Context:
Terre des hommes Foundation is
an independent, neutral, and impartial Swiss organization founded in 1960,
dedicated to bringing about significant and lasting change in the lives of
children and young people, especially those most at risk.
Tdh ensures their well-being and the effective implementation of their rights
as defined in the Convention on the Child's Rights and other human rights
instruments. To make a difference, Tdh focus our efforts on maternal and child
health, children and young people in migration situations, and access to
justice. Tdh promotes the active participation of children and young people to
empower them. We advocate for their rights and support them in expressing their
needs and interests. Tdh works in fragile contexts and conflict zones, as well
as in more stable environments.
Tdh is present in Kenya since
2011. Currently Tdh is providing protection services for children and families
affected by migration, natural crises and poverty in Dadaab refugee camps, in
Garissa County, and in Korogocho informal settlement in
Nairobi.
The intervention in Dadaab
refugee camps is focused on prevention and response to child protection needs
while strengthening protection community-based mechanisms in the refugee
operation and its host communities.
In Korogocho informal
settlements, Tdh implements early child development activities and child
protection activities with a strong community-based approach aiming at
decreasing violence against children and strengthening child protection
mechanisms.
Tdh will complement the
Ministry of Health efforts to contribute to reduction in morbidity and
mortality by early detection, referral and provision of appropriate
treatment/management to severe malnourished children (6-59 months), pregnant
and lactating women (PLW). In complement, a WASH component will be integrated
in the activities.
The project will be implemented
in three sub-counties in Garissa County: Dadaab, Garissa Township and Lagadera.
Tdh will work with Community Health Volunteers at community level, in health
facilities staff and with Sub-County Health Teams to improve early detection,
management, and referral of SAM (Severe Acute Malnutrition) children.
Key responsibilities
Implementation of case
management activities for refugee children, their parents, caregivers and
families in need of protection at the Refugee camps.

Child Protection Casework Officer intervenes in the case identification and
registration, Case planning, referral and follow-up of the beneficiaries in
collaboration with Community Own Child Protection Mentors.
·
Ensure that the consent/assent to proceed with the case management from both
the child, the parent and/or caregiver and legal guardian for unaccompanied
children is sought.
·
Supervises and provide training for Community Own Resource Persons in
structural case management to reinforce their skills and capacity to conduct
interviews, fill data collection forms, refer and follow-up with children at
household level.
- Develop an individual action plan for each beneficiary that
responds to needs addressed in initial and comprehensive assessments and
seek support of the Case Management Senior Officer whenever necessary.
- Establish and maintain positive and efficient relations with
target beneficiaries, community members and all the other actors operating
in the camp. Seek for synergies to optimize resources and time, and
strengthen services for the beneficiaries whenever possible.
- Regularly follow up the assigned case to ensure all services
and action points listed in the case plan are carried out within agreed
time frames. Ensure that progress is regularly reviewed;
- Regularly monitor and provide support to children and
families through visits, providing guidance and advice.

Work closely with the Psychosocial team members in the identification of
psychosocial distress cases and makes appropriate references to Psychosocial
team for help.
·
Work closely with data team to ensure timely data entry to the IACPIMS and
feedback on follow up cases are generated as required.
·
Conduct Best Interst’s Assessments and Best interests Determination (BIAs/BIDs)
for UASC and other children with heightened Protection concerns.
·
Particpance and be able to present Best Interest’s Assessment cases conducted
by him/her in the BID panel and action on the recommendations entered by the
panelists.
·
Timely preparation of progress report including both qualitative and
quantitative information on BIAs/BIDs activities and put in to situation
report, monthly report and quarterly report.
·
Ensuring that issues for chld protection are raised and addressed.
·
Ensure the placement of children in alternative care adhere to Tdh procedure
and with the Kenya Guidelines on Alternative Care.
·
Be ready to respond to emergency cases.
·
Participate in surveys and data collection when required.
Child Protection
- Promote, and ensure project activities are in line with,
child protection principles.
- Ensure the project activities are integrated in the Dadaab
child protection system and humanitarian coordination practices and
guidelines.
- Report serious cases of abuse on children identified by the
project team to the management team. Strict confidentiality must be
respected.
Coordination and representation
·
Coordinate with CP casework officers, Empowerment team and psychosocial
team to ensure programe intagration, case refarrals and BID recommendations.
·
Coordinate in the identification, follow up of children in alternative care and
monitoring of foster parent.
·
Work in close collaboration with Tdh partners and other key actors.
- Coordinate with other Tdh sectors to ensure implementation of
standardized activities and with other departments (program and support)
of Tdh in Dadaab as necessary.
- Participate in fora and meetings in her/his field of
expertise, when relevant and necessary.
Other:
·
Work with the Child Protection Senior Officer to provide accurate and timely
activity reports.
·
Maintain and ensure a culture of strict confidentiality between Tdh staff and
non Tdh employees.
Abuse Prevention Policy -
Operational Risk Management
·
Commit to respect Tdh Risk Management Policies including: Child Safeguarding
Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle
Blowing Policy.

Commit to ensure the best implementation possible of the Tdh Risk Management
Policies.
·
Commit to inform supervisors and to deal with any cases, allegations, or
possibility of transgression, even potential, of the Tdh Risk Management
Policies.
Child protection policy
· Commit to respect the
Child Safeguarding Policy.
· Commit to ensure the
best implementation possible of the Child Safeguarding Policy in Kenya,
including participation in annual audit, and reviews and updates of action
plan.
· Commit to inform the
Country Representative and/or the Field Coordinator to deal with any case of
any allegations or possibility of transgression, even potential, of the Child
Safeguarding Policy.
Staff employed to work in Tdh
will be expected to have:

Commits to observe discretion on any information related to the orgnisation
functioning and beneficiary related issues.

He/she will conduct his or her duties in respect of the Charter of Terre des
hommes and the Tdh Child Protection Policy.
Job requirements:
Knowledge
●
Professional University degree in social work, psychology, social sciences and
any other relevant field.
●
At least 2 years experience working with vulnerable young populations and/or
asylum seekers in need of Protection;
●
Experience working with extremely vulnerable individuals and SGBV Survivors in
particular, is an asset;
●
Good IT knowledge (Microsoft Office, Internet);
●
Previous experience with Tdh or another child protection organization is
desirable;
●
Knowledge of key protection issues in the asylum seekers population and best
practices;
●
Knowledge of protection system in Dadaab Refugee Complex or similar settings.
Skills
·
Required qualities: proactive, autonomous, rigorous, organized, good
communication and interpersonal skills.
Languages:
Fluency in English and
Kiswahili. Ability to communicate in Somali is a plus
