintenance.
·         Lead project in performing procurements, including identifying reliable service providers, evaluating quotes, preparing the bid analysis, giving recommendations after approval, requesting invoices.

Entomology Technical Manager
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Kenya Chief of Party and with “dotted line” reporting to the PMI VectorLink Project’s UK-based Entomology Advisor, the Entomology Technical Manager provides leadership and management oversight of all of the project’s entomological surveillance activities in Kenya, in collaboration with the National Malaria Control Program (NMCP), coordinate and oversee the project’s key entomological monitoring activities for IRS and will guide key project and country-level IRS decisions based on data analysis and interpretation.
Specific duties and responsibilities include the following:
·         Leads the development of an entomological monitoring plan, in collaboration with national counterparts at the NMCP or designated research institution.
·         Reviews the content of communications materials for technical accuracy.
·         Manages field-based entomology teams to ensure monthly data collection, data quality and control.
·         Ensures the transfer of technical skills to local institutions.
·         Responsible for producing high quality entomological reports, including spray quality reports.
·         Coordinate the implementation of the following set of entomological field activities:
1.   The establishment of sentinel sites in each target district.
2.   Pre- and post-pyrethrum spray collections to monitor indoor resting vector populations
3.   Wall bioassays two to three weeks after every spray cycle to evaluate the quality of spraying.
4.   Wall bioassays monthly in selected districts to evaluate the residual efficacy of insecticide.
5.   Vector susceptibility studies annually for all currently used and candidate insecticides in order to monitor resistance status.
·         Provide guidance and support to a focal counterpart from the MOH/NMCP or research institution for the supervision of district-level field teams of entomological technicians or vector control officers who perform mosquito collections and tests.
·         Ensure that the field teams follow all WHO approved guidelines, protocols, and techniques for mosquito collections and tests.
·         Ensure that all data from all collection activities are recorded on data entry forms, perform mosquito identifications, and undertake data analysis and prepare monitoring reports.
·         Implement capacity-building efforts to increase and expand the skills of local counterparts and field team technicians.
Qualification requirements include the following:
·         Bachelors Degree (minimum), or a Masters Degree (desirable), in Entomology, Public Health, Environmental Health, or other relevant field.

Monitoring & Evaluation (M&E) Manager
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Chief of Party, the Monitoring & Evaluation (M&E) Manager focuses on surveillance and information management, monitoring programmatic IRS delivery, and evaluating associated epidemiological, entomological and environmental impact in targeted communities.
Specific duties and responsibilities include the following:
·         Lead the needs assessments and baseline surveys/data collection process prior to IRS campaigns.
·         Lead establishment of routine M&E systems to support tracking of IRS program activities, progress, and performance.
·         Improve programmatic monitoring efforts through managing the data collection of routine spray activities from county-based spray teams and reporting the data for internal and client use.
·         Design, review and test M&E tools for reporting formats and data collection.
·         Ensure appropriate skills are maintained with the national and county IRS staff through focused trainings for continued maintenance of the established M&E tracking systems.
·         Track and report data on all project indicators to the Abt Home Office, PMI/Kenya and PMI/Washington. This includes regular updating of the project’s official Monitoring and Evaluation Plan.
·         Provide overall technical guidance and supervision of the M&E team.
·         Prepare performance monitoring plans, including developing and defining program indicators and sources of data, as well as annual reports and other project documents.
·         Conduct periodic internal Data Quality Assessments and prepare the project for possible external Data Quality Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
·         The position requires frequent travel to IRS implementing counties and field sites for routine monitoring, program supervision, and support.
Qualification requirements include the following:
·         Masters Degree in a relevant social science field such as MPH, Environmental health, Community Health, Epidemiology or Biostatistics.
·         At least six (6) years of relevant professional experience in program monitoring and evaluation and in research, with previous IRS or other malaria program experience desirable.

