Basic Salary Scale: Kshs. 124,630 – 172,350 p.m. Job
Group ‘R’ Allowances as per the SRC circulars attached to the position
Terms of Service: Five (5) years Contract
For appointment to this grade, an officer must have:
–
Served for a minimum period of twelve (12) years,
three (3) of which should be in the grade of Senior Superintending Engineer
(Water and Sewerage) Job Group ‘N’ and above;
OR
Served for a minimum period of twelve (12) years,
three (3) of which should be at Senior Management Level in the wider public
service or the Private Sector;
Bachelor’s Degree in Civil/Water Engineering or its
equivalent from a recognized institution;
Master’s degree in Civil/Water Engineering or its
equivalent from a recognized institution;
Registered by Engineers Registration Board of Kenya
as a Professional Engineer;
Current valid annual Practicing Licence from the
Engineers Registration Board of Kenya;
Registered as a member of the Institution of
Engineers of Kenya (IEK);
Certificate in Strategic Leadership Development
Programme lasting not less than six (6) weeks or its equivalent from a
recognized institution;
Certificate in computer applications from a
recognized institution and
Demonstrated general administrative ability required
for direction, control and implementation of water and sewerage engineering
programs and projects.
Duties and Responsibilities
An officer at this level will be the Director of
Water and Sewerage Services in the County and will be responsible to the Chief
Officer – Water and Sanitation for planning, directing, controlling and
coordinating technical and administrative activities of water and sewerage
systems.
Specific duties and responsibilities will entail: –
Preparing professional and quality standards for
construction of water supply and sewerage infrastructure;
Overseeing the construction of water and sewerage
works undertaken directly or by contract;
Formulating, monitoring and evaluating requirements
of physical and financial progress of development projects and programmes;
Verifying technical tender documents on water supply
and sewerage infrastructure;
Overseeing the formulation of water pricing policies
and strategies for rural, urban and waste water systems; and
Liaising with development partners and other
stakeholders in the water sector for effective formulation, planning,
coordination and implementation of projects and programs;
In addition, the officer will be responsible for
developing and implementing strategic plan and work plans; budgeting for the
Department; and deployment, training and development of staff in the
Department.
