About the Africa Public Health Foundation

 The Africa Public Health Foundation was established in September 2019 to forge partnerships and mobilise resources for the Africa CDC, to support critical public health activities across the continent. The Foundation will advance public-private cooperation to strengthen health systems, develop the healthcare workforce, support innovations for public health, and advocate for robust policies, regulations, and partnerships for resource mobilisation.

The Foundation’s mission and vision are aligned to that of the Africa CDC to support member states to build their capacity to better detect and respond to disease outbreaks and emergencies. In light of the COVID-19 pandemic, it has become even more urgent for the Foundation to build a sustainable, scalable organisation to increase the public health impact on the continent in the coming years.

Finance Officer: Role Profile

 The Finance Officer is responsible for the operational execution of financial functions from journal entries to statutory audits in a local entity and in supporting relevant stakeholders with budgeting, reporting and compliance. She/He will also be responsible for implementation of financial management policies (systems, processes, procedures, and practices) and planning, tracking, organizing, controlling, and reporting financial activities of the Foundation.

 Duties and Responsibilities

 The Finance Officer shall

  • Ensure Donor contract compliance; Ensure that implementing partners have accurate and complete accounting, reporting and internal control systems and that all relevant records are maintained accurately
  • Support in payments and Expense process; procurement -to- pay process and record accounts payable and receivable. Initiate bank payments, reconcile bank payments, process, and administer employee expenses and advances
  • Support in Payroll processing
  • Monitor that APHF’s complies and meets all contract requirements for the grants assigned to APHF, including those relating to programmatic and financial reporting, safeguarding, indemnity insurance, trafficking, anti-terrorism, anti-bribery & corruption, and all applicable laws and regulations
  • Promote best practices, transparency, accountability in financial management systems
  • Monthly journal entries completion, other than that, liaise with the team to ensure that each month-end closing, the books of accounts are timely, complete, and correct
  • Reporting, budgeting, and forecasting
  • Audit, Risk & Compliance; ensure compliance with the accounting laws and APHF
  • Actively review local and global statutory audits, making sure recommendations are followed up and audit findings are closed
  • Year-end closing: liaise with the team to ensure that each month-end closing, the books of accounts are timely, complete, and correct and support statutory audits with external auditors
  • Internal control framework: set up and improve internal financial operations based on global best practices
  • Perform any other duties as requested by the supervisor

 Qualifications and Experience

 Bachelor’s Degree in Accounting, Commerce or Financial Management. A Professional qualification such as CPA, CA, ACCA, CIMA, CIA, etc., will be an added advantage. Preferred candidates must have at least 5 years of experience

Required skills and Competencies

  • Good knowledge of (local) accounting standards and statutory requirements
  • Excellent knowledge of financial ERP systems
  • Excellent computer skills, including accounting software capabilities, proficiency with email and internet applications, experience in using office software applications such as MS Excel, Power Point and Word
  • Good knowledge of donor contracts, accounting standards, cost control methods
  • Comfortable moving from the detail to the big picture through to resolution
  • Strong organizational skills and ability to manage deadlines
  • Analytical and problem-solving abilities
  • Good communicator and have good interpersonal skills
  • Ability to work under pressure, with minimal supervision, and in a culturally diverse team
  • Ability to build strong relationships internally and with external actors

Reporting Line

The Finance Officer shall report to the Operations Lead

Location

 This position will be office-based working on a time zone compatible with working hours in Africa (GMT to GMT +3). With a possibility of relocation to a country where APHF operations will be permanently based, depending on circumstances.

 Terms of Appointment

  • This is a full-time position with the successful candidate being contracted on a two-year basis with the possibility of renewal. Salary and benefits are competitive and commensurate with qualifications and experience.
  • Note* APHF is currently operating in Nairobi though there is a possibility of relocation to a country where the operations will be permanently based, depending on circumstances.