Environmental Compliance Officer
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Chief of Party, the Environmental Compliance Officer is responsible for overseeing program compliance with United States Government (USG) and Government of Kenya environmental regulations, and program adherence to requirements as laid out in USAID Initial and Supplemental Environmental Assessments and Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP) and its amendments.
Specific duties and responsibilities include the following:
·         Tracking the status of pesticide and geographic spray area decisions with PMI and NMCP, and determining the 22 CFR 216 documentation needs for the upcoming campaign.
·         Timely preparation of a country-specific Supplemental Environmental Assessment, amendment, or Letter Report, as appropriate.
·         Development of waste management plans prior to the initiation of spray activities describing the disposition plan for each waste stream generated during the spray season.
·         Determining the registration status of proposed pesticides in the country of use prior to shipment, and ensuring that registration needs are satisfied before the arrival of pesticide.
·         Ensuring that quality assurance testing on pesticide samples is performed and demonstrates that the pesticide meets specifications prior to shipment.
·         Performance of smart-phone Pre-Season Environmental Compliance Assessments for each operational site (soak pit and/or storeroom) two months prior to spray.
·         Performing vehicle inspections prior to AIRS signing lease agreements to be sure that all proposed vehicles meet Best Management Practice (BMP) requirements.
·         Tracking and supervision of work required on operational sites prior to commencement of spray. Confirming soak pit construction according to BMPs.
·         Providing or overseeing the annual environmental compliance training of spray teams and storekeepers, as well as Abt staff as necessary.
·         Performing a Pre-Season Environmental Compliance Green Light Inspection for each operational site 1-2 weeks prior to spray.
·         Continual supervision of spray operations and completion of BMP checklists throughout the spray season.
·         Oversight of the closure of seasonal operational sites at the end of the spray season, and documenting proper storage of equipment and leftover pesticides.
·         Oversight of waste management activities (incineration of sachets and masks, recycling of other wastes where possible, thorough washing of disposable items) to be sure that wastes are managed responsibly.
·         Preparation of the EC portion of the End of Spray report, including a description of the important points noted throughout the campaign, and a consolidation of the information gathered from supervisory inspections. .
·         Identifying needs for next year’s spray campaign.
·         Using data from the smart phone data collection system to optimize operational site selection and optimization.
·         Developing a database or system of spreadsheets to consolidate all necessary and useful information pertaining to environmental compliance in the ECO’s country, and US requirements under US 22 CFR 216.
·         Lead and coordinate environmental compliance efforts for all program spray activities, inlcuding the implementation and oversight of procedures for:
1.   Quality and safety of insecticide procurements;
2.   Procedures for distribution, storage, and handling of insecticides; and
3.   Procedures for disposal of insecticide, waste products, and package material in accordance with national and international standards.
·         Training and technical assistance to IRS implementation teams and counterparts.
·         Liaison with project counterparts from the Ministry of Health, and other regulatory and governmental authorities.
·         Position is based in Kisumu, with frequent travel to field sites to monitor IRS operations and implementation.
Qualification requirements include the following:
·         Bachelor’s Degree in Public Health, Environmental Health, Environmental Sciences or other relevant field.

