The National Transport and Safety Authority (NTSA) is a State Corporation established through an Act of Parliament; Act Number 33 of 26th October 2012. The Authority is mandated with effectively managing the road transport sub-sector, minimizing road traffic accidents and loss of lives resulting therefrom.
Pursuant to this mandate, the Authority seeks to recruit highly
motivated, visionary, dynamic and results oriented candidates to fill the under
mentioned positions:
MANAGER, HR & ADMINISTRATION (GRADE NTSA 4)
– REF: NTSA/05/2023/12
The Manager, HR & Administration will be responsible to the
Deputy Director, Human Resources and He/she will deputize the HR &
Administration head in provision of leadership and expertise in HR &
Administration service delivery, development and implementation of policies and
programs in the organization and management of all operational functions of
NTSA.
Key Duties and Responsibilities
Management of all
Authority’s facilities and assets including buildings, motor vehicles and
furniture among others;
Initiate/Support
development, dissemination
and implementation of
HR & Administration related policies, programs and strategic
plans;
Managing the performance
Planning, organization, co-ordination and administration of all human resource
and administration activities within the Authority;
Assist in development and
management of the HR & Administration departmental budget;
Analyzing the
effectiveness of the Administration/human resource policies, rules and
regulations;
Advising on general
Authority policies on Administration / human resource management;
Interpretation of Labour
Laws, Government policies, circulars and other statutes that impact on the
human resource and administration of assets in the
Management of succession,
human resource planning, management staff discipline and utilization of human resources;
Working with Head of HR
and Administration to manage careers development of staff;
Coordinate development and
review of career guidelines within HR and Admin Department;
Performance management of
staff and support in periodic organization review to ensure an optimal
structure;
Coordinate strategic
talent management and;
Develop and supervise the
implementation of an effective work environment program that enhances
Qualifications, Skills and Experience
Bachelor’s degree in
Social Sciences, Public Administration, Business Administration,
or a related field from a
recognized institution;
Master’s Degree in Human
Resource Management, Government, Sociology, Business Administration, or any
other relevant qualifications from a recognized institution will be an added
advantage;
At least ten (10) years
relevant work experience, three (3) of which must have been at a middle
management position in a large organization in the Public/Private Sector;
Diploma/Higher Diploma in
Human Resource Management or any other relevant qualifications from a
recognized institution;
Attended a Management
Course lasting not less than four (4) weeks from a recognized institution;
Certified Human Resource
Professional (K);
Membership to IHRM(K) in
good standing;
Demonstrated a high degree
of professional competence, administrative capabilities and initiative in the
general organization and management of human resource and a thorough
understanding of the human resource management policies, regulations, employee
relations, Labour Laws and other statutes that relate to the human resource
management; and
Proficiency in ICT
