Duties and
responsibilities at this level will entail:
Human resource planning; recruitment;
appointment; discipline; industrial relations; staff welfare; and performance
appraisals;
Staff training and development;
Assisting in design of human resource
policies;
Managing records;
Designing and managing human resource
management information system.
Overseeing the provision of efficient
office services, telephone services, registry services, office equipment and
supplies, cleanliness of grounds and offices, transport services, including the
drivers;
Ensuring proper facilitation of
officers travelling within and without the country;
Coordination of prompt payment of
bills;
Guiding and training staff under
him/her;
Upkeep of institute’s assets register,
Supervision of constructions and
maintenance works,
Developing work plans for the section;
Monitoring and evaluating officers in
the section.
Job Specifications
For appointment to this scale, a candidate must meet the following requirements:
Bachelor’s degree in Human
Resource/Personnel Management/Public Administration/Business Management or any
other relevant qualifications from a recognized Institution;
Master’s Degree in any of the above
fields;
Relevant Professional qualification
and membership
At least Eight (8) years’ work
experience four (4) of which should have been a Senior Human Resource and
Administrative Officer KW5 or its equivalents
Attended a Senior Management course
lasting not less four (4) weeks.
Shown merit and ability as reflected
in work performance and results.
Membership of a professional body
Proficiency in computer applications;
Fulfill the requirements of Chapter 6
of the Constitution

The following clearances will be required from successful candidates upon offer

Certificate of Good Conduct;
Clearance from the Ethics and Anti –
Corruption Commission;
Certificate of Compliance from the
Higher Education Loans Board (HELB);
Kenya Revenue Authority (KRA) Tax
Compliance Clearance; and
Certificate of Clearance from the
Credit Reference Bureau (CRB).
