Manager, Human Resource and Administration,
Job purpose
Reporting to Managing Commissioner, the
successful candidate will be responsible for development, implementation,
review of policies, strategies, regulations and procedures on Human Resource
Management and Administration.
Key Duties and
Responsibilities
- Develop, Implement and Review
Human Resource and Administration Policies, Standards, Guidelines,
Regulations and Procedures
- Custodian of approved Human
Resource documents including the Organization Structure,
Career Guidelines, Staff Allowances, Establishment &Human
Resources Policy Manual;
- Coordinate Human Resource
training and development programmes;
- Develop, review and coordinate
implementation of performance management system;
- Coordinating staff recruitment,
selection, placement, administration and management of transport;
- Provides technical advice on
Human resources issues and regulatory framework;
- Initiate the development and
implementation of compensation and benefits schemes;
- Implement human resource
management rules and regulations and compliance with labour laws;
- Manage payroll;
- Lead the formulation of
organizational development and change management initiatives;
- Manage Human Resource planning
and succession management;
- Promote cordial employee
relations, values and work ethics in the Commission;
- Develop and manage staff welfare
schemes such as Group Personal Life and accident, medical or insurance
schemes; and
- Develop and maintain Human
Resource Management Information System;
- Coordination and management of
office accommodation and equipment, telephone services, transport
services, registry services, security and records management;
- Management of the Commission’s
fleet and equipment; and
- Ensure compliance with Human
Resource and Administration statutory and regulatory requirements.
The ideal candidate must possess the following:
- Master’s degree in any of the
following disciplines: – Human Resource Management, Human Resource
Development, Industrial Relations, Business Administration, Transport and
Logistics, Social Sciences or equivalent qualification from a recognized
institution;
- Bachelor’s degree in any of the
following disciplines: – Human Resource
- Management, Public
Administration, Business Administration, Transport and Logistics, Social
Sciences or equivalent qualifications from a recognized institution;
- Membership to a relevant
professional body in good standing; Served in the grade of Assistant
Manager or in a comparable and relevant position of which must have been
at a senior management level
- Certificate in Leadership Course
lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer
application skills;
- Fulfilled the requirements of
Chapter Six of the Constitution;
- Demonstrated professional,
managerial and administrative competence as reflected in work performance
and results; and
- Exhibited a thorough
understanding of national goals, policies, objectives and ability to
relate them to proper management of the Human Resource and Administration
function.
