Job Summary:
The Senior Technical Advisor (TA) will work closely with the IR2
Lead (Technology Transfer and Capacity Building) to apply the whole-of-business
approach with food processors to improve and sustain compliance of food
processors with quality standards and increased availability of fortified
staple foods.
The Senior TA will oversee and/ or conduct context-specific
industry landscape and detailed assessments.
They will provide technical support and advisory services to
USAID AFFORD activities to ensure the highest standard of quality and delivery
of TechnoServe LSFF interventions.
Together with the Knowledge Management (KM) Manager and the
Monitoring Evaluation and Learning (MEL) Manager, the Senior TA will also
contribute to the generation of key learning materials, knowledge management
products, and case studies.

Department Overview:
USAID’s Advancing Food Fortification Opportunities to Reinforce
Diets (AFFORD) program is a critical investment in a safety net against
micronutrient deficiencies through large-scale food fortification (LSFF).
USAID AFFORD is designed to provide operational support to field
Missions and other operating units of USAID, contributing to the goals of the
U.S. government Global Food Security Strategy (GFSS) through the implementation
of programming aligned with USAID’s LSFF Results Framework.
Using a whole-of-business approach, USAID AFFORD aims to
increase the coverage of fortified foods to cost-effectively improve the
quality of diets and contribute to safely reducing micronutrient deficiencies
among populations in the targeted countries.
Its implementation approach is designed with complementary
activities to catalyze integration, advance knowledge sharing, mobilize
stakeholders, and foster local ownership that strengthens LSFF.
Strategic engagement with public, private, and civil society
actors at national, regional, and global levels will drive USAID AFFORD’s
scaling and success beyond the life of the Activity.
USAID AFFORD has four
intermediate results (IRs):
IR 1: Strengthened LSFF enabling environment through the public
sector
IR 2: Expanded and sustained LSFF interventions through private
sector engagement
IR 3: Strengthened effectiveness of LSFF interventions and
increased public and private sector accountability through civil society
engagement
IR 4: Mobilized global commitment, leadership, and investment in
support of LSFF
Primary Functions &
Responsibilities:
· Senior technical advisor
responsible for supporting industry advisory services to food processors across
the program portfolio (multi-country) and reporting into the Technology
Transfer and Capacity Building Lead.
· Provide contextualized,
data-informed technical advisory services to individual food processors that
address gaps in business and technical capacity, with particular attention to
good food fortification practices
· Support the mobilization
and implementation of research teams and industry technical advisors in new
countries as the program grows and expands
· Oversee and/ or conduct
food processing sector landscape rapid assessments at country level and more
comprehensive, detailed industry assessment at factory level for target
countries and food vehicles
· Recruit, hire, and
manage local in-country consultants as needed
· Support sector-wide
trainings (SWT) conducted in partnership with local training service providers
on topics such as fortification technology, food safety and quality control,
business strategy, and financing
· In collaboration with
the KM Manager and MEL Manager, develop KM products that facilitate the sharing
of knowledge across the team and with key stakeholders
· In collaboration with
the Project Director and Data Systems Lead, provide lessons learned and
document recommendations based on the use of assessment tools in a variety of
country and industry contexts
Basic Qualifications:
· Bachelor’s degree in
food science, economics, business, or other relevant subject
· Minimum 8 years of
professional experience
· Deep understanding of
the food processing industry and the ecosystem within which it operates
· Implementation
experience addressing industry challenges, either as a consultant, processor,
or development partner
· Experience working in
developing countries, sub-Saharan Africa preferred
· Experience conducting
assessments in the private sector or food processing industry
· Familiarity with LSFF
Preferred Experience:
· Master’s degree
· Proven track record of
providing advisory services
· Experience with USG or
USAID programming
· French language skills
Required Languages: English
Travel: Up to 40% based on
program needs and budget

able to work independently in support of others
· Ability to work in
diverse teams, respectful of other cultures
· Ability to work
effectively in remote-based teams with strong organizational and collaborative
skills
· Strong writing skills to
write concise, analytical reports to different audiences
· Strong presentation
skills with the ability to translate data findings to actionable
recommendations
