Nyanza Region: Principal Programme Officer- Regional Office – Grade NCIC 4
Job Summary
- The job holder coordinates execution and articulation of the
NCIC mandate at the regional level. The position is responsible for
supervision, guidance and management of programmes, projects, strategies
and all activities related to NCIC functions including public education,
peace building, training that support, advance and promote arbitration,
conciliation, mediation and similar forms of dispute resolution in order
to ensure peaceful coexistence among ethnic communities in the region.
- The Principal Programme officer will be in-charge of Nyanza
Region.

Duties and responsibilities
Managerial / Supervisory
Responsibilities
- Coordinates development, implementation and review of
policies, guidelines and strategies on public education and engagement
that aim to support peaceful coexistence among different ethnic
communities in Kenya.
- Conducts advocacy campaigns for policy, legal or
administrative reforms on issues affecting ethnic relations.
- Designs, implements and reviews programs and activities that
promote the elimination of all forms of discrimination on the basis of
ethnicity or race.
- Champions and advocates for programs and activities that
discourage persons, institutions, political parties and associations from
advocating or promoting discrimination or discriminatory practices on the
ground of ethnicity or race.
- Designs, implements and reviews sensitization programs on
promotion of tolerance, understanding and acceptance of diversity in all
aspects of national life and encourage full participation by all ethnic
communities in the social, economic, cultural and political life of other
communities.
- Develops and implements policies, guidelines and strategies
that promote peaceful coexistence of communities.
- Coordinates programmes, projects, and initiatives that
promote peaceful and harmonious existence of communities.
- Develops concept notes, work plans for the region.
- Plans and organizes peacebuilding and reconciliation
programmes for the advancement of peace and harmony among ethnic
communities and racial groups.
- Coordinates research in matters peace building,
reconciliation and public education in the region.
- Organizes and mobilizes efficient and effective execution of
activities in the region.
- Initiates and rolls out of programmes, strategies and
initiatives that promote arbitration, conciliation, mediation and similar
forms of dispute resolution mechanisms in order to secure and enhance
ethnic and racial harmony and peace.
- Plans, organizes peacebuilding and reconciliation training,
workshops and dialogue meetings.
- Plans, develops, implements and reviews educational and
training programs, curriculum and materials for creation of public
awareness, support and advancement of peace and harmony among ethnic
communities and racial groups, and promotion of respect for religious,
cultural, linguistic and other forms of diversity in a plural society.
- Develops, implements and reviews of programs and initiatives
that promote equal access by persons of all ethnic communities and racial
groups to public services and facilities provided by the Government.
- Advocates for programs that promote respect for religious,
cultural, linguistic and other forms of diversity in a plural society.
- Establishes strategic linkages with public and private
institutions and partners towards the advancement of peaceful coexistence
among different ethnic communities in Kenya.
- Coordinates the regional office budget in line with the
provisions of Public Finance and Management Act and NCICs Financial
Management Guidelines.
- Guides the procurement and supply chain activities within the
regional office in consultation with the head of supply chain management
in the Commission to ensure compliance with the Public Procurement and
Disposal Act of 2015 and Public Procurement and Disposal Regulations, 2006.
- Develops concept notes and work plans for the region.
- Coordinates research on matters relating to ethnic relations
and peaceful coexistence.
- Organizes and mobilizes efficient and effective execution of
activities within the regional office.
Requirements for appointment
- Bachelor’s degree in any of the following disciplines:
Education, Peace and Conflict Resolution Studies, Political Science,
Criminology, Sociology, International Relations, Law, Conflict Resolution
and Humanitarian Assistance, or its equivalent qualification from a
recognized institution.
Professional
Qualifications / Membership to professional bodies
- Certificate in Management course lasting not less than four
(4) weeks from a recognized institution.
- Membership to a relevant professional body.

Previous relevant work
