The Consortium Manager (CoM) will be the principal representative and point of convergence of all SPARK Consortium activities, with the responsibility to facilitate integrated programming. 

S/he will work with NRC’s existing country office in Kenya but will have the leadership for the overall management of the SPARK-DFID grant, providing strategic and operational leadership to develop and implement a successful and integrated livelihood (multi-sectoral) program to all the consortium members. 

The CoM will ensure adherence to overall technical and programmatic quality in implementation, compliance with DFID rules and regulations, and the timely submission of all deliverables, including work plans, performance monitoring and evaluation plans, and internal and external reports. 

The CoM will be responsible for the overall direction and coordination of the activities of all consortium members.
 
S/he will ensure the liaison between the Steering Committee (SC) and the Technical Working Groups (TWG). 

S/he will represent the consortium members during external meetings and other fora, responsible to harmonize the intervention / activities and to oversee the respect of standard and policies among the implementation.

Job Description
  • Develop strategies for the Livelihood Consortium project on national level

Qualifications
  • Minimum 7 years experience from working as a senior Programme Manager in a humanitarian/ recovery context

  • Demonstrated technical skills in one of the consortium sector: food security and livelihood, education, protection and disability;
  • Experience with multipurpose cash and vouchers program modalities
  • Experience with a range of donors, with specific experience and knowledge of DFID;
  • Demonstrated experience in logistics, procurement, HR and finance management, including grant compliance;
  • Experience in managing and leading projects within partner networks and / or consortia;
  • Experience working with national NGOs partners and local/government authorities;
  • Strong M&E experience, including in complex programmes with high-profile evaluations;
  • Experience in organizational representation, coordination and liaison;
  • Experience of implementing integrated livelihoods programming and of enabling the development and strengthening of livelihoods strategies
  • Experience of livelihoods assessments and data analysis in humanitarian and recovery settings

Job description
  • Receive all incoming supplies, inspecting and verifying them for conformity to the order specifications and delivery notes
  • Ensure that all goods received are stored in assigned storage locations and handled as per NRC procedures of safety, security, accountability and transparency
  • Distribute materials, products, parts and supplies to field warehouses based on NRC procedure
  • Monitor the operations in the warehouses to ensure adherence to policies, process, procedure and guidelines
  • Conduct periodic inventory of stock and ensure that relevant documentation are created, updated and accurate
  • Consolidate material update reports for programs and advise on stock levels
  • Ensure effective trucking of materials in the warehouse and returns from the field
  • Ensure proper and clear records of all incoming and outgoing materials in the warehouses are kept and maintained in standard NRC templates
  • Review stock details and recommend disposal of excess, expired, defective or obsolete stock together with suggestions on how to reduce over-ordering

Job description

  • Ensure effective and efficient logistics support for daily Area operations including procurement and supplies, all being implemented in accordance within the policies and standards, as well as approved budgets
  • Participate in the tendering process including preparation of tender documents relating to construction materials and equipment
  • Prepare procurement plans in conjunction with relevant departments
  • Ensure that procurement status reports are up to date at all times and are shared appropriately

Job description
  • Comply with with NRC’s HR policies and procedures
  • Assist in the implementation of the organization policies and procedures
  • Provide support in recruitment processes, including advertisements, filling applications, inviting candidates, organizing interview venues etc.
  • Update staff records and files, including contracts, leave, medical, appraisals, etc.
  • Generate monthly records and reports such as staff lists, leave and other HR statistics
