UCSF Global Programs is seeking to
recruit a highly competent Procurement Manager
Qualifications and Experience Required:
·
Bachelor’s degree in procurement or
supply chain management.
·
Master’s degree in supply chain
management, business administration, or other related field is preferred.
·
Member of the Chartered Institute of
Purchasing and Supplies (CIPS) or equivalent is an added advantage.
·
At least 7 years of experience in
procurement and supply chain management in a large complex public health
institution.
·
Demonstrated experience in effective
vendor management
·
3-5 years of supervisory experience

Roles and Responsibilities:
·
Manage the supply chain function
including procurement of goods, works and services, asset tagging, and
inventory management, to include disposal of equipment and inventory as per
policy.
·
Ensure compliance with Global
Programs procurement regulations and donor requirements.
·
Spearhead vendor prequalification and
maintain an accurate and up to date pre-qualified vendor database
·
Designs, recommends and implements
automated procurement systems.
·
Assist the program teams to develop
and implement specifications for procurement
·
Responsible for contract negotiation,
review and management in conjunction with the program team.
·
Coordinate and manage the request for
proposal (RFP) process.
·
Prepare and share regular procurement
reports with relevant staff.
·
Liaise with the finance team to
streamline vendor payment processes
·
Liaise with staff on the procurement
policy to ensure adherence
·
Provide supervision and training for
all procurement staff.
·

Job Purpose: Responsible for managing financial functions at Global
Programs.
The Finance Manager will monitor the
implementation of financial systems, budgeting, expenditure tracking, financial
reporting, and preparation of donor financial reports and management of other
financial duties.
Qualifications and Experience Required:
·
Bachelor’s degree in finance,
accounting or related field. MBA in a related field is preferred.
·
Certified Public Accountant (CPA) or
Association of Chartered Certified Accountants (ACCA) qualification.
·
7 years of experience in financial
management
·
Experience working in an
international non-governmental organisation (iNGO) environment.
·
Experience in financial management of
US federal awards issued by agencies such as US Centers for Disease Control and
Prevention (CDC) and National Institute for Health (NIH) as well as other
donors.
·
Experience in budgeting and variance
reporting.
·
Proficiency in Microsoft Office and
QuickBooks
·
3-5 years of supervisory experience

Roles and Responsibilities
·
Ensure compliance to the organisation
finance policies and procedures.
·
Ensure that the control of
expenditure and the disbursement of resources is in accordance with established
procedures and in compliance with donor requirements.
·
Development of financial plans and
budgets including preparation of various reports such as cash flow forecasts,
budget variance reports, etc.
·
Work with principal investigators and
program managers to prepare proposal budgets.
·
Establish and maintain cash controls
and conduct periodic audits of petty cash accounts.
·
Review and approve payments with
requisite backup documents including payroll
·
Monitor expenses against the program
budget, and provide reports as needed.
·
Review the field office fund requests
and supporting documentation
·
Approve all office requisitions and
review procurement requests as per the authorisation policy
·
Ensure that payment vouchers are per
terms and conditions of vendor contracts
·
Liaise with the Procurement Manager
for timely settlement of vendor obligations, asset tagging and inventory
management including disposal of equipment and inventory as per policy.
·
Management of the accounts payable
and accounts receivable and well as maintenance of the general ledger.
·
Review bank reconciliations every
month and forward them for approval as per policy.
·
Preparation of accurate and timely
financial statements
·
Act as primary liaison for all
external audits
·
Responsible for ensuring statutory
compliance including tax and filing of monthly and annual returns
·
Supervise finance and accounting
staff
·
Any other duty allocated by the

Job purpose: The Human Resource Manager is responsible for managing the
human resources functions at the Nairobi Office and field offices.
Qualifications and Experience Required:

·
Member of the Institute of Human

Roles and Responsibilities:
·
Human resource planning and budgeting
based on the Country Office strategic plan.
·
Ensure compliance to organisational
HR policies.
·
Advise organisational management on
any recommendations to modify organisational HR policy
·
Ensure compliance to labour law and
stay up to date on its development in Kenya.
·
Managing staff recruitment for Kenya
offices, including development of job descriptions, posting job openings,
interviewing and on-boarding.
·
Work with department heads in
preparing job descriptions.
·
Design, make evidence-based
recommendations and implement compensation and benefit plans.
·
Negotiate with insurance companies to
ensure the most economical premium rates and the best value for staff.
·
Work with management and supervisors
to create and foster staff development opportunities. Develop and maintain
performance evaluation system for all employees; create materials, conduct trainings,
advise staff and supervisors on HR processes
·
Develop and maintain performance
management systems including policies for addressing employee relations,
grievances and discipline.
·
Develop a whistle-blower policy and
orient staff.
·
Conduct appropriate staff training
and orientation of staff.
·
Maintain staff records in
confidential filing system
·
Review monthly payroll list.
·
Keeps the Director of Finance and
Operations informed of problems, issues and concerns on a regular basis.
·
