Gross Salary: 205,850
Job Purpose
This position
is responsible for coordinating the implementation of the Commission’s ICT
strategy for provision of information communication and technology services in
the Commission.
Key Responsibilities:
Managerial/supervisory
responsibilities
- Plan
and develop the commission’s ICT strategies, policies and standards.
- Supervise
the development, implementation and maintenance of the Commission’s ICT
infrastructure.
- Supervise
implementation of ICT policies, strategies, Identifying and evaluating emerging
technologies procedures and guidelines pertaining to Commission processes.
- Supervise
the implementation and monitoring of ICT projects supported by best
practice knowledge, demonstrate business value and financial viability.
- Supervise
the development and implementation of ICT training programs at divisional
and Commission level.
- Supervise
installation and maintenance of ICT systems in the Commission by ensuring
the provision of cost-effective, efficient, high quality ICT services.
- Supervise
the development and utilization of the division’s budget.
Operational responsibilities
- Supervising
the implementation of Commission’s ICT strategies, policies and standards.
- Promoting
the use of robust and efficient systems/processes focused on leveraging on
ICT to improve efficiency, value addition and cost reduction.
- Co-ordinate
the development, implementation, monitoring and reviewing the departmental
annual budgetary allocations.
- Preparation
of divisional monthly performance reports and quarterly performance
- Review
the operations of ICT systems by ensuring the provision of cost-effective,
efficient, high quality ICT services.
- Review
performance management, ICT assets and physical resources to meet
strategic departmental goals.
- Mentoring,
guidance and counselling of departmental staff.
- Preparing
periodic reports on ICT and e-governance services at the Commission.
Financial
Responsibilities
- Ensuring
timely preparation of monthly, quarterly, annual reports for
accountability of the use of funds.
- Supervise
the utilization of divisional budgets.
- Managing
grants as may be designated from time to time.
Skills, Experience and Minimum Qualifications
- A
Master of Science degree in any of the following fields: Computer Science,
Computer Technology, Informatics, Computer Science & Technology,
Information Systems, Business Information Technology (BBIT), Computing
Science and Technology, Computer Security and Forensics or equivalent qualification
from a recognized Institution.
- 5
years of service in a comparable position from a reputable organization
- Possess
at least two (2) Professional Certifications in ICT.
- Membership
to relevant professional body with Good Standing.
- A
Course in Strategic Management and Development or its equivalent from a
recognized institution.
- Meet
the requirements of Chapter Six of the Constitution of Kenya
OR
- A
Bachelor of Science degree in any of the following fields: Computer
Science, Computer Technology, Informatics, Computer Science & Technology, Information
Systems, Business Information Technology (BBIT), Computing Science and
Technology, Computer Security and Forensics or equivalent qualification
from a recognized Institution.
- 7
years of service of which three is at a supervisory role.
- Possess
at least two (2) Professional Certifications in ICT.
- Membership
to relevant professional body with Good Standing.
- Certificate
in Senior Management Course lasting not less than 4 weeks from Kenya
School of Government or its equivalent.
- Meet
the requirements of Chapter Six of the Constitution of Kenya
