Senior Programme Officer Investigation and Compliance – Grade NCIC 5

Job Summary

This position is responsible for coordination and management of the Investigations and Compliance function.

Reporting to: Principal Programme Officer Investigation and Compliance

Job Specification
Managerial / Supervisory Responsibilities

Coordinates development of complaints database.

Supervises flagging out and compiling hate speeches, messages and posts from different social media platforms.

Supervises collecting information and development proposal for conducting surveillance and audits.

Guides on collection of information on inventory of forensic systems.

Operational Responsibilities / Tasks 

Analyses received complaints with respect to ethnic or racial discrimination.

Gathers forensically all relevant data with respect to social media messages flagged.

Monitors political rallies in collaboration with the police, the media council of Kenya and other monitoring partners both state and non-state actors to ensure that politicians do not incite ethnic tensions

Documents penalties and identifying gaps.

Collects information and compiling inventory on forensic systems.

Carries out surveillance with respect to racial discrimination.

Takes part in collecting information and developing proposals for conducting surveillance and audit.

Investigates complaints of ethnic and racial discrimination.

Monitors and analyses social media platforms and other communication channels with the aim of curbing online hate speech, ethnic discrimination and incitement to violence among other offences.

Investigates and maps out risks and areas of concern to peaceful co-existence, integration and cohesion and recommending mitigation measures.

Examines, analyses complaints and channelling to the action officer.

Organizes forums for stakeholder engagements.

Identifies and compiles risks and areas of violation. and

Identifies persons or institutions involved in actions or conduct amounting to violations of human rights on basis of ethnicity or race.

Requirements for appointment



Academic qualifications

Bachelor’s degree in Criminology, Computer Science, Data Communications, Public Administration, Law, Information Technology, Governance, Sociology, Audit, or equivalent qualification from a recognized institution.

Certificate in: Digital forensic & investigation, security information and event management, Database security and auditing, Computer search and seizure, Linux Administration, Network Intrusion & Detection, Network scripting, EC-Council Certified Incident Handler (ECIH) lasting not less than two (2) weeks from a recognized institution.

Professional Qualifications / Membership to professional bodies

Membership to a relevant professional body

Previous relevant work experience required.

At least six (6) years’ experience in related field.