IT Specialist
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Kenya Monitoring and Evaluation (M&E) Manager, the IT Specialist manages the project’s computer network and mobile technology at all locations in Kenya.
Specific duties and responsibilities include the following:
·         Provide technical support for major and/or urgent problems with LAN or any of its components (server crash, firewall, virus attack, hard drive failure, etc.).
·         Reimage and join laptops to the domain.
·         Provide on-call assistance to individuals as needed.
·         Provide training to staff upon orientation on various IT policies and procedures of the organization as well as ensuring non IT staff are provided with adequate and appropriate training based on the needs identified.
·         Proactively notify Tier2 support (Abt IT) about issues and work with Tier2 to resolve.
·         Perform Window Server maintenance and administration, including installing Windows 2008 patches and upgrades (Service Packs).
·         Monitor server logs and perform necessary operations to ensure the proper state of the systems.
·         Monitor that the Symantec Antivirus software and virus definition updates are being deployed to the server and client PCs. Ensure that any PC deployed to the field has the project standard antivirus protection and is configured to receive virus definition updates via Internet/Symantec LiveUpdate. Run a weekly antivirus status report from the Symantec Antivirus Console.
·         Perform File Server backups (weekly full backup, daily incremental on file server, and monthly backups of file server and users data). Using Symantec
·         BackupExec 2010, confirm scheduled backup jobs are successful. In conjunction with International IT, perform quarterly data recover validation from backup.
·         Monitor site firewall, managing VPN accounts, if any.
·         Monitor File Server (Group Policy, NTFS permissions, EFS).
·         LAN Administration: create and modify user accounts and privileges/rights (for network and exchange); manage disk space, printer queues, and internet connection; and update antivirus software and definition files.
·         Perform desktop and laptop computer support, including performing routine preventive maintenance (disk scan, deleting temp files, defragmentation, etc.); install software patches and upgrades, troubleshoot hardware or software problems; and ensure users are backing up their data files on the server.
·         Maintain IT Equipment Inventory (format provided).
·         Write and maintain a Disaster Recovery Plan (template provided).
·         Provide basic training on MS Office 2010 products.
·         Work closely with and supervise the M&E/IT assistants.
·         Participate in monthly All IT Manager Meetings with Abt IT Management.
·         Initiate monthly conference call and written summary report with Abt IT Management. Review monthly activity, articulate and implement Action Plans relating to identified IT needs.
·         Ensure a consistent frequency for backing up project data.

Entomology Technical Coordinator
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Technical Manager, the Entomology Technical Coordinator will be responsible for overseeing all entomology work conducted including field experiments and collections, laboratory analysis of samples, data management and ultimately assisting with report writing including preparation of tables and graphs.
The Entomology Technical Coordinator will be responsible for developing schedules for field entomology testing and laboratory analysis of samples as well as close supervision of field entomology teams and implementation of standard operating procedures.
Specific tasks include the following:
·         Develop schedules and targets for the field, laboratory, insectary and data teams.
·         Ensure that quality assurance measures are put in place and adhered to in all data collection.
·         Provide regular supervision of field, insectary, data and laboratory teams to ensure accuracy of data.
·         Monitor progress and meet milestones according to a predefined work plan.
·         Conduct preliminary analysis of data and report writing as required by the Entomology Technical Manager.
Qualification requirements include the following:
·         Minimum BSc in Biomedical sciences or related fields with at least 2 years experience working in a busy entomology research environment.
·         Detailed knowledge of field and laboratory entomology procedures.

Information, Education and Communications (IEC) / Behavior Change Communications (BCC) Coordinator
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Operations Manager, the Information, Education and Communications (IEC) / Behavior Change Communications (BCC) Coordinator is responsible for the coordination and implementation of community IEC and mobilization in line with PMI AIRS objectives and the Ministry of Health at county level.
S/he will facilitate all community mobilization, branding/marking and communication activities working closely with the local authorities and leadership to position IRS pre and post spraying activities.
Specific duties and responsibilities include, but are not limited to the following:
·         Ensure strengthened partnerships and collaboration between county partners, including civil societies and community leaders.
·         Supports the implementation of the community outreach programs and communication interventions (identifying the most impact channels and mobilization efforts) within the targeted counties and communities.
·         Develops and writes regular documentation of activities including lessons learned and success stories.

·         In collaboration with the Operations Manager, lead in development of and implementation of IEC strategies for IRS campaigns.
·         Develop and review IEC/BCC key messages/materials in collaboration with VectorLink Kenya team and government stakeholders.
·         Conducting community mobilization, awareness and sensitization on IRS in collaboration with relevant stakeholders.
·         Evaluate and document impact of IEC/BCC activities in collaboration with other stakeholders.
·         Develop community mobilization calendar in line with the spray calendar.
·         Coordinate mobilization training.
·         Supports the planning and implementation of information and education campaigns aimed at improving community awareness about IRS in the counties in collaboration with county based government partners.

·         Liaises with other government and non-government communications organizations and provides program information for media dissemination.
Qualification requirements include the following:
·         Bachelors Degree in Communications, Public Health/Environmental Health, Community Health, Environmental Studies, or other relevant field. Masters degree in relevant field is an added advantage
·         Minimum four (4) years of relevant professional experience in communications, community outreach, or public education, with previous IRS or other malaria program experience highly desirable.

