Qualifications
For appointment to this
grade, an officer must:
- At least twelve (12) years relevant work experience either in
public or private sector, five(5) of which should have been in senior
management position;
- Have a Bachelors degree in any of the following disciplines:
Social Sciences, Human Resource
- Management, Economics, Business Administration; Finance,
Public Administration or equivalent qualification from a recognized
institution;
- Have a Masters degree in any of the following disciplines:
Human Resource Management, Business Administration, Public Administration,
Finance or Equivalent Qualification from a recognized institution;
- Leadership Course lasting not less than four (4) weeks from a
recognized institution
- Be registered with a relevant professional body;
- Be of integrity, transparency and accountability as per
Chapter Six of the Constitution of Kenya,2010;
- Have a clear understanding of the ICT Authority’s Mandate and
the role of the Corporate Services Directorate in realisation of that
mandate; and
- Have demonstrated outstanding professional, managerial and
leadership competence as reflected in Work Performance and Results

Responsibilities:
- The Director, Corporate Services will be responsible to the
Chief Executive Officer for overall coordination of corporate services functions
of the Authority.
Functions
- Develop and implement a dynamic Corporate Strategy in tandem
with the Authority’s Strategic Plan;
- Provide oversight to the Authority’s Human Capital Affairs;
- Coordinating staff Medical Scheme, Pension Scheme and other
staff welfare issues;
- Aligning the HR strategy to the organization’s Strategy
including Succession Management;
- Prepare Annual Budgets;
- Prepare Financial Reports and Budget Performance reports for
ICTA;
- Liaise with Kenya National Audit Office for efficient and
timely audit of the ICTA’s accounts;
- Provide oversight on Records Management Operations;
- Manage Performance System in the Authority;
- Liaise with other Statutory and Regulatory authorities on
financial and taxation requirements for compliance;
- Oversee the Human Resource Management and Development
function of ICTA;
- Oversee Administration, Transport and Logistics, Assets
Management of ICTA; and
- Coordinate Information Communication Technology Services
- Initiate the development of ICT strategy and ensuring oversee
implementation of business plan
Job Specifications
The specific duties and
responsibilities will entail:
