Regional Emergency Technical Advisor

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997.

Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

DRC is implementing a large scale-up project to respond to the drought in the Horn of Africa and contribute to famine prevention efforts.

At the current time the project will specifically be implemented in Kenya, Somalia and Ethiopia, with some displacement research extending into Djibouti.

Overall purpose of the role

Reporting to the Chief of Party, the Emergency Technical Advisor (ETA) will be responsible for the oversight of ensuring technical standards are met within the timeframe of project deliverables and ensure technical cohesion between country operations.

The ETA will be responsible for ensuring country project implementation is in line with DRC global sector technical standards, approaches are mainstreamed across all country operations, and provide day-to-day technical trouble-shooting to project teams.

The ETA will be in close communication with DRC Global Sector Leads, DRC Regional Programmatic Sector Leads and country-level technical advisors.

This position is subject to confirmation of funding, anticipated start date is 15 March and the successful candidate must be able to deploy with 15 days’ notice.

Key Responsibilities

Program Management

·  Support Chief of Party (CoP) in the design and planning of project deliverables with regards to ensuring approaches are adhering to global standards/practices and DRC global technical standards;

·  Lead on the project adaptation with regards to technical approaches by ensuring they are fit for context including ability to adapt to local operational constraints;

·  Support the Chief of Party (CoP) and Deputy Chief of Party (DCoP) in ensuring project teams in country are compliant with DRC procedures and mitigation strategies outlined in the updated risk registers;

·  Engage with DRC global/regional technical programme leads in the consistent revision of quality programming for emergency interventions;

·  Support the CoP, DCoP and other PMU members on the collection and analysis of best practices, lessons learnt and evaluation of the impact of emergency interventions across the different country operations;

·  Provide day-to-day technical trouble-shooting to project staff across all country operations;

·  Support the COP to prepare and submit programmatic reports for the donor, relevant country governments, project partners and DRC as required;

·  Working alongside the COP and DCOP, to foster and maintain a productive, respectful, and collaborative working environment for all project staff;

·  Provide support to partnerships across all country operations to ensure consistent technical implementation approaches across all sectors adhere to global standards.

Technical

·  Provide technical guidance in project implementation with regards to scale up of cash-based interventions in complex operational settings;

·  Provide technical guidance in project implementation with regards to scale up in emergency WASH operations in complex operational settings;

·  Provide support and technical guidance in project implementation with regards to scale up in emergency protection programming in complex operational settings;

·  Provide support and technical guidance in project implementation with regards to scale up in emergency CCCM programming and/or community-based emergency programming;


·  Provide support and technical guidance in project implementation with regards to integrating early recovery interventions to emergency programming.

Note: technical guidance will be supported with DRC internal resources such as collaboration with global / regional technical advisors and in-country technical advisors

Qualifications and Experience

·  Minimum bachelor’s degree in in relevant field.

·  A minimum of 8 years’ experience working in the international humanitarian aid with at least five years’ experience in a similar technical role (Emergency Manager/Coordinator, Emergency Advisor);

·  Demonstrated experience working with displaced populations in an emergency setting together with at least 5 years of delivering large-scale operations;

·  Demonstrated experience working in at least two of the following:

·  Cash-based interventions (large scale delivery of MPCA);

·  Emergency WASH interventions

·  Emergency Protection and CCCM interventions

·  Early recovery programming transitioning from rapid onset emergency

·  Demonstrated experience with remote team management,

·  Demonstrated experience in managing and delivering large multi-location programs in complex operating environments;

·  Operational expertise and experience in emergency and/or humanitarian aid programming;

·  Fluent in written and spoken English.

·  Knowledge of Swahili, Amharic or Somali an added advantage.

·  Previous experience in the Horn of Africa or East Africa desirable

Conditions

Contract: Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Staff; Employment band NM F

Duty station: To be determined – Nairobi, Kenya; Addis Ababa, Ethiopia; or Mogadishu, Somalia with some travel