Supply Chain Coordinator
Duty Station / Location: Kisumu, Kenya
Under the supervision of PMI VectorLink Kenya’s Operations Manager, the Supply Chain Coordinator is responsible for the inventory management, logistics functions, and overall IRS supply chain coordination.
Specific duties and responsibilities include the following:
·         Provide support, leadership, and management of IRS supply chain at County level in collaboration with CHMTs.
·         Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
·         Oversees storage, distribution, and transport of IRS commodities and equipment throughout the project implementation area.
·         Supervises and supports seasonal Warehouse and Store Managers, and organizes capacity-building interventions to elevate their skills.
·         Manages the logistics for all project activities, including spray operations, entomological activities, community mobilization, events such as workshops and meetings etc.
·         In collaboration with the Operations Manager:
1.   Ensures health and safety measures are in place and followed at all store and spraying locations.
2.   Ensures timely collection and transportation of contaminated, non contaminated and obsolete IRS wastes from the opertation sites stores to their respective disposal facilities. Helps to train drivers, Washers and warehouse managers on environmental compliance issues.
·         Working in close collaboration with the Operations Manager, supports all aspects of an IRS campaign including procurement, commodity distribution, supervision, environmental compliance, Community mobilization and M&E.
·         Perform any other duty assigned by the supervisor.
Qualification requirements include the following:
·         Minimum diploma certificate in Logistics, Business, Management, Administration, or other relevant field. Bachelors Degree in above courses is highly desirable

County Coordinator – Homa Bay County
Duty Station / Location: Homa Bay County, Kenya
Under supervision of the Operations Manager, the County Coordinator will focus on programmatic and management oversight for all aspects of the project’s spray operations in their assigned county (ies), including spray campaign planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting.
S/he will coordinate closely with county government counterparts, and oversee the activities of project field support staff and seasonal spray teams.
Specific responsibilities include:
·         Manage rigorous IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with county level Ministry of Health counterparts.
·         Work in collaboration with the County Malaria Control Coordinator (CMCC) and IRS steering committee at the County Health Office to manage the planning and coordination of IRS activities.
·         Oversee the recruitment, training, and supervision of IRS spray and IRS Mobilization teams.

Entomology Lab Technician
Duty Station / Location: Kisumu County, Kenya
Under the supervision of the Technical Manager, the Entomology Lab Technician will be in charge of all entomology lab activities, will perform all the molecular analyses and sample archiving and will oversee the sample sorting and insectary laboratories.
Specific duties and responsibilities include the following:
·         Receive samples from the field and verify their condition and number.
·         Perform ELISA tests for detection of sporozoite in mosquitoes.
·         Perform DNA extraction in mosquitoes for species identification PCR to differentiate different species of mosquitoes and real-time PCR for detection of kdr alleles in mosquitoes for insecticide resistance monitoring.
·         Maintain safe working standards in all laboratory procedures and ensure proper storage of biological samples.
·         Keep inventory of all lab equipment and consumables and make requests for additional supplies through the PMI VectorLink Kenya Technical Manager.
·         Generate regular lab reports and submit to the PMI VectorLink Kenya Technical Manager.
·         Submit all lab generated data to the data clerk for entry in timely manner.
·         Conduct WHO susceptibility and CDC bottle assay tests for evaluation of insecticide resistance in malaria vectors.
·         Be available to perform any additional task as assigned responsible for timely and high quality field entomological work and will work with the Entomology
·         Laboratory Technician, Insectary Technician and Data Entry Clerk to ensure uninterrupted, high quality entomological activities.

Database Coordinator
Duty Station / Location: Kisumu County, Kenya
Under the supervision of the Monitoring & Evaluation (M&E) Manager, the Database Coordinator supports the implementation of the M&E system of the PMI VectorLink Project in Kenya.
Specific duties and responsibilities include the following:
·         Participates in the collection, cleaning, analysis, and reporting of M&E data according to the project’s M&E plan.
·         Tests and maintains functionality of the M&E database, including performing periodic updates and improvements.
·         Trains data entry clerks and M&E assistants on the database needs of the program.
·         Supports the preparation and set up of data centers before and during each spray campaign.
·         Assists in the regular monitoring of project implementation against established targets and objectives, including supervising data collection in the field and data entry clerks at the data centers.
·         Support proper record keeping, filing system and archiving plan for each data center.
·         Supports periodic internal data quality assessments and prepares the project for possible external (DQAs) to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
·         Contributes to the project’s work in HMIS, and in linking country-level HMIS to project monitoring and evaluation, as appropriate.
Qualification requirements include:
·         Secondary School completion (minimum), or a Bachelor’s Degree in Statistics, information technology, Community Health, Sociology, or other relevant field (desirable).
·         At least one (1) year of relevant experience in database management, monitoring & evaluation, or other relevant social science activities.
·         Familiarity with quantitative and qualitative research methods.

Entomology Data Entry Clerk
Duty Station / Location: Kisumu County, Kenya
Under the supervision of the Technical Manager, the Entomology Data Entry Clerk will coordinate the flow of data from the entomology field teams to the lab, from the lab to the entomology database, and ultimately from the entomology database to project reporting.
Specific tasks include the following:
·         Develop, update and load all data forms to the server needed for any field work or lab entries.
·         Ensure that quality control and quality assurance measures are put in place and adhered to in all data generation and handling procedures.
·         Perform back up of data and ensure adequate security for data sets and equipment used in data collection.
·         File all paper forms and perform documentation of for both physical and electronic filing.
·         Monitor daily transmission of data from the field to the server, performing daily data downloads of field data and verification with the with the field team for any cleaning.
·         Work with field staff to ensure accuracy and help in trouble shooting.
·         Perform data entry for laboratory and field generated data as required.
·         Perform printing of all forms needed for both field work and lab procedures.
·         Conduct preliminary analysis of data as required by the Entomology Technical Manager.
Qualification requirements include the following:
·         Secondary School (Diploma A2).
·         Experience in laboratory data entry work for at least six (6) months.
·         Knowledge in computer skills (ability to work with Microsoft Access and Excel in handling data).

Entomology Field Technician
2 Positions
Duty Station / Location: Kisumu County, Kenya
Under the supervision of the Technical Manager, the Entomology Field Technician will be responsible for timely and high quality field entomological work and will assist the Entomology Laboratory Coordinator with managing the insectary and laboratory in Kisumu.
Specific duties and responsibilities include the following:
·         Support implementation of the following set of entomological field activities:
1.   establishment of sentinel sites
2.   pre- and post-pyrethrum spray collections to monitor indoor resting vector populations
3.   wall bioassays 1 to 2 weeks after every spray cycle to evaluate the quality of spraying.
4.   wall bioassays activities monthly in selected localities to evaluate the residual efficacy of insecticide.
5.   vector susceptibility studies annually for all currently used and candidate insecticides in order to monitor resistance status
·         Participate in other field activities as required
·         Perform morphological mosquito identification for Anopheles and culicine species.
·         Assist with procurement requests related to the field entomological activities
·         Adhere to the Standard Operational Procedures for these activities
·         Support when required Entomology Laboratory Coordinator in managing the laboratory activities and insectary operations.
·         Ensure proper and timely data recording and entry.
This position may require frequent visits to the field and sentinel sites for mosquito collection.

Under the supervision of the Technical Manager, the Entomology Insectary Technician manages the insectary located in Kisumu.
Specific duties and responsibilities include the following:
·         Maintain the mosquito colony in the insectary.
·         Ensure the feeding of lab animals and mosquito colony.
·         Ensure and coordinate the cleaning of the insectary.
·         Establish regularly the needs required for the insectary.
·         Ensure the appropriate storage of equipment and animal food.
·         Ensure appropriate records are kept in the laboratory log books.
·         Assist with procurement requests related to this activity.
·         Adhere to the Standard Operational Procedures (SOPs) for these activities.
·         Participate in other field activities as required.

Accountant
Duty Station / Location: Kisumu County, Kenya
Under the supervision of the Country Finance & Admin Manager, the Accountant records project financial transactions, posts to appropriate projects and tasks, prepares periodic financial statements and reports, and keeps the records of the accounts books up to date.
Specific duties and responsibilities include the following:
·         Records expenditures, income, and any other related transactions, in the books of accounts.
·         Prepares payment vouchers and corresponding checks.
·         Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.).
·         Prepares monthly bank reconciliations.
·         Checks petty cash payments and periodically reconciles petty cash balances.
·         Keeps a register of fixed assets and maintains an easy cross reference system of all government property.
·         Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
·         Prepares the monthly ROV in accordance with Abt Associates procedures and policies.

Driver- Nairobi
Duty Station / Location: Nairobi, Kenya
Under the supervision of the Procurement Officer, the Driver operates and maintains project vehicles to meet the transportation needs of the PMI VectorLink Project in Kenya.
Specific duties and responsibilities include the following:
·         Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits.
·         Transport project equipment, materials, supplies and documents to project sites
·         Maintain up-to-date record keeping systems for vehicle issues including fuel, mileage, and trip logs.
·         Observe all company vehicle utilization policies, in country traffic laws.
·         Maintain project vehicle, including keeping accurate records, and following a schedule of routine maintenance, repairs and cleaning.
·         Ensure the readiness of the vehicle for transport service by checking oil, water, fuel, and tires, maps, and conducting safety and security inspection prior to driving.

Driver – Kisumu
Duty Station / Location: Kisumu, Kenya
Under the supervision of the Procurement Officer, the Driver operates and maintains project vehicles to meet the transportation needs of the PMI VectorLink Project in Kenya.
Specific duties and responsibilities include the following:
·         Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits.
·         Transport project equipment, materials, supplies and documents to project sites
·         Maintain up-to-date record keeping systems for vehicle issues including fuel, mileage, and trip logs.
·         Observe all company vehicle utilization policies, in country traffic laws.
·         Maintain project vehicle, including keeping accurate records, and following a schedule of routine maintenance, repairs and cleaning.
·         Ensure the readiness of the vehicle for transport service by checking oil, water, fuel, and tires, maps, and conducting safety and security inspection prior to driving.
·         Perform project routine business around the region, such as receiving and delivering official project documentation to and from county office, general office purchasing, and photocopying.

Finance & Administration Assistant
Duty Station / Location: Nairobi, Kenya
Under the supervision of the Country Finance & Administration Manager, the Finance & Administration Assistant provides a wide range of administrative and logistical support to the PMI VectorLink Project Office in Nairobi and Kisumu.
Specific duties and responsibilities include the following:
·         Perform general clerical duties, to include but not be limited to photocopying, scanning, faxing, filing, and mailing.
·         Provide office administrative support including organization and facilitation for internal meetings, drafting agendas, and taking minutes;
·         Maintain hard copy and electronic versions of a project archive, including contract and subcontract documents, client approvals, consultant documents, travel files, procurement files, project deliverables, project reports , and minutes of meetings.
·         Manage and document correspondences between project offices, the home office, the client, other partners, and stakeholders.
·         Answer incoming telephone calls, take complete and accurate messages for people who are not available, and ensure they receive the messages.
·         Coordinating air travel, taxi and office transport for staff
·         Overseeing day-to-day office administrative services
·         Greet, advice, and escort guests.
·         Purchase, store and distribute office supplies.
·         Ensure timely settlement of office bills.
·         Make logistical arrangements for project staff traveling outside their region or for international visitors.
·         Prepare and send pouches to counties as needed.
·         Performing any other duties as assigned by the supervisor.
Qualification requirements include the following:
·         High School degree with a Diploma in Business Related field highly desirable.
·         At least one (1) year prior experience in office administration.
·         Knowledge and experience with Windows, Word, Excel, PowerPoint, and other data processing and graphical presentation software.
·         Ability to assess problems and develop solutions.
·         Excellent inter-personal communication skills and excellent organization skills.
·         Preference for candidates who have experience that relates to USAID-funded projects or other international development experience.
·         Fluency in English.
